Some pubs and restaurants had decided of their own accord to shut before the government announcement. But now all the others have been left with no choice. Workers are facing an uncertain future, though the treasury is telling businesses, it will pay 80 of wages for employees who are not be able to work, up to £2500 a month. We are trying to navigate that. You are taking a proactive approach and working ways you can stay in business. What is the staffing situation, how many of you are working . My Business Partner and i and there are extra stuff. Like a lot of hospitality, they are on zero hours contracts so that is going to be something we will need to have a look. Consider the 80 payment but quite frankly, when the statement came out last night, we set open as long as we could but i need to do a lot of homework before we can say exactly what we will be able to do. Is it your instinct, things are quite confusing between businesses. Some people are on stuff, some people freelancing which a lot of people do. Will you be able to keep people on . Untili have been able to fully go over everything and also not all the information is there and when they did announce, they still have people in the background scribbling around to find out how they can do it and until they know how they can fully support us, we cannot make a fulljudgement i guess but we will see. Were going to do the best we can because obviously we would prefer to keep them. The government measures that have been set out, some of it sounds like it will apply to your place of work and they are to do with grants and will enable you to pay salaries to those people you can carry on employing. Are you comfortable with that notion and are you confident that notion and are you confident that you will be able to get access to money literally next week in the immediate future in order to be able to pay people . I. I do not mean to sound cynical but they do not think it is something we will be able to access next week. We did not have a massive bankroll. Do not think bettis is like us will see the money before they need to. Businesses like ours. I am not comfortable to think we will get it in time. How much they reflect what so many self employed and Small Businesses and freelance workers will be experiencing. What emily said about her experience, we have 5 million self employed people across britain and the measures announced by government are welcome. They are an important step forward. I would have liked to see some of them earlier but they are important steps. We need that same philosophy and approach applied to people who are self employed because they are not getting the support and, in many cases, they are moving from well paid jobs orjobs that at least pay the bill to universal credit and so there is a huge job pay the bill to universal credit and so there is a hugejob in income and that can create and create for many a genuine Family Financial crisis for paying bills, being able to afford to cope with the choices between health and hardship that we need people to make the right choice during this crisis. What are you proposing . How quickly do these measures that you would suggest particularly for self employed people, how would they be implemented . How quickly . How can be assessed quickly . Effectively, we need the same approach to self employed people that we have with those with permanent contracts. Direct support for their wages. Hmrc and government have enormous amount of data on the tax rebate so they have a rough understanding about where each self employed person is and being able to direct resources to those individuals is important. To live out 5 Million People from the support offered is not something that will be acceptable to the british people and that is why we need to make sure everyone is supported and if this is really important because, if to fight coronavirus effectively, we need every Single Person in our society to be making the right decision. Choosing health, their own, their familys, other Peoples Health above other circumstances. Everybody need to be supportive and at the moment there is a gap in the measures that government has announced. There is lots of progress, compared to the start of the week and this is very welcome but there is still more that needs to be done. Give me an idea, as shadow home secretary of state for the environment, you and John Mcdonald have called for a rise in statuary sickbay, statutory. There has been conversation with Jeremy Corbyn and the Prime Minister, with the unions, referred to by rishi sunak yes and, a collegiate approach to get something done. Yesterday. How much money is there and how much room . Is it simplya is there and how much room . Is it simply a blank check and normal rules of economy and economic spending are out . I think we find ourselves in unprecedented times which means we need unprecedented measures and the government has already done something that no government has done before in looking at the wages of those people that find themselves in permanent contracts. We do need to see that extended and the earlier the support can be brought in to help people protect their incomes and their livelihoods, the less the economic damage will be in the future. And this is a lesson we need to have learned and people need to learn from the 2008 crash. It is no good just supporting big financial institutions, although we do need to support businesses. We have to support businesses. We have to support individuals at the same time. And because the virus is affecting every Single Family in the country, we need to make sure that every Single Person public finances open sustainable during this period. It will cost a lot of money and there is no denying that and im glad that the government has parked their policies of austerity for the time being. But it is really important that we need to make sure that the money that is spent is targeted where it is needed the most and statutory sick pay is a good example, the Health Secretary himself matt hancock