The 'not guilty' verdict is deeply upsetting for victims of the criminally insane

OPINION: A woman violently attacked in her own home can't afford to replace the carpet stained with her own blood because the man who assaulted her was found not guilty by reason of insanity.
That created a legal loophole for her contents insurer to treat her differently from a victim of crime where a person is declared guilty.
Does the law need to be changed so victims of the criminally insane have the same rights as victims of crime.
