To come up with our Silver City Council says they're determined to find an alternative way of funding their last 5 council run nurseries all 5 are classed as outstanding by Ofsted but have been a month for closure in the face of cuts councillor Lisa Stone says the 5 are making a loss of 1500000 pounds a year and changes to the type of funding available means the local authority can no longer cover it we've actually spoken selfish gene of a city with offered support to look at developing ideas and you know I would be a principal stuff grapes parents anybody was an idea of how we can continue to keep those provisions without having to to face that 11 half 1000000 pounds on going subsidize the president of Haiti has condemned the actions of Oxfam staff who used prostitutes after the earthquake earthquake in 2011 as outrageous and dishonest the international development secretary penny more down to said she won't act hastily in deciding whether to withdraw the charity's government funding the tour operator Thomas Cook has resumed flights to Tunis here from the u.k. For the 1st time since the 2015 beach attack at 6 in which 30 persons were killed the Foreign Office has eased its travel advice for the country and security has been stepped up at hotels the travel editor of The Independent Simon Calder says Tunisia will be delighted to see British tourists back in their country that you miss you know authorities were just getting really frustrated What do we have to do to get the British holidaymakers back eventually of course they convince the government here that they would be able to make things as safe as possible for British already makers and that's why you've got hundreds of. People heading back in from today and its hopes the historic and coast dispensary in East Manchester will be transformed into affordable housing after the collapse of plans to turn it into a community center the Grade 2 listed structure was saved from demolition thanks to local community activists but they've been unable to raise the money they needed so ownership will now be switched to a local housing association and a Culver's from the anchors dispensary trust they say can restore buildings that were devastated by war the concert movie story on Coast to spend strength you might say as a fish there's nothing left of it option in that there is quite a bit left do it when we had our own independent survey done a few years ago it is still saveable it can still be brought back to its former glory a great amount just as weather mostly dry and clear this evening with a widespread Frost developing later lows dropping overnight to minus 4 Celsius. Just travel for a truck that's got the latest on the roads now with. A good afternoon is starting with the am 60 traffic still really slow on the clockwise carriageway from Carrington right round pass their course to about the change at 14 just on to the m 61 northbound just after junction 2 in fact to the a trouble 6. Valving a van that means that lane one is still closed off just where traffic emerges or just before the road merges with the road so really slow back onto the m 60 quite a long queue on the cockeye side as a result of that and the Manchester band on the going down from Junction 11 a Birchwood $3.00 to $12.00 calls on the m 6 southbound traffic down to 19 notes for down towards a teen. Chapel partly because of some problems so they are on a bit further south which is being cleared the band is slow from Junction for within show already through towards the am 60 and really slow in they stop port area on the a 6 as well Wellington road south looking going out towards Hazel Grove towards the traffic on the m 67 is Ok last we heard the a 6 to 8 Market Street through Hollingworth that from that was still closed doing some work on the trees near the road so there was a diversion which was supposed to be lifted around about 330 we haven't heard that the diversion has gone though if you're in the area and you can update us give us a call 161228 double to Double Fine. Drive you. Radio Majesty. Synchrotron and the logical song on b.b.c. Radio Manchester is just coming up to 10 past 4 Hello Chelsea here with you on the drive home until 6 o'clock tonight and there is a bit of a choice of live football tonight on $95.00 f.m. Just did and will be in Switzerland to bring you full commentary from Manchester City's Champions League match against on digital radio you can have full coverage of Bolton's trip to Cardiff City in the championship so sports a 6 directly after mate and I at 6 o'clock and then even more from 7 we are just getting some breaking news actually on the form of football. Coach Barry battle who was involved in the youth team set up both at Manchester City and at Crewe Alexandra has been found guilty of a number of child sexual offenses now the verdicts are coming back at the moment but there are $45.00 charges to get through so it is taking a little while our reporter Chris King is at Liverpool Crown Court and he will have the latest for us as soon as we have all of the Virtex Meanwhile last week sulphide city council announced a consultation and this was on the closure of all 5 of its nurseries Now these nurseries are rated off stat outstanding which is not easy to achieve and parents who take their children to these nurseries were given a letter explaining that if this proposal was to go ahead then they would close and they would close in September of this year now Earlier I spoke to Councillor Lisa Stone who told me about how the decision came about what it's supposed 1st thing to say it's not a decision so we you know we've not made a decision on the future of the new issues what we have decided is that we're basically forced into a position of having to console. And when you say forced Can you just explain why you feel that that's happened so basically as I'm sure you're aware we've had around 50 percent of our funding cut from us by government since 2010 on top of that we also have a separate part of money called the dedicated schools Grant and because of changes to that part of money. Seen an additional $1700000.00 pounds within the dedicated schools grant So as you say we've got 5 counts over and danishes in the States so they are outstanding provision. But they cost us $3000000.00 pounds. And we only get around one and a half 1000000 