has said he cannot survive on £9a a week but if he cannot, we should not be asking those people who are self isolating, for their own good and for the good of our wider Public Health, to survive on £9a a week. And that is where there are still measures that could go further. If the government is saying it will do everything it can to tackle the coronavirus, there are still areas where it needs to go away bit further and that is why a responsible opposition is not only supporting the government in the key things that they are doing, but were also constructively and without Party Politics trying to encourage them to make the right decisions in those areas where there is still needing more to do and that is still needing more to do and that is particularly affecting those people who will be suffering enormous hardship during this crisis. Im stranded. Virgin cancelled my flight yesterday. Were trapped in our hotel for what seems like 15 days. I would love get home, yeah. What are your rights if youve had trips cancelled . How do you cope if youre stuck in a country in lockdown . And just what does the future hold for all of our travels . Just a year ago and the headlines from places like paris and venice were very different. We all learned the world over tourism as we saw that cafes and attractions of some of our most loved places heaving with holidaymakers. Its a very different picture now. Many destinations are in lockdown as people are being asked to stay at home to protect their health and that of others. It means that tourists are being left stranded, holidays cancelled, and Airline Bosses are predicting a grim future. Its unsettling to see some of the biggest and most popular attractions totally deserted. The taj mahal, eiffel tower, even the popular disney parks in the us, all closed. The streets, especially in the european capitals, are looking empty. Paris and madrid have already been on lockdown for most of this week. Many governments, including the British Foreign office, had warned against non essential travel anywhere in the world. Airlines are struggling many have grounded up to 90 of their fleets. Research group the centre for aviation says without a bailout, most of the worlds carriers will be bankrupt by may. Borders are closing the eu, australia and new zealand are among the countries to stop foreign arrivals. Many cruise ships have ended their tours and sent all their passengers home. Sporting events the world over have been cancelled, footballs european championships, golfs pga championships in the opening races of the formula 1 season are all off. What are the most immediate problems is the number of travellers who found themselves stranded abroad, miles from home. We have been speaking to a number of you caught in that situation. My situation is im stranded. Virgin cancelled my flight yesterday. Due to leave at 6 25pm from miami. And i was told the day before that of the cancellation. The advice weve been given has been quite confusing. I mean, im obviously not a fluent italian speaker, so thats partly my fault. But in general, the advice has changed every few days and varies by region quite a lot. Now its not possible to travel to the neighbouring islands or into the city, unless you have a reason to do so. We also have curfew in place here between 10pm and 5am. We just want to get back to friends and family. You know, i have a new grandson who is going to be six months old tomorrow. I havent seen him for six weeks now. Im being told that i can book an alternative flight but i dont know if thats with the same provider. Can i go with Different Airline like yay . Will i be reimbursed for doing that . It is unsettling. Theres so much happening everywhere. It is very easy to get caught up in the panic, too, when you speak to people. I would love to get home, yeah. Here i am right now in travel show hq in london and joined by someone who will hopefully be able to untangle some of this and offer some clarity too. And that is our global guru, simon. Hello, simon. Youve just returned from the middle east. How was that journey and were you worried . Pretty much from the off, it started falling apart. My flight from saudi arabia to cairo was cancelled, so i ended up travelling overland through saudi arabia, crossing jordan, israel which was just about to ban anyone from entering from abroad and across the sinai desert to cairo. And found myself coming up against another flight ban that was coming into effect on a couple of days time. Like many other people, i had little choice but to go straight to cairo airport and see what i could find to get out really at any price. I talked to many travellers in the same position, including nikki fernandez. So we were supposed to be flying out on saturday the 21st, but then we heard first thing this morning from my mum that actually, all flights from thursday onwards were being cancelled from cairo, so we had to rush to get a flight sooner. Was it a straightforward matter . Did the airline just change your flight . No, because we heard nothing from expedia who we booked through, or easyjet, who we are flying with. We had to go through our concierge and their advice was to go through the embassy but the British Embassy was not opening their doors, despite there being a queue of us and a number of other nationals. They gave us the home office number. We telephoned and they didnt respond. Our insurance werent answering and expedia was not answering either, so eventually we had to go straight to the airport to book an earlier flight. Clearly, you have done that. We have. What did it cost . An additional £630 to switch easyjet to get an earlier flight. So simon, there are lots of people who are stuck somewhere and many people have lost a lot of money. What is your advice . It is such an unusual situation that at this stage, it is a question of fly first, ask questions later. There are all kinds of experiences of people where the passenger rights rules should take effect, but the airlines are simply ignoring them. They have very