Gather and find a way to end the impasse over Briggs it writing in today's Daily Mail Mr Rhodes who backed remaining 2016 says that politicians should abandon outrage and accusations but Joe Johnson who resigned as transport minister last month to call for another referendum has accused Downing Street of trying to run down the clock and minimize Parliament's role in the Braggs it process he had to resign made to put her bags a deal before Parliament next week and not delay it until the New Year Harmon had to fight very hard for the right for a meaningful vote it's now in statute it's a legal requirement but number 10 could try to leave that vote until the very last minute effectively giving the country and giving Parliament no choice at all except between her deal floored as it is and facing fundamental opposition across all sides of the house and no deal at all in the chaos and destruction of no deal and that's an unacceptable choice for parliament and local politics services for vulnerable children in Leicester and Leicestershire will receive a boost after local councils were allowed to keep more of their local business rates $14000000.00 pounds will be shared among 10 local councils in our area next year last year in the year long scheme Council says that is equivalent to putting 2 percent on council tax there are schemes already written up and ready to go which we need to do them in the main one will be reducing demand for children social care we do really need to get a grip of that so we can provide more of our own care and not have to rely so much on the private sector which is very expensive minister is being urged to help plans to give prison officers a pepper spray to help them to control violent inmates the Prison Reform Trust says its analysis of a trial in 4 jails showed that the spray known as P A V.A. Had been used unsafely and inappropriately. Let's get you let's a sport now N.B.C. Sports learned jockeys facing a crackdown on the use of the whip particularly in big races officials are hoping to improve horse racing's image Nick Ross is the chief executive of the British Horseracing Authority sometimes in the very top races there's so much at stake that the current penalty structure works well in the majority of races but perhaps not in the top races we have to we have to stop that happening because even though even though all the evidence says the horses do not suffer any pain or cruelty through use of the work we don't want them to be used excessively The weather the less the show and it's been a really cold start to this morning and it will stay cold cloudy and windy throughout the day you should see some rain spread in from the west and you might even see a little bit of sleet or snow this afternoon the rain will be heavy and persistent this maxim temperatures of 4 degrees Celsius that's why your latest radio less News I'm off to write you a Christmas Card thank you a few of your old. So yes it's got loads of friends trying to control the news with this early morning thank you Leicester City Center traffic is having now on the ball a stretch of the in a ring right out from the underpass towards the entrance to the John Lewis car park there are lots of spaces in all of the car parks around the city center there's also spaces at the park right sites at Leicester forest aced and to be in burst into the city center around every 15 minutes and I will remind you that in love for there are temporary lights in use on them pants and right that's just out of town side of the plane that you tend to cause delays at times in a few city works expected to continue there for another couple of days and we'll have more in 30 minutes. With Johnny B.B.C. Radio less. Santas got a different sound in the form of they all knew that less than outdoor pursuits center fingers crossed touch wood in a way we'll hear from him very very soon. Was good try I didn't bring me down. B.B.C. Radio I stand 9 minutes past 10 it's ripple with the through to one they saw us they MORNING the 15th of December will keep you up to date with the weather forecast one point when the full cost of X. Is really chilly it's not fun permission as if you don't have to be out there and do it but you know it couldn't make she goes in hand cream on as well because my hands and yap. A bit sore because I'm going to find cream on them because it is. If you don't have to be anywhere stay with me keep me company we've got a bit of everything for you in today's program a Christmas story that features it a 9 year old at broad gate park. I would you believe in about half an hour time here on B.B.C. Radio Leicester musicals under the mistletoe because I'm singing for you on the program in aid of young minds which is a charity fighting for mental health for young people and might spotlight guest this is my kind of inspirational person that I like to feature every week is a young 18 year old lady who is you know there are people that you meet and you all want old by I She is one of them her name is Brown Precor and she is sort of really keen on helping all the young people in fighting for young people's rights you can hear who she is what she's about and you know why it's so important to her a little later on today we're going hidden headlines as well to play for we found hopefully Bryan Adams Santa in the form of a O'Neal. On the canal this morning. Only see Brian Adams on the A.B.C. Radio less than always quote past 10 Saturday morning neighbor and to wait too long to see Santa in a Christmassy rain or release by the seemingly before sleep but this year you'd also be able to see not one but hopefully dozens of centers paddling along and can use Would you believe along the river saw B.B.C. Radio Lester's Dale Neil has gone to find out what will be happening and don't tell us exactly where you are where I am where am I I am standing literally but after a metre away from the river saw if I put my legs over there I'm probably going to reach down or not I dast I'm not going into the water this morning because it's going to be very very very cold in that river bit of a wind blowing across it bitterly cold but it's not stopping pay you for having a go in fact the somebody on Congo and sort my Because he's currently being assessed as having a kayak assessment right now this morning and hopefully probably getting a qualification as and a certificate as well but that's one of the many things happening down here at the Leicester outdoor pursuits center has been here for our many many years even as a child I remember coming down here and doing various activities a