Talks over the transfer of powers to Scotland have broken up without a deal ministers from the Scottish and u.k. Governments met in Edinburgh in an effort to settle how e.u. Powers in devolved D.D.'s like farming and justice should be handled u.k. Ministers say progress has been made in establishing frameworks for sharing those powers but the brakes of Minister Mike Ross all wants to see changes to the withdrawal bill which will be debated in the Commons next week there are 2 problems in the bill one is that u.k. Ministers would be able to alter Scottish legislation without consulting anybody without consulting as well as well as undemocratic but more importantly almost and that is a fact that completely undermines of evolution's ever a former president of a Catholic orphanage has told how he was pulled into a toilet cubicle and sexually abused by a man who worked there the former resident lived at smiling park orphanage in line in the 1950 s. The man who is now in his late sixty's has been giving evidence to the Scottish child abuse and quietly he broke down in tears as he described conditions there as a living hell likening it to a concentration camp regime the oil company Shell Hershfield that is male employees in Britain and on average 22 percent more than their female colleagues the farm insisted that the gender pay disparity was due to a skills gap rather than sexual discrimination and said it was making progress in tackling the imbalance. The education they could be John Sweeney has written a strongly worded letter to Hollywood's Education Committee accusing it of significantly delaying the implementation of the controversial named pairs in legislation m s P's where due to vote on a bill to ensure the policy complies with human rights law before Christmas or education correspondent Jim Acosta for his more ministers want of the child's to have a single point of contact to monitor their welfare but the Supreme Court ruled that data sharing aspects of the policy breached human rights law the government's tabled legislation to sort of the legal problem but the Education Committee doesn't want to give it the go ahead until it seeing the code of practice that Sangar the education secretary who thinks that the bill should work its way through parliament oil an expert panel develops Gejdenson home to share the information lawfully John Sweeney is accused Espy's of undermining confidence in the policy the committee is expected to consider his letter at their next meeting the u.k. Government turns welcomed figures which show a sharp fall in net migration since the vote to leave the European Union $230000.00 more people came to the country in the year to June and left with fewer people arriving from the e.u. However the net migration figure is still far above the government's target of tens of thousands and number of residents have been evacuated after a fire broke out at an Indian restaurant in Glasgow fire crews use ladders to help some residents out of flats above the about the Skrill on Victoria Road and gov and Hill it's understood no one has been injured. Talks over the transfer of e.u. Powers to Scotland have broken up without a deal although both sides say progress has been made ministers from the Scottish and u.k. Governments met in Edinburgh in an effort to settle how e.u. Powers and devolved it is like farming and justice should be handled to know by our political editor Brian Tiller cover the talks Brian what's the sticking point there Bill it's still a fundamental disagreement than the has been progress the talking the both sides agree that once powers like the e.u. Powers in areas like farming just this environment fisheries at Central once those are transferred away from Brussels and back to the u.k. Both sides agree there should be a sort of model of the of the e.u. Approach across the u.k. This should be cooperation on say farming subsidies between the Scottish and u.k. Governments the problem is where should those powers will lie in the 1st place you could government Ses they should come initially back to London and then be distributed by agreement the Scottish government say no when in areas like agriculture and justice and Fisheries these are devolved powers that you go straight to Edinburgh and then we talk about sharing across the u.k. So progress on what might eventually be the framework for that co-operation but no real progress on a demand for changes to the e.u. Was drawn bill here Scotland's Bracks it Minister Mike Russell there are 2 problems in the bill one is that u.k. Ministers would be able to alter Scottish legislation without consulting anybody without consulting the Scottish Parliament as deeply undemocratic but more importantly almost and that is a fact that completely undermines and evolution certain areas that have devolved to the Scottish Parliament to the worst parliament that would be taken over it by the u.k. Government without consultation and that their decision we know that's wrong Wales knows that it's wrong we have indications u.k. Government they accept that that is not the approach that they should be following the Sect of State has said so in evidence to committees here we need to see it changed so how does the u.k. Government respond to that well Mike Russell referred there to the secretary of state. And David Mendell was at these talks along with Damian Green the 1st secretary in the u.k. Government their argument broadly is that they want this this framework of cooperation in place David Mendell says that the context to the the sharing of the parts no the bill is due back in the Commons next week start again Monday and these very issues of the devolved powers are to be discussed then well I put it to him that the that he was he was signaling that he was possibly willing to listen but the Scottish government wanted to hear concrete changes to the bill he's David Mendell I mean confident that we'll be able to reach agreement with the Scottish government that we'll get alleges of consent from the Scottish Parliament because we both really want the same thing we want to ensure that the powers and responsibilities that come back from Brussels rest in the appropriate place that we proceed on the basis as I've always said a presumption of devolution but we respect that there's a need to have rules and regulations apply across the whole genome that deal you're willing to change the bill if necessary we're very much listening to what's being proposed in relation to the bill so