THE fourth and supposedly penultimate round of negotiations on the creation of a global plastics treaty took place in Ottawa, Canada, and was remarkable only in the volume of commentary it produced. As of Friday morning (May 3), I counted 173 separate press releases, interview offers, news articles and webinar invitations on the subject that landed in my email inbox since April 15. In terms of actual progress in the talks, however, there was not so much.