member many years ago there used to be a dry ski slope just at the back of the car park which that's the kind of the memories are used to have here sadly no longer here kind of weather for skiing but it's going to be all happening on the water this weekend will get on to that in a moment because if you're feeling brave and defensive and go we'll tell you all about that in a minute but so David. Robinson is on the management team here it's here at the outdoor pursuits center I mean I've been down here a few times this year has been loads going on but as we're drawing so close to the end of $28.00 How's it been for a year for you. From Tass to here we've ready had a great summer loads of people coming here we've been absolutely busy all year school groups birthday parties child care and all the holiday scheme run in everyone's at a really great time it's been an interesting year I mean you can hear the traffic going by in the background going over the bridge onto love to road for most of the year up until recently it's been closed off in one direction or the other or both has not made much of a difference to how you've been operating here because obviously you know big major diversions and road closures don't always how did I know absolutely it's for some stuff it was double the amount of time they took to get here a every day. We've had some a few parents or some parents turn to us and say I can't you know collect my kid after work because we were having to drive such a long distance now it's no longer viable. But we've we've tried to overcome some problems so we for example Mel a school is just around the corner that diversion was in the way the robot was in the way so what we did instead was we just paddled across the river send the instructor over they collected the kids and then we paddled the kids back so we try to innovate as much as we could that's a brilliant way of doing it because basically that's what we're going to be doing here one of the many things I can do here when they come so lots of innovation and after something which has been an inconvenience a little bit but obviously people think that maybe lots of stuff goes on here during the summer but it's not it's all year round as we can see see right now the young lad on the water right now yeah absolutely I think Billy Connolly You said. There's no such thing as wrong weather just the wrong clothing and that's our attitude here as long as the activities a safe to run will run them obviously they're less popular in the winter so we have less staff around and a lot of stuff to take a holiday but yeah we've still got lots school groups coming all the way through the week. After school club runs all year round and next week will be our holiday scheme so we'll have a bit more of a Christmas Eve fiend holiday scheme where the kids come and stay for the day I suppose people probably thinking or you know you know run as a council run I think a lot of people have those misconceptions but you all very much a charity you knew rely on raising money absolutely we are a charity or independent so we don't get any sort of special funding that keeps coming our way everything we we used to keep the center open being a charity yet we can fundraise we can apply for grants and that's really helped us in the past as well so obviously you could always do with a bit of cash like we can all do I know there's lots of work I know there's some some planning that needs doing around and also the slipway area for getting the kayaks and the canoes on as well so what better way to do that is to get people onto the water for the sunset paddle tell us a bit about that it's going to happen to more is that right yeah that's tomorrow morning here about 10 o'clock as everybody gets together it's a great you get a great atmosphere because everybody is all dressing up and when you dress up as Santa you've got about 2030 people in a room with Santa it's a good laugh so yeah there's all that sort of going on at the beginning and we'll get the canoes get on the water and it's just a brilliant site to do some probably some saying maybe some carol singing or just get some music playing and have a little paddle down the river and back again and then celebrate our paddle with some mince pies and hot drinks get in a festive mood I guess is it is he says to people kind of. Who are quite accustomed to using you know car X. And canoes or can anybody come and have a gorgeous thing pretty much anybody can come and have a go we can pair people up with more experience paddlers or we can take some of the bigger boats I think our boss entire family last year and they all just got out a big boat together so no prior experience needed because we can team people up to help them and it's a straightforward product absolutely well and it's going to be very much dependent on the weather report. From looking we've just been looking at the the weather charts there in the office because I keep very close eye on the weather here doesn't look too great for the south of the known but I would quite like to know what it's going to be like tomorrow morning for the paddlers we sure asks us. We've got so the Santa paddle going on tomorrow here in Leicester. What do you reckon for tomorrow it will be a cold start it could be a little bit icy 1st thing but then you know we're seeing it turning a little bit milder through the daytime so we won't be seeing the conditions that we see today but obviously the 1st part of the morning the ice is the main sort of thing for us I think it's more so that that is tomorrow and I'm hoping that they only it will get into a Santa suit today and get on. It be all right when they. Need it for extra layers I think really it's. A nice fluffy bit will do is the very good to get Will dates and we've got you know 2 weather warnings in force for today is quite a quite busy day really in the weather department one an amber warning for freezing rain at the other yellow warning for snow and the band of rain which is bringing all this unsettled and pretty icy weather in is already starting to come up across the southwest of the country and we could see it turning a little bit sleety because the some snow on the leading edge of it it starts to come in at lower levels even across Leicestershire and Rutland but it's the is the freezing rain side that's concerning everybody we don't see very often it's quite. Rare in this country but it does cause a lot of problems and pretty treacherous driving conditions because it just turns the roads to ice the pavements to ice you know very very difficult conditions