Good morning Devon or James and Gordon small is with you on Tuesday the 17th of December 8 o'clock loaded with The Morning News I was in John's the Devon and Somerset fire service has been told it needs to improve its response times inspectors say the service is only meeting its target of responding to house fires within 10 minutes in about 70 percent of cases a report published today also raises concerns about the fitness of firefighters and says inspectors were told that nearly half of the workforce hadn't had a fitness test for 3 years Zoe billing them is from Her Majesty's Inspectorate of fire and rescue services the sad thing is they stop their old regime testing and didn't reintroduce the new regime so it meant that there was a period of 3 years where firefighters were subject to the and your fitness testing so the fire service couldn't make sure that far fighters going into extremely dangerous situations actually were healthy enough both for their own protection but obviously for the protection of the public as well where the service says it has introduced new fitness tests since the inspection which had been. Asked by 98 percent of firefighters and it says a consultation proposing major changes to the way the service is organized will improve response times. The government is to add a new clause to the Bracks it bill to make it illegal for parliament to extend the process of leaving the European Union beyond the end of 2020 Downing Street said that by giving the Conservatives a big majority in parliament voters had shown they wanted to get it delivered the e.u. Negotiator Michel Barnier has warned that a comprehensive trade agreement can't be agreed that quickly Labor said the new Norwood revived the possibility of no deal the Cabinet minister Michael Gove was asked if Britain might have to leave without a deal but we will get a deal on the political declaration commits both sides to that So Michel Barnier and the European Union have put in black and white and committed themselves to making sure that we get a deal by that Boeing has announced that it will halt production of that 737 Max aircraft which has been grounded for several months because of 2 fatal crashes the company said it would stop building the aircraft next month want it waited for global regulators to approve its return to service. A mum from Devon is calling on the government to change the rules so that parish and town councillors can claim child care costs when they need to attend meetings councillor Saskia Holt been has 3 children and says the cost to babysit is to look after them can be an affordable when she needs to go to Ashburton town council meetings I believe that all councils whatever level they are should be a representation of the communities that they serve and obviously all communities have young families like we do and my motivation to join the council was because there wasn't a repetition of young families. Well the government says it's not planning to review the legislation governing parish councillor allowances but allowances paid to elected and unelected council members are decisions for individual councils. A moving Christmas song has been written to support a north Devon charity set up in memory of a teenager who took his own life the charity asked for Jake was set up by the mother of 18 year old Jake MacPhail from Braun Tim 100 volunteers have been trained to help those who might be facing crisis and now the song decorate the darkness has been released to continue the campaign it's been written by school boy Ruben Jones and his dad Jim just for Roy the things just tied up in the lyrics into a message seem to fit together and it was our we need to use this person good and maybe. Radio javelin play with Gooden sparks and Lawrence j. . Now the Devon Somerset fire service has been told it needs to improve its response times inspectors say the service is only meeting its target of responding to house fires within 10 minutes and about 70 percent of cases a report published today also raises concerns about the fitness of far far as hers and says inspectors were told that nearly half of the workforce had in the huddle fitness test for 3 years are home affairs correspondent Ben Wedeman has been looking at the reports and joins us now Ben let's start with the response times what more can you tell us Well Laurie Yes as you say if there's a house fire the Devon and Somerset Fire Service says it sets itself a target to get the 1st engine to the scene of that fire within 10 minutes but today's report from Her Majesty's Inspectorate of Fire and Rescue Services says that's only happening in 72 percent of house fires from road accidents there's a separate target to get the 1st appliance on the scene within 15 minutes and the latest figures again show that's only happening in a round 3 quarters of cases there's some praise for the service in today's report for its assessment of fire risks and for its work with neighboring services to mobilize appliances quickly across the county borders but her majesty's inspector Zoe billing and says Devon Somerset's response times aren't good enough with a largely rural very sparse population as we have. Definite something then there are challenges are great but we've seen other Farm Rescue services across the country that also have very rural sparsity and scattered communities who are better able to provide cover across those crucial times and definitely some that do we know what's causing the problem. Well I think a big factor as the inspector hinted at there is real reality and in particular the difficulty recruiting retained firefighters or so-called on call firefighters now they're supposed to be able to get to the fire station within 5 minutes of their pager going off as we know and as commuting distances of increased over the years people are simply not able to do that they're working much further than 5 minutes from the fire station they live nearest to and we're told that in some months the availability of some fire engines is dropped to below 20 percent in Devon and Somerset and the best availability figures are in the mid eighty's compared to a target of 100 percent availability the Fire Service admits it needs to do more to improve the availability of its own coal fire stations and the chief fire officer Officer says he's in talks with trade unions at the moment about an improved offer for on call firefighters which he says will improve response times in which he hopes will be signed off very soon where of course also waiting for a decision on other big changes to the way the service is run as well and we where are we with that well yes this is the proposal to close 8 fire stations across Devon in the Somerset and