SINCE leaving the Senate in 2001 after serving for two consecutive terms mostly as majority floor leader to six Senate presidents, I have come to the conclusion that our political system needs some urgent updating. I have written repeatedly about the need to shift to the parliamentary system: I shall not go back to it now, but I believe there is an urgent need to reexamine the issue of 'term limits' as it exists in our presidential system.
