Reporter doreen, it happened this evening at a play in the French High School in the heart of kabul. The play ironically was called heart beat. The moment after the explosion. And the bomber was in the audience. He was a teenager the police tell us. And there were more than a hundred people in the theater. It was a mixed audience, men and women. Some people in the audience thought it was part of the show, and then there was panic as they tried to exit the theater. One person has been killed in that attack, 11 at least 11 injured. One of them seriously. A serious attack in the heart of kabul. It comes on the heels of another attack this morning where a suicide bomber killed six soldiers and wounded 14. What message is are they wanting to send here, jennifer, whoever is behind this attack, by attacking a French School . Reporter i think its really designed to create unrest in the city, a feeling of incurty. Todays two attacks were the first attacks here in kabul in 11 days, and we saw a series of attacks in the heart of the afghan capitol. Since then security has been beefed up. Both the police and the Intelligence Services trying to make the capitol as safe as possible. This mornings attack was claimed by the taliban. No one has claimed responsibility for this evenings attack. This is a very secure facility. They search ever who comes in. This was an inviteonly event. So there is an actual guest list. So who was this suicide bomber, and how was he able to get in. And it is a very social night here in the afghan capitol, but lots of check points as well. Jennifer thank you very much. A Senior Palestinian official has told al jazeera that they are planning to end cooperation with israel over security. Thousands of palestinians have attended the funeral of a minister who died after a confrontation on wednesday. Palestinians and doctors have disagreed over what exactly happened. A spokesperson talked to us and told us what happened after the killing. Kenyan legislators are debating whether to tighten security laws. The president says kenya is fighting what he calls a war on terrorism. But opponents say the proposed measures are draconian and antidemocratic. The group has carried out numerous attacks since 2011. The fighters stormed a Shopping Mall in nairobi and killed 67 people. Kenyas National Intelligence service would get greater powers to access phone and internet records, and journalists would face up to three years in jail if they publish or broadcast a report that the government says undermines a terrorist investigation. Changing the existing law is absolutely unnecessary, because no case has been made to demonstrate how the current laws have failed to protect us from terrorists, failed to protect Administration Police from heavily armed cattle rustlers, have failed to stop radically. We have a raft of securityrelated legislation that was in fact passed since the 2010 constitution. None of those laws, the National Police service act of 2011, nor the Kenyan Defense forces act of 2012, or the National Security act of 2012, none of those laws has been fully or even partially implemented. We have a disorganized Police Service which is unable to respond to actionable intelligence. And this is by the admission of the governments own independent policing service. This changes and alters a variety of clauses in nearly 30 pieces of legislation. It also will have a great effect on some of the rights in the constitution even the andrew, they actually need to pass this in light of all of the recent attacks that have taken place on kenyan soil, and it will actually enable Security Forces to fight what they call terrorism. No, it will not. In no way would changing the laws the way they are being proposed, and the way the laws are amended would have any effect on the killing of 64 christians in two separate massacres. These laws that are being amended, referred to now as draconian, rolling back rights from the 2010 constitution, will be easy to enforce against the media, against Civil Society organizations, against critics of the government. It will have no effect on attacks such as what happened in [ inaudible ] county, and hindi, on june 15th of this year. In fact its doubtful whether it would have any real effect on future West Gate Mall attacks as we start starting september 21st, 2013. How are kenyans feeling about this should it pass . I think the the overwhelming majority of kenyans are much too busy worrying about their next meal. I think there there is a lot of panic among christians who are working in places like m mandara, these are all government civil servants. They are there primarily to work, not because they come from that area. I noticed after the all right. Its a also an attempt to hold the sliding ruble, which has lost some 40 of its value against the dollar so far this year. The central bank knows that what it is doing is going to be an increased burden on the russian economy at a time when the russian economy is not doing very well at all, but i think it thought that pushing Interest Rates up was the lesser of what is quite frankly a whole catalog of evils, and it said it would push those rates higher still if inflation doesnt come down. Looking forward, rory, what actually forecasting for the russian economy . Reporter well, not great things to be honest, and it begs the question is it actually going to make any difference at all in the aftermath of the announcement from the central bank, the ruble continued to slide. It is making records every day, it is now at about 55 rubles to the dollar. It has never been there before, so this is all bad news, and analysts basically are saying that there is nothing really that the central bank can do about this, because what the central bank has no influence at all over, is the global price of oil, and it is the global price of oil, that Falling Oil Price that is the main drag that is pulling the rule down, sending inflation up, and basically making the russian economy looking like a pretty bad bet at the moment. Vladimir putin is in india, putin and the ingian Prime Minister has announced several agreements in energy and defense. These include moscow helping new delhi build new Nuclear Reactors and building Russian Helicopters in india. The center piece of these agreements really has been the energy sector, gas and Nuclear Technology the real focus here. With russia expected to provide the kind of technology that india needs. But in terms of the historical context, both leaders alluded to the fact that they have been friends for a very long time. Their countries have shared mutual challenges, and they are there for each other, when they have needed them the most. The economic costs of all of this is 100 trillion, thats based on the number of lives that would be lost because of superbugs.
