BRAINTREE — A settlement has been reached that will allow the town to purchase a historic home and open space land, as well as clear the way for a new CVS store. Plans by developer George Clements for a proposed 96-unit apartment building on his property at Liberty and Grove streets have been withdrawn for a second time under the deal. The appeals board was expected to begin hearings next month on a comprehensive permit for the apartment building, which would have been built under Chapter 40B. William and Gail Proulx, who live next to the property, had filed suit in Norfolk Superior Court seeking to block zoning changes which would have allowed the commercial development. The Proulxs, through their attorney, opposed a zoning change approved by the town council in August.
