Very good morning Nic Go on it with you between now and 5 on the program tonight well it's Saturday which means of the World Football phone in between 2 o'clock 4 need your help right the way through that giving us a call will give the numbers and details up later on before then some pretty staggering news coming out of the United States tonight as the u.s. Defense secretary says terrorism isn't as great a threat to America as that posed by China and Russia we'll also hear about a new bug which affects smartphones it's being traced to the Lebanon and in a game of who blinks 1st the u.s. Government is hours away from failing to agree a budget if they don't manage to get a deal which swathes of American society will close down more than 3 quarters of a 1000000 people will be forced to go on leave from work and for one reason or another all my plans this weekend will be changed all that and a whole lot more between now and 5 o'clock. But we start with the news that terrorism apparently is no longer the u.s. Is major worry instead it's the growing threat from revisionist powers as different as China and Russia according to the words of the u.s. Defense Secretary James Mattis he's unveiled the national defense strategy which is really really change from the Obama administration's The Russian Foreign Minister Sergei Lavrov says it's regrettable that instead of having normal dialogue instead of using the basis of international law the United States is striving to prove their leadership through such confrontational strategies and concepts. Not a fan let's speak to a mild counselor who as well as being a retired u.s. Marine is a senior advisor with the Center for Strategic and International Studies and looked at the Department of Defense budget strategy when working in government Good morning to you Should we be surprised at the the change in emphasis on strategy. You know. In short and the reason is that at the end of the Obama administration they had changed their strategy their last strategy document actually in 2014. Was pretty conventional and that is that it was aiming to withdraw from Middle East it was continuing to pull down forces from Europe and it had the rebalance to the Pacific so even then the United States was looking at China as a major competitor but then 3 months after that document came out ISIS sweeps out of the desert and u.s. Assistance forces back to Iraq war ship takes over the Crimea and then invades the Ukraine so the United States has the same forces back in the eastern Europe to reassure the allies and then you have the secretary of defense at that time as Carter coming out with what he called the 5 challenges and those were Russia China North Korea Iran and global terrorism. So in a matter of scale this morning and talk about challenges it was really not a surprise now what was different was that he identified China as the greatest threat so he was he reversed the order he had China Russia and then North Korea Iran and terrorism and the reason for the change there is that for them on term most tragic I think that China with its much stronger economy and it's a growing military is a greater threat to United States and Russia returns a very weak economy and its demographics are terrible traditionally the opposition to country States has taken on the role it's been a diplomatic battle this is seeing it as a battle through defense and I remember that time and time again hearing politicians both in this country in Britain and in America saying that the the risk of international terrorism was one which would not be wiped out for a generation and how is it being wiped out is that why they're now focusing on someone else or is it just the maybe a size of the threat from countries like as you say China and Russia that has made the change focus. The latter it's that change. The nature of the threat there's a lot of talk in Washington them Europe about the rise of great power conflict again and that is with China and Russia it's not that tourism has gone away of course it's still very much with us but I think people not working I think that's not the kind of existential threat that China or Russia might pose the night States into its allies. The the avert references to Russia and China. A maybe not a complete surprise from this administration what's interesting though is it's all tied up with what is going on in the bigger picture the investigations into. The allegations of collusion between Russia and top ranking officials in the United States is it possible to have. To name name your enemies like this and still be talking sense about their roles as well I mean it seems that Russia is being sort of targeted in particular on so many fronts but well lot of people had raised the question when the trouble Mr she came and whether they would still regard Russia. The kind of the threat that the Obama administration had reverted hasn't been as many people in Washington had because of the. Police that discussion they had had with the Russians but when you look at the National Security Strategy and then the strategy you know Russia very much identified as a threat so you know those concerns don't seem to have been borne out it's also important to keep in mind that this strategy the one that came out this morning. Comes from Secretary Madison it's not signed by the president it's not of his personal statement it's his guidance to the department and it's very much in the maddest mold there are a number of turns of phrase that you can see coming from him for example. The war belief ality appeared a dozen times in the cracks and that very much from Madison's warfighting background does trump have control over matters the. Well Tom doesn't sign off on this document now you know the White House was certainly briefed on it in the National Security Council was briefed on it so it's not that this was a surprise but it is Maddox's document and he was very much involved in the drafting of it. But I would also say that it's not inconsistent with the national security strategy which was the document that came out a month ago from the White House the way that strategy also identified China and Russia as our competitors so the 2 of them are consistent in that regard fighting an enemy such as the so-called Islamic State. Involves one methodology of. In a military sense. Opposing countries like China and Russia is completely different to what will this mean in change in terms of a change of spending perhaps and approach Yes and it signals. A very different approach to the purchase consistent with the end of the Obama administration but it is very different from what we saw in the $22000.00 of course the focus was on Iraq and Afghanistan it was on counterinsurgency irregular warfare so there's a lot of focus on intelligence and infantry operations specialist operations and a competition with Russia and China requires a very. High and the weapons very high end capabilities the document talks about missile defense for example and the long range precision strike that would be useful in those kinds of very different environments. Mark Johnson thanks so much for joining us perhaps more on that a little bit later in the program as well it's now just recommit around quarter past war on Saturday morning once again the u.s. Government and almost a 3rd of its over 2 and a half 1000000 employees are facing what's called a shutdown back in 2013 it was a bomb that stopped the Senate and the Congress agreeing a budget and keeping the wheels of government turning this time the status of the