little choice, they say. The situation is completely out of control. Travel insurance, too. Of course, many people are assuming that their problems will be covered by that but unfortunately, it wont be for possibly weeks or months, and when the dust has settled and people actually find out what they can claim back. But its going to leave many people out of pocket and of course, sadly, many great travel professionals out of work. But your advice is to get that flight and get home. Very much so. If you know that the government of the country you are in is banning International Flights in two days time, just get online, find a flight. In extremis, go to the airport and see what you can find. Most people, i hope, will be able to get out. And tell me something, what are the most common problems hitting your inbox at the moment . At the moment, the most pressing is im in country x, trying to get home. Help. What do i do . And all i can say is, assuming you wont get any help from your airline, your Insurance Company, or even from your embassy, you have to make decisions now. There is no time to lose. Spend what you need to, get family and friends to pay for your ticket. Butjust get yourself out and then ask questions later. Nikki was referring to the fact that she couldnt get through to her own embassy. Is that common . Isnt that worrying . The normal workload of an embassy is maybe a handful of people every week, lost passports, maybe getting into trouble with the law, a sickness case. They are simply are not cut out for the situation of thousands, sometimes hundreds of thousands, of nationals all being in the same position of having to leave a country at top speed. So im not really surprised this is happening. The systems we have in place simply never were designed for the worst emergency that has ever happened to travel. Of the people are saying theyre having trouble getting through to their airlines and one person said they were on hold on the phone for three hours. What is your advice if you cannot get in touch with your carrier . If you have given it your best shot and you could not get an a nswer best shot and you could not get an answer ina best shot and you could not get an answer in a reasonable time, then im afraid you have to make your best decisions and spend whatever you need to, keep receipts and make a reasonable claim afterwards and by the way, if you dont try to sort things out online, in many cases airlines are saying oh, just accept airlines are saying oh, just accept a voucherfor airlines are saying oh, just accept a voucher for future travel. If your flight a voucher for future travel. If your flight actually gets cancelled, which is happening an awful lot, you are entitled to a cash refund. Voucher may not do you any good so hold out real money. Also tweeted us, saying i had a holiday to venice book to leave a fortnight ago and the uk government advice was not to travel to northern italy so why have my Insurance Company rejected my claim . Simon, how would you say to the Insurance Company that they are responding to this situation and what would your advice be . Travel insurers like everyone else are in uncharted territory and are understaffed and their finances are understaffed and their finances are under tremendous pressure so it doesnt surprise me that nick has been refused. In his specific case he can go to the Financial Ombudsman Service in the uk who, if they think he has a valid claim, will make the insurer paid yet. Of course the travel show has viewers around the world and they will be local laws which may or may not offer some help. All i can say is that the Insurance Industry is not going to be in Insurance Industry is not going to beina Insurance Industry is not going to be in a hurry to pay people out because this is going to cost it billions. Nick smith tweeted from the uk after six nations was cancelled in paris, he says i got a full refund for my hotel but the Train Company, they are charging me £70 to change my rail ticket and offering a refund. What would your advice to nick be . We have heard from so many sports fans who have been planning trips based on a particular event which has then been cancelled and they say what we do . Im afraid in nicks and many others, the Train Company is perfectly able to take him to paris and back. The fact that he doesnt wa nt to and back. While the coronavirus is having impacts across the world, some sports clubs are chipping in to help the Health Services in their local areas. The equipement will cost about £185,000. And closer to home ipswich town are the latest club to make their facilities available for local nhs staff. As the coronavirus has swept across the globe the ability to know exactly where it is has become the crucial key to stopping it. We have a simple message for all countries. Test, test, test. Some countries have cracked how to do this. South korea with its drive through ten minute tests has held up as a model for others to follow. But many countries are struggling to test at scale. In the uk testing is having to be limited, the cost, the infrastructure and the time the tests ta ke n infrastructure and the time the tests ta ken are all infrastructure and the time the tests taken are all holding back the battle against this disease. Now, there are dozens of efforts going on around the world to try and solve this and jen cope steak has been looking at one close to home. In west london. Around the world, companies and increasingly individuals, are racing to find ways to accurately test people for the coronavirus. The situation is changing daily, if not hourly. We simply dont have mass Testing Available for the population now and theres a big effort going on to try and get that in place as quickly as possible to be able to manage this. Were in negotiations today to buy a so called antibody test, as simple as a pregnancy test, which can tell whether you have had the disease. There are two types of test being worked on. Diagnostic tests, which identify people who currently have coronavirus, and