WHEN the framers of the 1987 Constitution decided to adopt a bicameral Congress, it was a close decision, with the margin so slim in favor of bicameralism. The intent to adopt a unicameral legislature and its gift of efficiency in having a faster time in passing legislation gave way to the urge to strengthen further the system of checks and balances.
