I spoke to Deputy Emily mix we can who sits on the committee for Health and Social Care to find out we are making steady progress on implementing some of the promises that the states made on the disability and inclusion strategy back in $230.00 but of course that progress is much slower than than many of us politicians and members of the community alike would have hoped to see and I think it's. A real a real positive development that within the next few weeks hopefully the committee of Health and Social Care will be coming back with capacity law for Ganci that is going to make a big difference to the lives of some of the most vulnerable and those people who are almost by definition voiceless in the prices that make decisions about their life so that was a fundamental area where the strategy identified that we needed legislation to better protect Zabel people and you know we are finally getting there we are as you well know struggling. Now to respond to the consultation on guns equality legislation that has been I think about a bigger challenge than anybody for saw coming. I've as somebody who's been involved with a disability inclusion strategy since the outset it was. It was heartbreaking I think to see that some of the at huge that were. Around in about 10 years ago when we 1st started developing the strategy are still there and there are you know some . Some areas where progress that we thought had been made has. A long way to go but that we have also seen you know the community being really inclusive and ready for this and it's on the committee now to come up with the right set of proposals to bring back the states and we also know that things like the that his ability awareness training which which we've been offering for the past few years as a result of the strategy is helping to change attitudes and to make people more informed about his ability and more aware of what they can do to to be inclusive so there are lots of. Pockets lots of areas of progress across different areas of the work that the states and the wider community where we are seeing real life changes that make a difference in this I mean regarding the disability legislation you are actually going to have to try and persuade the business community as well on what you how how is that going to happen because there seems to be almost polarized views between what the small businesses feels that they can put in place and some states members want to do and of course what really works for the disabled community Yeah I think it would be right to characterize the response to our consultation as a whole is as polarized to say that businesses as a block think one thing and the community as a bloc think another is definitely not the case you know we had the full spectrum of responses from within the business community from you know companies that are already doing really well and companies of all sizes big ones and small ones that are doing really well inclusion and really see the value that brings their business culture into their bottom line. Others which don't at the moment recognize the value of inclusive practices. I'm really worried about the impact that the law could have on them so the committee is doing what it can to engage particularly with the the business representative groups it was active in engaging with small businesses throughout the consultation period and again through their representative groups we know that we are going to need to refine some of the proposals that we've put together in terms as the scope of the equality law various definitions and in the way the bits of it are going to work but I think we also need to be. Explain to people that what the law is actually going to involve because we are looking at things like. Support with reasonable adjustments we are hoping to create an equality and rights organization which will provide information and advice particularly to small businesses because we recognize that the majority of employers and see are small and so in order to level the playing field for disabled people we need to make sure that we're doing it right for small businesses as well because that's where disabled people are going to get a lot of their opportunities so you know we hope to write advice and support through inequality and rights organization but that will depend on state support so you know we need the community to say yeah this is this is valuable to us this will help us do our work well so the states revise it with the with the resources and the infrastructure that it needs to be successful of course you've been. A massive campaign there and right from the start you've been on this and looking to improve . Every aspect of life for people with disabilities and I'm just wondering with the disability inclusion strategy where they you are in fact disappointed with where we are currently After 6 years for instance a number of things have been stripped out like. Age discrimination how are you feeling about it where do you think that things have gone wrong I mean I'm realistic enough to recognize that in politics everything takes a long time and the important thing about getting the strategy over the line in the 1st place was that we had that stake in the ground the recognition that we needed to do. Q. Improve the lives of disadvantaged marginalized groups in the under specially disabled people and people who care if it is able people because there are all sorts of various and disadvantages that they face and the last 6 years have demonstrated that you know the strategy has given us a framework to work with him. It doesn't cover everything that that will make a difference to the lives of disabled that and as I you know I think we recognize that as with. That government creates these things have to have a lifespan and you