antibody tests. These look for antibodies in the blood to see if a person ever had the virus in their system and if they did, when. The diagnostic tests are primarily based on a technology called is pcr the diagnostic tests are primarily based on a technology called pcr polymerase chain reaction. This is a standard molecular technique that identifies the genetic material of the virus from a throat or nose swab. We always get asked about testing and you saw the cvo out there and now it is all systems go. Lets look forward. The responsibility is going to be with us but also with them because as we get knowledge about new testing, we will alleviate the anxiety that we have in the world. Special emergency use authorisation from the American Food and Drug Administration has enabled two companies to ramp up commercial testing efforts in the us. One is Swiss Company roche, which uses these machines already in many hospitals across the country to increase the amount of people who can be tested at once. The other is thermo fisher, which uses its applied biosystems pcr instruments. The company aims to produce 5 million tests for these machines by early april. But its notjust Big Companies getting involved in testing efforts. In west london, a community of open source scientists, engineers and microbiologists working out of shipping containers in the open cell bio village are trying to help. There are 70 shipping containers here with labs looking at a range of biotech challenges, from personalised medicine and dna sequencing, to bioelectronics and biomaterials. Its shared Molecular Biology Lab has been transformed to experiment with expanding Testing Capacity while also designing a portable lab solution built out of a shipping container that could be easily transported. Were trying to use these automative methods to speed up the testing kit because in order to test large populations, we need millions of covid 19 testing kits. Us company opentrons donated two of its liquid handling machines to the lab for their work. These plates can test up to 96 samples at a time. These are also pcr diagnostic tests, like the ones we saw with the other companies. But these are open source, rather than proprietary, and open cell say they would like to get the cost of testing down to five to £10 per test. Here in the uk, i think its really about coming into that nhs pipeline, being able to augment someones existing pathology department. And being able to say, look, heres the molecular biology kit to high throughput this. So the same one person could do 96 tests when they are doing one anyway. If it receives regulatory approval, the lab could theoretically be set up with just three machines inside a shipping container. As well as being able to augment existing pathology labs around the country, a shipping container set up could help people in places with far less access to medicalfacilities. Its not only useful for the uk, but it will definitely be useful for other countries. And it is also something that can be reused in case anything like that happens again. So theres also a long term value there, really. There are other innovative tests being developed in the uk. The university of leicester is working on a face mask test, using money from Research England and partnering with the nhs, to repurpose a test they were using for tuberculosis. By wearing a face mask for 30 minutes with 3d printed strips inside, it can show whether the person is breathing out the virus. Scientists at the university of oxford say they have developed an ultrasensitive test that can work in just 30 minutes. They say it doesnt need the kind of machine used in the other tests and can be deployed to rural or remote areas quickly. They also say its sensitivity means it can detect when someone they also say its sensitivity means it can detect when someone is in the earlier stages of the virus, which could help slow down transmission. Detecting the virus in the early stages in an asymptomatic carrier could indeed be Game Changing in halting its progress. Getting more tests out to as many people as possible as soon as possible could provide the data needed to accurately track the virus. That wasjen and it will be fascinating to see how that story develops. Pretty quickly, i would imagine. Now, with countries around the world battening down the hatches and locking down huge swathes of the population, everyone is having to make a plan for how theyre going to live through this. Technology will play a massive part and Stephen Beckett has been meeting the pop up groups who are trying to do their bit. Following in the footsteps of china and other countries around the world, many people in the uk are now being asked to stay at home or self isolate entirely particularly if theyre in an at risk group. But that isolation poses its own challenges, from getting access to the basic necessities, to looking after your Mental Health. Well, in the last week, pop up online communities have appeared to try and help solve some of those problems. This is the covid mutual aid network. Each one of those pins is a local group pledging to help people in their community isolated by covid 19. And believe it or not, just a few days ago, none of them existed at all. In less than a week, the movement has snowballed into an entire improvised volunteering infrastructure. Im so surprised by how much it has grown since then. Now there are more than 7,000 or 8,000 local people involved. And every single ward in london seems to be covered by a Whatsapp Group where folks are looking to volunteer or connect with other people who need help, so its phenomenal. At the moment, the real heart of all of this is something quite basic, really its groups on whatsapp. And you can see these are just a few of the ones ive joined in the last few days and already, theyve got hundreds and hundreds of messages from people offering their help and trying to get involved. Now obviously, this isjust around me but im told similar groups are cropping up all across london and in some