Now the Devon Somerset fire service has been told it needs to improve its response times inspectors say the service is only meeting its target of responding to house fires within 10 minutes and about 70 percent of cases a report published today also raises concerns about the fitness of far far as hers and says inspectors were told that nearly half of the workforce had in the huddle fitness test for 3 years are home affairs correspondent Ben Wedeman has been looking at the reports and joins us now Ben let's start with the response times what more can you tell us Well Laurie Yes as you say if there's a house fire the Devon and Somerset Fire Service says it sets itself a target to get the 1st engine to the scene of that fire within 10 minutes but today's report from Her Majesty's Inspectorate of Fire and Rescue Services says that's only happening in 72 percent of house fires from road accidents there's a separate target to get the 1st appliance on the scene within 15 minutes and the latest figures again show that's only happening in a round 3 quarters of cases there's some praise for the service in today's report for its assessment of fire risks and for its work with neighboring services to mobilize appliances quickly across the county borders but her majesty's inspector Zoe billing and says Devon Somerset's response times aren't good enough with a largely rural very sparse population as we have. Definite something then there are challenges are great but we've seen other Farm Rescue services across the country that also have very rural sparsity and scattered communities who are better able to provide cover across those crucial times and definitely some that do we know what's causing the problem. Well I think a big factor as the inspector hinted at there is real reality and in particular the difficulty recruiting retained firefighters or so-called on call firefighters now they're supposed to be able to get to the fire station within 5 minutes of their pager going off as we know and as commuting distances of increased over the years people are simply not able to do that they're working much further than 5 minutes from the fire station they live nearest to and we're told that in some months the availability of some fire engines is dropped to below 20 percent in Devon and Somerset and the best availability figures are in the mid eighty's compared to a target of 100 percent availability the Fire Service admits it needs to do more to improve the availability of its own coal fire stations and the chief fire officer Officer says he's in talks with trade unions at the moment about an improved offer for on call firefighters which he says will improve response times in which he hopes will be signed off very soon where of course also waiting for a decision on other big changes to the way the service is run as well and we where are we with that well yes this is the proposal to close 8 fire stations across Devon in the Somerset and remove appliances or reduce cover $25.00 others across the 2 counties and this is a plan which fire chiefs say is part of their attempt to address the concerns about response times by in their words better matching their resources to risks now a decision on that stew to be made in the New Year early on next year by a group of councillors that make up the Fire Authority has been put back a couple of times it was due to be made in November but was delayed due to a larger than expected number of responses from the public and then it was due to be made actually tomorrow that decision but as I say it's been postponed again because of the general election it will be made early next year broader than also burned in today's report about the fitness of far far Cers in Devon and some assert .
