Public ownership reports (POR) do not inform the public investors of the identities of the owners of companies which have either their common or preferred shares among the publicly traded stocks. Even if the principal stockholders are named as direct holders of a number of common shares and voting preferred shares, these filings maybe the biggest failures among the disclosures posted on the website of the Philippine Stock Exchange (PSE). This is not to put the blame on the Securities and Exchange Commission (SEC) and its officials. As the agency that oversees the stock market, its officials may want to make it their responsibility to designate a section within the agency to regulate the operations of the bourse.
