Major rescue operation is under way. Three days of National Mourning have been declared. Oscar pistorius will undergo psychiatric tests as requested by the prosecution. The trial is postponed for another week. A case has been laid out for of such by the state. E release i shall grant a bitter pill for glaxosmithkline as Chinese Police accuse a british executive of ordering staff to bribe hospital officials. Hello. Thanks for joining us as we bring you live pictures from the scene of the mine site in soma in western turkey as hopes of finding any survivors from the explosion there are fading. The rescuers are racing against time to get to the men still trapped underground. I should remind you, 787 people in all were in that mine at the time of the explosion. 205 have been confirmed dead. Hundreds more are simply unaccounted for at this stage. The death toll there likely to rise in what the Energy Minister has already called the countrys worst ever industrial accident. The government has declared three days of National Mourning. The Prime Minister is due to visit the mine site in the course of the next hour or so. Well, the accident happened, as i said, in the western town of soma. Here it is just south 250 kilometers or so south of istanbul. There was an explosion at around 12 30 gmt. That was triggered by a faulty electrical transformer. It started a fire. That caused the mines elevator to stop working. Critically, it knocked out the ventilation systems for the miners. Now, some of those miners are as far as four kilometers from the entrance to the mine itself. You can imagine what a pain staking task it must be to try to reach those still missing. Now, in the last few weeks there have been questions raised about the safety of this very mine. But a statement on the owners website said that the accident occurred despite the highest Safety Measures and constant controls. Reporter a rescued worker emerging alive from the mine to the cheers and applause of onlookers. But it was as hopes were fading further for the scores still trapped in the mine on the morning after the explosion and fire. While there were miners brought out as rescue work continued through the night, ambulance also carried away a number of bodies. Officials said many of the dead fell victim to Carbon Monoxide poisoning. The accident had occurred when the miners were preparing for shift change, meaning there was a particularly large number in the mine. 787, according to the authorities. Emotions were running high around the mine entrance as relatives waited in increasing desperation for news of their loved ones, while others found their worst fears were realized. Turkeys president has declared three days of National Mourning. Translator may god wish mercy upon our brothers who lost their lives. And i hope our wounded brothers will get well soon. Rescue work is under way at the coal mine to rescue brothers trapped there. Reporter the Energy Minister visited the scene as rescue workers continued to pump oxygen into the mine in the hope of keeping trapped miners alive. Mine owners said the accident happened despite what they called the highest Safety Measures. The minister said they wouldnt turn a blind eye if negligence was revealed. Translator reverse pumping operations continue. As of now, we have lost 201 of our miners. We fear that this number will rise. Reporter the cctv pictures showing rescuers moving underground. The air thick with smoke and soot. As the hours pass and the gravity of the tragedy becomes ever clearer, the distress of relatives only deepens. Such scenes were echoed at the nearby hospital. Paramilitary police were guarding the entrance to the mine to enable the rescue to continue unhintered. And teams of psychiatrists were being organized to counsel families of the victims. A colleague of one of the missing miners said all the victims are our friends. Mike wooldridge, bbc news. Reporter rengin aslan is at the mine. She just sent this latest update. Reporter im at the mine field now. Here are the families waiting desperately for news from the relatives in the coal mine. Most probably, they were here all night. And theyre really exhausted. And now i see workers are having a short rest as well here. And on the other side, the rescue operation is going on. Rescue operators are coming down and coming up. And its a rainy day in soma. Its not a good morning for turkey. Thats all. Thats all. Actually, they are not awaiting good news. And there are many, many ambulances in the area. And two of them is there. And this is the new tent pitched here. Officials are working at the scene as well. The picture right from on the ground there at soma. Its a desperate situation, obviously. But its having repercussions, isnt it, across the country . Exactly. Theres a solidarity about protests, protesting the issue among the country. For example, the kurdish party, bdp, ask that theyre going to mourn for a week among their municipalities. Also there are several universities announced theyre going to theyre going to protest. They called for strikes for the unions. And also many unions announced that theyre leaving jobs today. And theyre going to be on strike tomorrow as well. So we are seeing pictures on the social media saying that some people are protesting in istanbul, in taksim, the underground of taksim lying down on the floor, sending their condolences to the mine workers. Actually, those condolences will go out. They wont be heard today, im sure, by the poor people