to deal with it's all sort of clear though past 9 o'clock tonight so we'll have the clearer skies back but it's going to be windy as well and that's good to see a tree the storm has now been named strong gusts with us through the afternoon and into the evening up to 50 miles an hour quite possible and I just I was out there and you know temperatures only just sort of sticking around freezing point overnight so I used to get in 1st thing tomorrow morning but milder conditions coming in through Sunday and 8 Celsius the daytime temperature tomorrow which is quite a change from today's one and 2 and a few showers but the rain showers with us through yet All right lots of people tweeting about hash tag freezing rain just explain what we're seeing rain actually is sorrowed Yeah I've got to look this up really take as we don't talk about it that often do a so it's you know it does start to snow but in the clouds you get a little sort of you know snow from ations taking place and then as it sort of starts to fall through the clouds they can meet at times with slightly mild air which then basically defrost again and affectively So it's a water droplet again and then as it continues its journey it then goes through a process of going through very cold air again which refreezes S. And as it starts to hit the ground it then spreads out and causes you know widespread ice like black ice we refer to it sometimes on the roads and pavements So it's a you know it is like an ice event that takes place but it starts initially as a little snowflake as it starts to go and just has a slight change just works its way down the S. Day and if it is the best advice then if you don't have to be anywhere I think yeah I mean you know you definitely don't want to end up down a do you know and today because of the weather conditions tomorrow is a slightly better day certainly for shopping if you thanks very much so our place out there obviously ready Lester with the weather forecast yet the hash tag freezing rain trending on Twitter. More details in a. Analysts say. It will be plenty this Christmas Eve and Christmas cards. It's a. Home. Not a home. It's a. Christmas no. That's mom since you. Come walking along come come. Slowly be long. Skirts a. Few. Feet long. As Come. Along be. Very. Long long. Long Haul have to be a nice Christmas Story of a small Coming up or in about 15 minutes time local. Roberts joining me. Before 11 o'clock today. We go for much current If we suffer through Crystal Palace versus city make sure you join. In and of course inserting a Mass Pike a full build up in coverage from to kick off before that with I went from one and he's featuring the year 1996 we've been talking lots about the weather this morning because it has type freezing rain trending so of course on a day like this descend they only allow to be less doubt Opus suits and Hoenig to get dressed up as Santa because there is a Santa panel taking place tomorrow so right. That is correct yes and some of the boats I call them boats they're kind of more the kayaks and it is mostly kayaks that been used over. Tomorrow probably mainly canoe just a little bit if you're a little bit higher above the water so it's a little more dry for you but easier to paddle I mean. People are going to stay on the water and not in the water they take a lot to capsize them I'm I'm guessing Yeah that's our A We usually say to people we can't guarantee it but we usually say to people if you listen to us. We'll tell you how to sit in the boat tell you how to paddle and you don't start being a bit silly you shouldn't fall in no one fall in last year so it's I don't expect anyone to feel we're making good good good and I'm not quite sure appropriately dressed from it's going to be I am just going to step inside a minute. Every thing just on here and we can sort of a safe can get the win there we go. I'm going to go off and we get. Going to go too far out because because I don't want if anything the young lad who's doing his assessment but don't want to get in his way and I want to ruin his assessment this morning yeah gradually but I'm just glad you know I think it actually if I can do it anybody can and it's quite easy as you mentioned obviously you've got a lot of people already taking part as well but if it's only thinks you know you know what I'm going to wrap up warm I'm going to brave the weather or not she's going to be dry tomorrow so we found out so you know put some not waterproof on put some you know put some nice and warm put the thermals on anyone can have a go tomorrow if they want to come down yeah yeah we use a minimum age 5 or 8. That's that's it. And if so you people maybe don't want to brave the cold. Or you know get on the water you know obviously yours constant looking for people to support you as well I'm guessing who can get in contact so maybe you know if they wanted to make a donation or something like that yeah absolutely So the whole the whole idea of what we're doing this tomorrow it's for our Lord Sheria So it's been eroded away over the years and it's actually started to fall apart a little bit it's OK for now but the repairs It definitely needed in the next year or 2 so what we've put is a crowd from together so people can make their own just simply make their own donations and help support keep kayaking in Leicester basically they can do that via text message or they can go on to our crowd fund Web page and make a donation that way as well I will put those details out to eat some links a little bit later on if you just search for Dale Neal member Neal it's about A.O.L. I put that out on Twitter and it's a bit later on and some more data is that if you're feeling brave enough unfortunately I've got a good excuse Ru Paul because I do include tomorrow back on clueless duty so unfortunately I do love to take part but I am busy doing other things but Santa is going to be here who. Is your best efforts Dale nail. It's called. Maybe when I'm back in the studio I'll give you a proper gone. And what David is there any better or you get it during good songs or impression. Oh oh oh that's so I'm sorry. Is all I can say to you about. The latest. Travel east coast is about in the right way this want to see any delays out on the right so far this morning traffic find one on the main rates in Leicester. Will see interest of the. Plenty of spaces there and also in the other car parks around the city center there's also spaces of the park right sites that last a forestay stand to be in burst. From the city center around every 15 minutes I will have more in 30 minutes a tr
