IT is no matter for surprise that partly from motives of misconceived self-interest and partly owing to the sense of security produced by the discontinuance of Indian propaganda work in England, the enemies of Indian aspirations should make a deliberate attempt to mislead English opinion regarding the trend of events in India. But we confess we were not prepared for the revelation made by the Under-Secretary of State’s recent speech in the House of Lords, of which a telegraphic summary appeared in our Reuter columns yesterday. The speech was delivered in reply to Lord Sydenham’s question asking what steps the Government of India was taking to protect the lives and properties of Europeans and loyal Indians in the country districts. The question itself suggested that the state of things in India was serious enough to call for extraordinary action, and it appears that among the assertions either made or quoted by Lord Sydenham in support of this view was one to the effect that “the only places where Europeans were not insulted in the streets were the active Indian States.” It is difficult to think of a more atrocious lie, and yet, judging from Lord Lytton’s speech, it was only part of a deliberate campaign of calculated misrepresentation which has been started by an anti-Indian paper which first came into prominence in Indian affairs by lending its columns freely to Sir Michael O’Dwyer for airing those peculiar views about India which the more reputable papers led by the Times would not publish. We will quote the exact words of Lord Lytton. His lordship referred to “the rabidly worded messages periodically sent by the Morning Post’s correspondent at Calcutta, of which the Under Secretary said that “it had been circulated with the direct object of discrediting the Government of India at the present time.”
