RANDLEMAN - Carrie Jewell, a mother of three, has been living with water bills as high as $500 for over three years. However, her latest concern was not having running water for one week in a duplex owned by the Randleman Housing Authority. Jewell moved into the duplex in 2015 and, since 2018, was living off of an income from the Department of Social Services. However, three years prior, her life in the quaint duplex in an area surrounded by local stores was good until the summer of 2018 when Jewell received the first series of high water bills. The Housing Authority's water bills ranged between $200 to as much as $500, which she cannot afford to pay along with her other bills.