have to to force periodically and refresh and say Ok Will what's the next set of things that we need to do to make life better for people. But because we have that recognition in place and we have a set of areas where we really need to achieve the committee has put its energy and resources towards achieving those you know the state as a whole has recognized the need for them and we've been able to continue to make progress as I understand politics next year we leave feeling proud of the record that the states have on disability I will leave with with mixed feelings as I'm sure many of us will I I said at the outset that 2 of the things that I really wanted to see through during this term were the capacity law and the Nondiscrimination legislation I feel like we're nearly there we can pass the law I don't know yet where we will be with no discrimination legislation but I I really do hope the States will stand by its commitments and see it through a lot depends on these last 6 months so I guess we'll see where we are in June. Well that was deputy Emily who I met earlier on the steps of the state's building now of course it is is another state's week their estates meetings taking place the only real major talking point to come out of today's meeting is about a possible extensions against his airport runway Well our Political Reporter Lindsay King Horn is live at the states for us keeping across everything Lindsay did we didn't we hear about the runway just a few months ago. Good evening allies say yes we did so just a couple of months ago back in September there was a debate on just this actually so in the end deputies voted to stop any further work to investigate a possible extension within the existing airport boundary so as I understand it that's the major difference between what the debate was about then and what the debate is about now so that was that wasn't approved to extend to look into extending the airport boundary and so that was sort of left a few months ago now it's come back and 7 deputies led by young. Have signed this Rick which is asking for economic development to carry out a business case and a cost benefit analysis of extending the Island's airport runway now what they're asking for is least 1700 meters they want the extension to be to carry to carry out this research and to present it by May 2020 we could say that's a lot to ask. But obviously it's been signed by quite a few deputies So this is obviously something which is very much still on the minds of deputies it was the reaction been then in the states to this. Well it's not just a straightforward recap there was a certain 30 motivate put forward by President of policy and resources governance and Pierre. So this see which is obviously a request to delay the process is a request to delay debate until after after a government framework on connectivity has been pieced together now that's been in the pipeline for a while it was actually passed back in the budget if you cast your minds back it was something that was passed through in the last states meeting so there will be a reports and Pienaar will be working with s.t.s. B. And the Committee for Economic Development I believe to put this report together to look at a coordinated and coherent framework on. Travel. He was talking about a move towards improvements in mental health care on the island with the introduction of a mental wellbeing center we also heard from Representative Steve Roberts who gave an update on all things to me and was pleased to give a few positive updates there but other than that there's been a few things which have passed through but definitely this airport runway extension is the main talking point. So here we are talking about things like road and rail and the like you know our infrastructure conservatives 8000000000 a year at least if not a little bit more the Liberal Democrats 26000000000 labor 55000000000 a year numbers almost So you big to really compute the Greens $100000000000.00 pounds a year labor of course you know big plans for council houses and the like so huge huge numbers and it looks like whichever party gets in this time around spending both day to day spending on capital spending spending on infrastructure is going to go up in a big way so I mean these numbers that I mean our incomprehensible to me how are they going to pay for this stuff is it taxes is it borrowing warier things that were coming from wash out only the official explanation of that well yes let's start and then maybe we can we can you know maybe just raise a few questions. Over that that you know the point about day to day spending is all the major parties are saying they will not borrow to fund that day to day spending all be paid for through taxes. Now you know the thing about that if you look at the manifesto is by the way there's a costing alongside each manifesto where they've got you know we're going to take this which in tax on the spend here look on the numbers balance up isn't it marvelous Well yeah if the economy behaves as you expect it to if it doesn't well then you know that it's going to be slightly or in a big way more problematic now when it comes to capital spending there also you borrow to invest something that nobody was talking about a few years ago go out the financial markets is dead cheap at the moment borrow to invest tens of billions hundreds of billions probably the question there is of course is that going to make a sufficiently richer in years to come that paying back that debt will not be a problem or are we saddling future generations with huge amounts of debt that they'll have to suffer for payback and I think that's another fundamental question that's lurking underneath this election so I mean that links in to the whole Breck's it stuff I mean if the Conservative
