Tobacco/Vaping Ordinance Fails First Reading An ordinance that would have increased the fine amount and penalties for any minor possessing or using tobacco products, electronic cigarettes or alternative nicotine products within the City failed on first reading by a 4 to 3 vote. Councilor Kristen Jennings was one of the four councilors who voted against the ordinance. Kristen Jennings The Council did pass on first reading an ordinance that clarifies the enforcement issues that the City has had under the current code for animals at large, aggressive animals, and cruelty/neglect of animals. An amendment introduced by Councilor Jacob Martin that declares cat declawing as animal cruelty and it would be allowed only if medically necassary.
