The devices are about $1,000 each. Thompson sees having one or two officers per shift qualified to use the wraps, so they could respond to situations where needed. The wrap has been on the market for four years and is used by 500 agencies in nine counties. It is launched by a reduced-loaded .38-caliber handgun blank cartridge. A laser site shows where the wrap would strike the person. "So there is a loud noise when it is deployed — most people think they have been shot," Leatherman said. "So there is a pause for a few seconds. But it would be very rare for the wrap to cause injury to anyone."