so-called dreamers 700000 undocumented migrants who entered the United States children and president trumps flagship project the border wall seemed to be the sticking points are Correspondent David Willis is with me from the B.B.C.'s Washington bureau good morning to you. What how do you think it's going to go. Well there's a crucial vote. By the Senate majority leader Mitch McConnell in just under 2 hours from now 10 o'clock in the evening here in Washington and Republicans in the Senate and need to have the majority in that vote in order to keep this to pass that measure and to keep the government functioning keep it financed as it were it's unclear whether they will have the 60 votes that they need the vote is on a Republican plan to fund the government for 4 weeks now that's as opposed to just a couple of days which the Democrats prefer the Democrats also want as you mentioned there the bill to include protections for hundreds of thousands of these dreamers these young illegal immigrants Republicans have refused that so we will just wait and see the White House budget director. Said that he expects agreement an agreement of some kind to be reached within the next 24 hours but this could easily spill over into the weekend which would mean the government would effectively shut down a big night here but then reopen at some point over the weekend of course most of the government departments are actually closed over the weekend what happens then this is the 4th of these short term budgets if this falls down you say that things will will show up for a little while and then reopen again. When I'm trying to work out whether the weather thing's going to be open or not and whether. Yes that's only if we go sort of beyond the deadline tonight they were defectively closed down and then reopened but in the event of a shutdown i.e. If there is no agreement at all and all bets are off then key government departments the White House Congress State Department Pentagon would remain operational but they would possibly furlough some stuff the military would still report for duty but troops including those in combat would potentially not be paid . And a nonessential workers would be told to stay at home the Republicans have majorities in both houses of Congress if this if that was in our political system it would be a straight vote through why can't they just pass the budget. Well it's a very good question this would be the 1st federal government shutdown if it happens since October 2030 in and the 1st in which as you say one party the Republican Party in this case has had control of both the White House and Congress I think it just underlines the fact that given the need for Democrats support with this that how entrenched both sides are and how crucial of course the outcome of the midterm elections later this year could prove to be it's politically very embarrassing for the Republicans if they don't pull it off as I mentioned they have the control of both houses plus of the White House and of course. The brought in the broader scheme of things it's a bizarre and some would say dysfunctional way of funding the largest economy in the world David Willetts thank you so much well that's the nuts and bolts that's what's happening let's find out why it's happening with me the editor in chief of The Washington Monthly and veteran beltway insider Paul Glastris Good morning to you a little over 4 years since the last shutdown how have we got to this point where one party controls both houses and you still can work it out. Well what we have here is a situation where the. 2 parties are at loggerheads over a couple of key issues one of them has to do with what they call the dreamers young people who were brought here illegally the country through no fault of their own and. The Democrats would like to see them have a path to legality and in fact both parties seem to believe that that should happen including the president or at least he said that another issue has to do with the children's health program that funds health care for about 9000000 young people again on a bipartisan issue. And the Republicans have chosen not to deal with those 2 issues though they could have at any time in order to as bargaining chips to get other things that they wanted Democrats are calling them on that and because of these 2 these 2 issues there are larger heads and now. Republicans are trying to say the Democrats are going to shut down the government because of these 2 things and the we're bumping to Democrats are saying well we could have passed those at any time you run the government it's your shutdown not ours is this going to become a regular feature of political life in the United States well it's been a regular feature we've had government shutdowns for the last few administrations that this is unfortunately become the default of how issues get dealt with and. It's uncomfortable it's bad it's dysfunctional and I think it's going to prove very embarrassing for all concerned but it's specially for the party in power in the president who's in power going to ask or to vote has Think of things like this when they see that their leaders is acting like this. Well polls are very clear they hate it and they they think it it the politicians could fix this if they wanted they seem not to they they whether it proves decisive in an election that's many months away is unclear but the polls are very clear they don't like it and. And as well they should. U.s. Politics seems to slid into this hyper partisan place is there any way back from what is there any way of of the parties staunching to wook together full. What some people might say the greater good. It's hard to see how there is a term of art in Washington called. Asymmetric polarization meaning both parties are partisan but one party is more so and by all those all measures the Republican Party is more partisan its base is willing to support more extreme measures and more combativeness and. You know the Democrats will go will become partisan too you know it's a tribal thing but but because one party wants. Its base will will is demanding more uncompromising positions. You get these you get these situations you know the Democrats are the party of government and they benefit when they can get bipartisan support for things the Republicans are more the party opposed to government and their base punishes their. Elected officials more when they do compromise done and so given that it's hard it's hard to see Donald Trump has canceled his game of golf this weekend. Can he actually do anything that will or is he just really on the stands on the stand by for if they if the budget isn't agreed. Well he absolutely can do something in fact he came very close to having a deal you know less than a week ago on these issues he had said at one point I will support whatever the people in this room meaning the bipartisan leaders come up with and then when Democrats came to talk about it he said he took that word back the Republican leader of the Senate Mitch McConnell said we can move forward if we can figure out what the president is for the president has is irresolute when it comes to this issue of the dreamers of the young illegal immigrants and he seems not to know his own mind and he seems. Unable to make up his mind and in the end that's what is holding up a an agreement which way do you think it's going to goad what's going to happen in the next Be say to the house. I think we know with some certainty that they're going to. Bring the bill from the House side to the Senate