Brian but do you see this going next I think it's tricky Bill I think that they don't they're not stuck I mean they are making progress on the these frameworks the idea of cooperation afterwards or that that's happening in the background as if you like as as as an accompanying mood music but the they don't seem to have made progress on the issue that is defined by the Scottish Government as being fundamentally the point here is that the way you could government want Hollywood to give consent to the bill going ahead they don't want to do it by diktat they want to proceed by consent right now that consent isn't there now they say goes the Commons next week there's a a food joint ministerial meeting on I think the 12th of December but it could go into the new year I think before the settlement on this I think a settlement is still likely but it's not there now Ok political it's a run till a thanks very much. President Donald Trump's decision to retreat videos by the far right group Britain 1st task caused overreach here in the United Kingdom there's been calls in Westminster for a state visit to the u.k. To be cancelled and in Nicolas storage and said it wasn't appropriate for the visit to go ahead and added that was completely unacceptable and shocking that Mr Trump had retreated these videos when present time was 1st elected I said we could not afford to compromise or it wouldn't principles in the interests of the platic silence and this is one occasion where that is absolutely present retreating these messages was warm and causes things and arrests legitimize and those who want to spread feed and heat it and for the present the states to do that I think is just completely unacceptable but how do American Muslims feel about Mr Trump appearing to endorse the views of an extremist organization summit Elman serious our member of the Muslim Public Accounts and saw in New York joins us now good evening Larry even just fine thanks tell me then about Britain 1st and whether in fact they were even on your radar. Well. I had actually not heard of Britain 1st prior to this which is unfortunate because it seems that they're getting quite a bit of publicity but you know I know that there are there do exist certain far right groups within the u.k. Within Europe within the United States as well who propagate similar views. You know I did a little bit of research yesterday and I was just shocked to see the type of things that Britain 1st stands for a ban on the practice of Islam in the u.k. a Ban on Muslims holding office in the u.k. Anyone who promotes so much as promotes publicly the Islamic faith could be subject to imprisonment or deportation I'm so now that I've learned much more about them there a lot more extreme than I initially thought from the headlines but do you think President. Is this sort of thing do you think he is planning to have some sort of outrage on the international stage to divert from something else or is it simply the whim of a monetary in the morning I think that it's a combination and I think that in addition to that President Trump has a base that he needs to play into he campaigns on hatred he can paint it on division by saying America 1st which is essentially what his slogan was similar to Britain 1st he was essentially saying that some Americans should be 1st and that Americans as he views it perhaps are white Anglo-Saxon Americans the founders of the country as he believes who essentially have more rights than others and so by doing this he's very much playing into that base but it's extremely irresponsible because at the expense of more than 50 percent of a country that is incredibly diverse and its diversity is growing so I can't really say whether it's something just irrational from a man who has proven to be erratic bill but it's extremely disappointing irresponsible and of this is and it's actually doing more much more harm than good and what should the response of American Muslims be. You know all of us all of us want to see that national security that putting our security of our our citizens making sure that terrorists cannot. Execute any attacks these are things that all of us want as American Muslims as a broader American community and I know as a European Community the problem is that we need to find allies in that battle we need to make sure that people within the American Muslim community who are aligned with that goal are not isolated and alienated so our reaction is simply that we want to present we expect our president Bill to act responsibly to represent all of us no president in modern history Republican or Democrat has ever been as divisive and alienating as this president has so I call out to those who actually find empathy in America for the views that President Trump is espousing for the videos that he promoted which whether fake or not they're disturbing but they do not represent those of us who want to live in a peaceful and just society and that's the majority by far so I mean I think that we just we want to be consistent we contribute we give back I mentioned in previous interviews My grandfather was an Apollo engineer Apollo 11 engineer who helped send you Armstrong to the moon we've given back to our homelands we've gone back to our countries and we do not want to be subjected to that kind of alienation and nature I don't know how much settlers there's been with you on this but here is a lot of talk about a state visit for president which was planned for next year but what's your view on whether that should go ahead or no. You know I think that I'd like to see where President Trump stands after all of the pressure that he's received from Prime Minister may from from others around the world I'd like to see if he perhaps backtracks perhaps he perhaps this was a major lapse in judgment I want to assume as much as I'm fortunate I mean we've given so much benefit the doubt to this individual to our president but I want to assume that maybe he didn't know exactly what Britain 1st stood for and then he saw some tough videos and he perhaps. He posted them because he felt that the threat needs to be exposed whatever he believes I want to see his reaction the next few days if he doubles down the way that his press secretary did then I don't think that he necessarily need to be welcome at this time in the u.k. And I see it as an American you know I am not proud of my president and I'm sorry that he had to interfere with something that is very internal to the u.k. And I'm sorry that
