Santa Cruz County RTC to assess purpose, needs of passenger

The transportation agency will hold a public hearing 10:30 a.m. Thursday in which planners will share an overview of the newly released Preliminary Purpose and Need Statement for the Zero Emission Passenger Rail and Trail Project.