waiting to hear about the fate of their own family and friends. Weve got the scene once again from soma here on the screen. But i do wonder, we made a reference to the safety of this particular mine. There was an effort for at least the parliamentary or government investigation into the mine only a matter of two or three weeks ago. Exactly. The main opposition party, the Republican Party in turkey, raised claims about the safety of the mine in soma. But their claim was rejected by the parliament. After the accident happened, their records of claims were released on the social media. And even the progovernment people are criticizing the government about rejecting that claim. So no doubt that will be part of what is going to be a huge inquiry into how this happened. I understand the local prosecutor has started his own proceedings into what happened here as well. But lets just dwell, if we can for a moment, on what is going on here. Because, yes, weve talked about more than 200 bodies having been brought up from underground. But there are hundreds more people down there. Exactly. The Energy Minister seems to be raising no sense of hope. According to the latest reports, there are theres the main block in the mine. There are four other subsidiary blocks. The rescue teams just arrived to the main block. And the subsidiary blocks are still full of people trapped in the mine. So the numbers are going to raise. The ministry of energy is saying that hes hesitating to share the numbers given by the company. So theres it seems like a very bleak scenario. But we are not sure whats going on under there because we have no connection with them. While these people here wait for survivors, hopefully, but anyone else to be brought up, theyre also waiting for the Prime Minister, resepp tayyip erdogan. Many people dont have an idea whats going to happen. In the last elections, local elections, akp was the first party in the town. Now the Prime Minister is visiting. Three days of National Mourning. So we dont but the families and relatives have spent a sleepless night. And theyre really exhausted. And theyre really angry. So we dont know whats going to happen there. This is a Prime Minister who said four years ago the mining profession has dying in its destiny. Which just seems to say so much about the sort of the culture of mining and mining safety. Exactly. That was brought up very often in the social media as well. So we dont know whats going to happen with the phfamilies and relatives and the Prime Minister. But also the National Security agency announced that theyre going to give Monthly Payments to the relatives from now on. Because theyve lost their relatives. 1,030 is about 300 pounds. Right. Its a help, isnt it . Yes. But, again, it says something about the industry. And also that many of these workers would be unregistered. So what would their status be . It doesnt matter in a matter of accident, according to turkish law. But i cant go into details. I mean, so unregistered means doesnt mean they wont have any any kind of, you know rights . Exactly. Or compensation. I mean, even the company can pay more. But well see whats going to happen in legal action. Briefly, this is soma. This is a mining community, isnt it . A coal mining community. Exactly. Of some history. Yes. Exactly. The coal mine there was founded about 100 year ago. Because theyve discovered the coal in the town in 1913. And since then, theyre producing coal there. So People Living in soma are really related with mines and coal industry. And ive seen some reports, people saying that people from soma saying that theyve seen many tragedies, but not as big as this one. And i think thats something the Energy Minister would concur with, isnt it . Exactly. Thank you very much indeed. Obviously well keep across the scene there. If the Prime Minister arrives well be straight back to that. I want to draw on something that Andrew Watson said to me a short while ago. Hes the Operations Manager for mines rescue. I was speaking to him from our studio. He said turkey is a country, frankly, known for having a pretty poor record on mine safety. I know they dont have they arent held in high regard around the world regards to safety standards. And in what regard . What is their problem, if i can put it that way . I think its a combination of not controlling the major hazards, but its also we have individual miners that have been injured. But if you look around the world, the world can control the major mining hazards. Obviously something has gone wrong at this mine. Clearly. Part of it, presumably, is a cultural issue, isnt it, as well, that theres a certain acceptance . We actually heard a quote from the Prime Minister from five years ago saying this mining profession has dying in its destiny. Culture is the most difficult thing to change. Its also the most important thing to drive change. And its the attitude towards safety. Its given miners the confidence that they dont have to take shortcuts. Can i ask you this question about the change of shifts as well . Seems lightly off to me. I dont know. Maybe its Standard Practice that you would have two shifts, effecti effectively, of miners down at the same time rather than up at the same time. No. I mean, you want the mining to continue. Its a quite common process. You would change the shifts at the machines. Just to keep the function going. That is common practice. Okay. The unfortunate part is what youve seen with this. You finish with a double