Jun. 10—A Tacoma man has pleaded guilty to arson for setting fire to a Seattle Police Department building last year, the U.S. Attorney's Office said Wednesday. Isaiah Thomas Willoughby, 36, is scheduled to be sentenced Oct. 4.
