Following site visits by the department, the day care was found to be operating illegally. “In terms of Section 80(1)(a) any person or organisation may establish or operate a partial care facility provided that the facility is registered with the Provincial Government where the facility is situated,” said the department’s spokesperson Feziwe Ndwayana.
