In its 5 a.m. bulletin, Philippine Atmospheric, Geophysical and Astronomical Services Administration said Fabian was out of the Philippine Area of Responsibility at 11 p.m. on Friday. As of 4 a.m., the typhoon was located 640 kilometers north northeast of Itbayat, Batanes – packing maximum sustained winds of 140 kilometers per hour near the center and gustiness of up to 170 kph.