shift underground. I understand all these miners would have masks, would have gas masks. There would not be much you could do against an inferno underground. But masks would help, wouldnt they, against toxic gases . The masks are there to prevent against Carbon Monoxide. Depending on the levels of Carbon Monoxide. They would last about an hour and a half. Which normally would give miners enough time to escape and get to safety. The hope with regard to the rescue is that the miners havent had to resort to using them. That theyve got themselves barricaded in somewhere and they can monitor the atmosphere and judge for themselves when they need to put their respirators on. Thats what the focus of the rescue will be at this moment. Thats Andrew Watson who was talking to me just a short while ago. Do stay with us here on bbc world news. Three days of mourning have been declared in turkey after an explosion and fire at a coal mine which have left more than 200 people dead. The Oscar Pistorius murder trial is being delayed for a week after the judge ordered the athlete to undergo psychiatric tests. And all the business news. Thank you very much, indeed. Yes. Accused of bribery. Chinese police have accused a british executive of the drug maker glaxosmithkline of ordering his staff to bribe doctors in china. At a Police Briefing in beijing chinese officials claim gsks former head of chinese operations, mark reilly, and two other executives ordered staff to commit bribery that brought in illegal revenue worth billions of yuan. Three travel agencies facilitate bribes to doctors and officials back in july. Lets take a listen to what one representative on the Economic Crime unit at the covert Security Bureau had to say. Translator the more drugs they sold, the more bribes they gave. The more describes they gave, the higher the drug price was. To accomplish sales targets, they adopted many new methods to boost the sales. They encouraged their employees to bribe on a large scale. Glaxosmithklines behavior demonstrates a complete chain of bribery. We have had a statement from gsk. They say, we take the allegations that have been raised very seriously. We will continue to fully cooperate with the authorities in this matter. We want to reach a resolution that will enable the company to continue to make an important contribution to the health and welfare of china and its citizens. Thats business from me, david. Back to you. Thanks a lot. The judge in the Oscar Pistorius murder trial in south africa has ruled that mr. Pistorius should be sent for 30 days of psychiatric tests as requested by the prosecution. The judge ruled that it would be preferable for Oscar Pistorius to be evaluated as an outpatient. Translator during argument, inevitably means more delays in finalizing this matter. But this is not about anyones convenience. But rather about whether justice has been served. It is necessary to emphasize that an application of this nature is never taken lightly. As it is an integral part of a fair trial. Having regards to the above, i am satisfied that a case has been laid out for the application or the release of such by the state. I shall grant that order. However, the specific order itself will be handed down on tuesday next week. Thats the ruling from the judge. Within the last hour or so, Oscar Pistoriuss uncle has issued a statement on behalf of the family. This is what he had to say. As a family, we are confident in the details of this case. And the judges commitment of using every avenue to ensure a fair trial. Its about a fair trial. And we, in turn, are confident in the South African justice system. Our correspondent in pretoria also gave us more detail about the ruling. This is very clear that the state made its case just on the basis of an allegation. So if the allegation has been made and the judge is satisfied that that allegation is relevant, as mentioned by dr. Foster in her evidence, therefore the criminal procedure act states that the court shall grant the referral. So that is what judge masipa has decided. I think tuesday, as you just heard there, will be the day when the order will be prepared. And she was then raising the possible implications of psychiatric tests from the possibility of diminished criminal responsibility even . Reporter very much so. And that is what gerrie nel raised yesterday. This may, in fact, come up in appeal. What you have here is the prosecution is so confident that Oscar Pistorius may well be found guilty in this trial. What they are trying to avoid here is a loop hope that might come up later when hes appealing after the judgment has been handed down. They dont want this generalized anxiety disorder to come up during appeal. Thats what gerrie nel explained yesterday. Justice must be served. As the trial was due to end this week, we could be looking on way through the summer here. Reporter theres a long waiting list for the health institution. So i wonder how far down the line Oscar Pistorius will be waiting to get into that Mental Institution for a 30day observation. So were in for a long time, indeed, david. Milton nkosi there. Let me take you back to the scene of the coal mine disaster in western turkey. This is soma mine. What you see before you among the orange suits of the rescue workers are many of the families of those miners who were underground. 787 of them in all. I should just remind you that. With me is beril eski from the Turkish Service. Run through briefly if you can, what happened.