pounds in income so we've been using that educated schools money to subsidize their own in if those nurseries and that can't continue here every year exactly because of the the 1700000 deficit it's going to leave a lot of parents in the area without child. Does that concern you do you feel sympathetic to what they might be feeling right now yeah I mean again we no decision being made as yet so I need to reiterate that we are going to be going out for a 90 day consultation and we're asking anybody with ideas about how we could actually run the minute different weights make them viable without long term continued investment from the council to come forward because if we can look at different options keep them when we we rarely if you want to. See private investment and things like that but I'm open to any ideas anybody's got. You know we've actually spoken so for Gene averse to have offered support to look at developing ideas. You know would be open to looking at stuff. Anybody wants an idea of how we can continue to keep those provisions without having to face that one and a half 1000000 pounds I'm going to subsidize a what we'll say about the issues I have visited each of them stuff are fantastic the passionate you know dedicated people I've met some of the families and the children and actually personally my godson attends one of these so I think it's realistic Cambay to be honest would be absolutely devastated if we were in a position at the end of the consultation where we have to look at closure and that's why we say we've got this 90 day consultation period for people to come forward and work with us to see if there is any alternative to families then who send their children they're not paying anything because counsel nurseries that there's not that many of them I've got 2 year old I can't even tell you where my nearest one is in stop poll How do they work yet Kelson issues that it's quite complicated as far as I understand you want. Counsel one day you know strafe and not to find a Greater Manchester. So I think stop or have their schools which are for 3 and 4 year olds this is different so if. You know a different sort of setting. With a. We do get funded places. So you don't have to meet to set criteria to get a place. So we have the funding places out and paying parents as well I suppose one thing just to go but the previous question you asked around if it did come to a decision of closure at the end of the consultation I was starting off well service would work with each parent individually to find an alternative provision for their child so yeah obviously as I say it is a full meaningful consultation but if that decision was taken at the end of it that we would be supporting parents to look at alternative provision does it does this frustrate you because you're talking about the fact that you've got a godson that goes there you've probably got 2 different so on here you know you've got the sort of council have time where look that doesn't add up and we can't continue anymore and I'm sorry this is the way forward will do everything we can to avoid it but if we can't that's it but on the other side you're probably thinking this is a sad state of affairs that it's come to this and you must also feel a bit frustrated oh it's obviously it's the hardest thing I've had to deal with since I got elected in 20 lap and half into the best friend to explain you know my God you know his his place is going to be reviewed and we don't know what the future is now when how happy is there knowing how brilliant the stuff it's really really difficult. The problem that we half you know our children services as are a lot of children services nationally and remains pressure although we've had over 11000000 pounds worth of cuts that we've had to make this year is the count so we've actually put 4 and a half 1000000 pounds into children's services to meet that extra level of demand so we're just basically back against the wall with our data half the money so cough that we used to get since 2010 and now we've got this 1700000 pound pressure so it just means that you half in to look at things so of safety winds. You know the. Provides 327 places. And we've got around 7000 places childcare places in the city so when I look at all the other services dedicated school is painful things like parenting support speech and language safeguard saying. Support and fast all days of the settings around children with special educational needs and disability support for parents who have children with very complex needs targets to fight all services. Provided for thousands of people across the city so that's why I say we're forced into this position of having to look at what the future of the Danish is all because of that 1700000 deficit on the fact that we've been having to subsidize the New Straits one half 1000000 pounds every year in the not targeted provision so that counselor Lisa Stone who I spoke to Iran about you know what's sort of led to this now on the line as well this afternoon is mum Kelly. Had children or a ball to most nursery that is one of the full closure and she's on the line now hi Kelly. I know you're listening to that how does it make you feel. Do you do you do you see the guy on the show that they've got this much money and it cost this much more to keep the doors open what else can they do. I don't know. Then they're the kids. In the receiver. Would you blame anywhere else the council or do you think it's the people above them that are not giving them enough money to keep these places open I think it's people. May say children. As much money as they need. At the end of the day what would you say to people whose. What you looking to have 5 of them in the sulphide area of the parts of Greater Manchester don't have any at all we are very lucky they've all been rated outstanding by that which is very hard to get so it shows you what they provide obviously you put your kids 1st every month to solve the doors you know you want the very best for them are you going to be quite a vital part going forward in terms of base this 90 day consultation there is a meeting taking place isn't are you going to be present at that yeah I am going to meet on Saturday I will be going and what was the meeting trying to achieve that trying to come up with a way of keeping the. Unison Union upset