Proposition 1 changes funding appropriations, behavioral health director says

In an informative presentation to the Butte County Board of Supervisors on Tuesday, Behavioral Health Director Scott Kennelly said the upcoming ballot item Proposition 1, if passed, will bring a considerable change to how his department will be allowed to use its funding going forward.