remove appliances or reduce cover $25.00 others across the 2 counties and this is a plan which fire chiefs say is part of their attempt to address the concerns about response times by in their words better matching their resources to risks now a decision on that stew to be made in the New Year early on next year by a group of councillors that make up the Fire Authority has been put back a couple of times it was due to be made in November but was delayed due to a larger than expected number of responses from the public and then it was due to be made actually tomorrow that decision but as I say it's been postponed again because of the general election it will be made early next year broader than also burned in today's report about the fitness of far far Cers in Devon and some assert . Yes Gordon Now inspectors say that when they visited the service in the summer it couldn't give them any data on the number of firefighters that had done a fitness test since then Inspector Zoe billing and says the service has provided data but it shows that 47 percent of the workforce hadn't had a fitness test in 3 years the sad thing is they stopped their old regime testing and didn't reintroduce the new regime so it meant that there was a period of 3 years where firefighters were subject to the and your fitness testing so the fanservice couldn't make sure that far fighters going into extremely dangerous situations actually were healthy enough both for their own protection but obviously for the protection of the public as well so what's the service had to say about this well apparently it was concerns about the impact that a new fitness test might have had on the diversity of firefighters that meant there was this period when there was no fitness test in place at all today the service tells us that since inspectors visited in June all of the evidence Somerset's firefighters have been put through a new fitness test and only one and a half percent of them have been found to be unfit so some good news for us there thank you that's our home affairs correspondent. With us on the breakfast show on b.b.c. Radio. It's exactly course Alison has the headlines the government is to change its bricks it legislation to make it illegal for the transition period to extend beyond the end of next year Boris Johnson has carried out a limited reshuffle of his new government and as part of it he was appointed the told by a m.p. Radio Devon. It's Lauren Gordon with you coming up to 19 minutes after 8 o'clock now after several t.v. Documentaries are the highlights of the effect that single use plastic is having on our wildlife an environment many of us are changing our shopping habits to try and be as plastic free as possible but Christmas is approaching and families often find themselves kneedeep in plastic packaging wrapping paper and other non-recyclable plastics well in the next of all festive Christmas views this week Matthew card says spoke to shoppers in our ish 0 y. Shop in Exeter about having a plastic free Christmas he began by asking shop assistant Holly Maxwell what festive plastic free items they have on their shelves. So at the moment we do have d.i.y. Crackers we've got paper wrapping presents we have more wine plastic free so you can get all the spices for those ones even get hopes and spices to help break up Christmas dinner as well so the crackers is just the outside with a little pop on the inside and it contains a joke and of course you can't have cracking up. So you can roll them up yourself and you can sweep so your own treats and they're completely recyclable you can even compost the brown paper as well and if you come over to the shop we've seen that you've got some packages here in the window talk us through how they wrapped up ventures completely wrapped up with sacks we have left over from sucking up shop and then on the outside to see all together it's just to make the break we've been . Johnston you are shopping in Norrish today you attended a workshop on making plastic free decorations and things for Christmas not using the plastic not using sanitary So you're just using a sort of a pretty sticky glue you can make apparently and covering it in paper which you could then recycle or string and then adding things nyc holy they had pine leaves they had. Star in the cinnamon all those sort of natural things that I wouldn't have thought to put on a president that actually looks very nice. You live and work in Access and I do yes how plastic free are you at Christmas would you say I think the reason the well we Christmas is a hard time because you can go in all sorts of shops and they'll be cheaper record papers and ribbons and all sorts of things for about a pound people not going to pick them up at that point tills. When you see viable alternatives such as the d.i.y. Eco crackers and there are a little bit more expensive. Does that put you off a tool would you spend the extra money for fizzy are a waste we would spend the extra money but I we're in the position why we can't and I know for everyone. It wouldn't be that straightforward but I think anyone could probably make a choice on even if it's on one or 2 sayings they say I'm willing to pay a little bit more for that but I'm going to carry on as normal with this it all makes a big difference. In your house at Christmas what do you always find is the thing that's left over after Christmas Day in terms of waste and maybe packaging probably masses of this wrapping paper yeah wrapping paper. Because you can't recycle it can you no more wrapping paper biggest They were wrapping paper I would say I would say from my childhood the biggest waste was wrapping presents do you have any tips for people who might want to have a 0 waste Christmas how they can achieve that and look back at their previous Christmas is the same as a household just what creates the biggest waste in your house everyone is different and then try to change that I am. Saying with Matthew Carson everyone agreeing there wrapping paper is one of the biggest causes the way so Christmas but Mark and so tight shopping particularly. On that. I've got plastics in them some of the shiny foil. Minutes past a golden and lore with you and the process begins this week of the swearing in of new M.P.'s at Westminster but I'll have to formally declare the oath of allegiance to the Queen before formally taking their places in the Commons one of those among the M.P.'s is new conservative m.p. Representing North Devon silang sack space Elaine yesterday was your 1st day in the new job how did it go I'm very busy there's an awful lot. You know a huge place and lots of of the process is interesting to get your head around and yes. I remember the great b.b.c. Docum