and I think it's just to see if anyone got ideas of how we can prevent it from how well do you have any ideas if you sort of chatted to any of the other mums the gates thinking of ways in which because you know you heard Lisa that she said look if anyone's got any ideas we will do our very best it just seems as if you know a bit of a miracle or someone with a little money or something needs to happen is there any ideas knocking about. I mean my daughter only goes to the Newsweek. I only got the letter on Friday right and she doesn't call again for tomorrow. So I've not really seemed to be a lot of it's moral I imagine yes I say anybody but my daughter was in a 1 o'clock in an austere. Yet I don't know it's about perhaps this is you know the worst does happen and these do. My daughter King national school in September right and the school should be going to the only also part time . The National hunted enclosure and I would have kept the bass which a full days. For. West happens when it closes and I'll probably more than likely Sunday school is probably going to be a lot of people who drop off young children they won't have that option Yeah they've not got options it's time going to cost haven't welcome parents more money at because private Nash is a more expensive Yeah yeah all right well good luck. You know it's been nice to get a nice bit of news and. We hope that the or something comes to the Rescue thanks a lot thank you. And don't preach on b.b.c. Radio just on 20 past 4 let's get the latest on the right. Travel. Banks Show see the biggest Q is on the am 60 clockwise so this afternoon it's really from Canton rant about junction 14. Road interchange just on the northbound just after junction to the I travel into while ago some repairs are on the way Lane 2 remains closed off just where the m 61 merges with the strong trade on the westbound side so that's left long queues back onto the m 60 pounds I say and lists like those repairs will continue for a while on the rest of the my twenties not too bad overall the m 56 in band is flowing down from Junction 4 with unsure along the Shas then link towards the am 60 queue building up on the Mancunian Way Now on the westbound side ran past the Chester Road roundabout towards Regent road and trams in the city center still suffering minor delays and on the Rochdale line as well it's because of an earlier very traffic incident if you can have. 2 to 8 double to double 5. With just 2 nights from sound on b.b.c. Radio Manchester 95 point one and. Yes Make sure you keep it on b.b.c. Radio Manchester spool to 6 directly after me which leads very nicely into Jack did news over in Switzerland for that game tonight from 7 o'clock now the Royal National Institute of Blind People are calling on the Department of Work and Pensions to make the pip forms you know the Personal Independence Payment forms more accessible because there's been quite a lot of claims that the forms are inaccessible to people who have struggled seeing last year the. Dedicated team to deal with the increasing number of blind and partially sighted people who are contacting them about problems with these forms and also the Employment and Support Allowance that's called the e.s.a. Now is in Greater Manchester he is registered blind he's on the phone now and. So I'm talking about that and you're probably saying they're not in thinking yes I've had a very similar experience just tell me what sort of problems you've encountered. Firstly you're quite correct about the form it's probably 15 page document. It's not available in any other form out bar it can be completely like comically throughout your 1st barrier you have to try some of the complete form for you. But you don't even really know if what they've written is then correct do you know what how do you go about getting help that. Fortunately I was able to rely on my wife and I think after 20 odd years my daughter can probably trust. Well I would like to think so especially with Valentine's Day upon us but on the serious no it must have made you feel but how did. May fail is a bit like you know your disability doesn't roll they have any thoughts of you feeling well. Yes there is that is that aspect of know that well you know clearly it's not out of court but also from their point of view this is how he really inflation way of doing it if you can quite a lot of data b.p. Stuff is not online you can do that on line there are a few kind if you'd like people who will find it much easier to do this online than to do it on a paper form yes it will create a little party which is going. To be done to help you make sense of this would it just kind of get me to pump a phone and get the old one on line or can they do not. Yet making it accessible whether they be on line or whether the main coming up with an all this system to a lot of people are paired on the complete the form needs top but I think the real issue with Pip is the quality of the assessments. And do they not take into account correctly your disability you know they. They. Wrote that they put it on my own against one of my opinion documents was that wise they recognized that Martin does have a white stick on dollars use it when I was in a bar to prevent bumping into things they did not seem to be in the. Well there were several suggestions from friends and colleagues. Yes All of which you probably can't repeat on the Right now I am much upset you know that that is that's incredibly infuriates it well and we obviously had to ask the deed to be paid for a response to this at this is what they said and I said Pip and chill support is targeted at those with the greatest barriers to living independent life and under Pip 66 percent of people with a visual impairment and now getting a higher award than under the d.l.a. We are committed to continuous improvement while working with disabled people and stakeholders to ensure that claimants have the best possible experience and we also offer alternative planning simple math to make the process as accessible as possible I imagine you would agree with that well I would be asked the question what for much with all the information available in. Terms of their comment about making it easier. I spent 11 months on the appeal process. Which result in the Me Going to a tribe you know because court of the Royal National Institutes t