places around the uk. Beyond whatsapp, groups are using open access tools like google docs, sheets, and forms to bootstrap a whole volunteering infrastructure out of nowhere. And all of that organisation is essential if the groups are going to reach more people in the community who may not be looking for support online. And the idea is if anyone needs some help, maybe some supplies brought to their door, or even someone to talk to for a bit of support then they know they have someone they can call. I think this is a really scary and anxious time but i think the best way forward is everyone coming together. And what an amazing time to discover your neighbours in this time were going to be shut up in our neighbourhoods. I think its grown so quickly because, actually, everyone feels a little bit at a loss of what to do and how they can help right now. I think everyones kind of thinking, well, we feel 0k perhaps, but what about the others who are struggling . Social media has pros and cons. This is one massive pro, so were actually now able to go unite online. And given social distancing, we can now co ordinate and plan remotely and get together and also give each other support. Its really important that we dont feel isolated at the moment, although we are physically. So actually connecting via social media and bringing the Community Together is really helping to combat loneliness. The wider group are clear to point out that they are not medical professionals, nor is it an official charity. This is a volunteer Community Effort trying to do small things to help. Does that mean the goodwill could be exploited . I think its still a little bit tricky and dangerous at times because the wrong messages can be sent and we are struggling with that a little bit as well. Like, some misinformation orfake news being passed around which is just not helpful. Its such early days for projects like this, so its not clear yetjust how much impact pop up volunteering communities could have, but done safely, it feels to me like a good idea and some welcome good news. Our top story radical measures aimed at reducing the spread of coronavirus have come into force across the uk from today. It follows an announcement by the Prime Minister that all public venues including pubs, restaurants, gyms, theatres and cinemas must close, with the decision set to be reviewed on a monthly basis. For the first time in history, the British Government will help to pay wages. Here on breakfast, were going to talk to Stephen Barclay, chief secretary to the treasury, to find out how those measures will work. Well also get reaction from businesses about how the latest closures will affect them and workers. First, heres our reporter, simonjones with the latest. Last orders have been called at the pub and nobody knows for how long, from london to birmingham, glasgow to loughborough, to try to halt the spread of the virus. Some manage the final pint before time at the bar. It is good, if it is going to get rid of the virus, then it is understandable. For us english persons especially, we all live for the pubs, i believe, and i think, if the pubs close, then the world is just going to go insane. Only Takeaway Services will be allowed to continue. The situation will be reviewed each month, but the plea from the Prime Minister is for people to stay at home. You may think that you are invincible, but there is no guarantee that you will get mild symptoms, and you can still be a carrier of the disease and pass it on to others. Normally at night at the weekend, these streets would be full of hundreds of people. Now it feels like a ghost town. Some pubs and restaurants had decided of their own accord to shut before the government announcement. But now all the others have been left with no choice. Workers are facing an uncertain future, though the treasury is telling businesses, it will pay 80 of wages for employees who are not be able to work, up to £2500 a month. The business this week has been pretty much zero. Scary, but i think this is when we need the government the most. Um, im sorry. But there has been criticism that too little has been done for workers who are self employed or on zero hours contracts. As drinking and eating out is halted, the supermarkets are likely to come under even more pressure to try to cope with panic buying. They are taking on a0,000 new workers to keep the shelves stocked. The Prime Minister says the more effectively we follow the advice to stay at home, the faster the country will stage both an economic and a medical recovery. And to show how much pressure the nhs is under, the Northwick Park hospital in london was forced, for a time, to declare it had run out of Critical Care capacity to treat coronavirus patients. The incident has now been stood down, but the belief is that stopping us from socialising will help save lives. Simon jones, bbc news. Our Business Correspondent katy austin is in Leicester Square in Central London. These closures announced yesterday are in place today and this will be are in place today and this will be a very tangible sign of the changes. Yes, and this is the kind of place you will really notice these changes. The west end is famous for its theatres and musicals, and that industry brought in nearly £800 million last year. And then you have got the pubs, restaurants and bars around it. A lot of those were already uncertain over the last week orso, already uncertain over the last week or so, because people have not been coming out and the footfall has dropped so low, there has been a lot of concern over how long they can sustain that, how long they can keep on employing people. In hospitality and other industries, jobs have already been lost. So the announcement yesterday from the government, telling pubs and restau ra nts a nd government, telling pubs and restaurants and venues like that to close is, at least, a firm direction. They do need to close. When it comes to jobs, that is the big concern. The government package is aimed at stopping mass lay offs. Really tripling