(Andrew Francis Wallace/Toronto Star) The federal government has an obligation to show the evidence it uses to inform any decision to restrict Canadians’ constitutionally protected mobility rights, says a director at the Canadian Civil Liberties Association (CCLA). The comments coincide with an onslaught of new restrictions Ottawa is imposing on travellers to limit the spread of COVID-19 and its variants. If stricter requirements make travelling more difficult and costly for Canadians, the onus is on the federal government to prove that the old requirements weren’t working, said Cara Zwibel, director of the CCLA’s fundamental freedoms program.
