But most people have a tendency to wait until sirens can be heard, which may not be the most reliable source. "The sirens that are located outdoors are intended for outdoor warning. A lot of people get that confused and they rely on that for their primary means of warning. That's not what we want to see. We want people to use the NOAA all hazards radios in their homes as well as the alerts they can get on their smart phones," said Director of Emergency Management in Franklin County, Ryan Buckingham.