wave of redundancies that could have resulted. The money will cover 80 of wages for those who wont have any work now that pubs, who wont have any work now that pu bs, restau ra nts who wont have any work now that pubs, restaurants and so on have to shut down. That will be welcomed, but it does not guarantee that every singlejob will be but it does not guarantee that every single job will be saved. There is a lot of concern, particularly in areas like this about what happens to self employed people, whether the measures to help them go far enough. But there is a sense now that sectors like this, at least, can go into hibernation for a bit, hoping that when they come back into business, the pandemic will have eased and things can get back to something resembling normal without massjob something resembling normal without mass job losses. Lets talk to our Political Correspondent helen catt, in our london newsroom. Helen, whats been the reaction in westminster to yesterdays announcements . Well, this is a massive move by the government, and there has been a recognition of that in westminster and it has been broadly welcomed. Yesterday, the snp and liberal democrats were saying that the figures they were putting out were broadly in line with that 80 of wages that we have seen from the chancellor. It has been enough to satisfy critics on his own backbenchers. Greg clark had been quite critical of the government and the speed they were moving earlier this week. He told me it was a bold move that he strongly welcomed. Labour would like to see things go further than 80 , and faster. The big concern in westminster is about what happens with the self employed. Away from finance, and on those measures to close pubs and restau ra nts, measures to close pubs and restaurants, again they have been welcomed. The lib dems are saying they would like the government to think about what the impact will be on Mental Health and to provide more well being and support. Morning, talking to us here on breakfast. As the chairman of the National Federation of Small Businesses, i am sure people have been getting in touch with concerns. What are the main worries . Good morning, and yes, many Small Businesses are struggling at the moment. We have already seen some businesses making staff redundant, particularly in those sectors following the announcement on monday, bringing further confirmation that they need to shut yesterday. They very much welcome the support that the chancellor announced yesterday again, of that 80 of all ages. But for many Small Businesses, it is cash that is the immediate problem. Despite all the best intentions, trying to get these procedures in place so that businesses can get the support is going to be an urgent need for many Small Businesses. You mention the self employed as well, at the moment they only get the announcement yesterday of the statutory sick pay, being able to claim for that, and of course we saw the announcement earlier that they could have the universal credit application. We welcome the announcement as well that the self employed will, we understand, begetting further measures to help them in the next few days, so we should be working closely with the government to put something in place that helps to support them as well. something in place that helps to support them as well. I understand it has been a rather collegiate effort in terms of political parties, the tuc, business institutions as well, with the government. What kind of conversations, what will you be pushing for when you are talking about what those self employed people who are concerned, who are only going to get statutory sick pay at the moment, what will you be pushing for . Well, we will be pushing for some sort of mechanism, whether that be through hmrc or something else, i mean, these people are known to the government, they are known to the government, they are known to the government, they are known to the taxman, and therefore there has to be some way they can get direct cash support to enable them also to weather this storm. As we know, whether it is hairdressers, yoga teachers, a plumber or whoever, they need as much support because their own customers are not going to be carrying out the work for them that they have possibly been lined up to do. Hairdressers, we are seeing clients cancelling and not going out. And thats the right thing to do. We all need to follow the science on this. Some of the harrowing scenes we have seen in italy, we want to avoid that here if we can. And when it comes to home workers, and those who dont qualify for Business Rates because they are freelance, is there going to be a move in that sense to help alleviate the pressure . Well, that is slightly difficult for the government because many of these home workers dont pay Business Rates, so they dont get that cash injection that many of the smallest businesses are going to get. Again, that needs to be urgently delivered to them because, asi urgently delivered to them because, as i mentioned, it is cash that is the problem at the moment. These schemes, the £10,000, the £25,000 gra nts schemes, the £10,000, the £25,000 grants need to come through urgently, and we shall also be working with local authorities to deliver that as soon as possible. In terms of your operation, what is the immediate prognosis in terms of the staff you have. Will you be able to keep some of those on a salary, given the announcement yesterday . The immediate situation is that last night we closed all of our pubs, and this morning we wake up, it is a sunny day, it should be mothers day weekend, but every single pub will be closed. So my colleagues and i will be in the brewery later this morning are fighting and trying to save every job morning are fighting and trying to save everyjob that we can. appreciate that those announcements only came out yesterday from the chancellor late afternoon. I mean, you have staff on paye, as well as freelance. Can you paint us a picture of how you think work out . We have a really complicated situation. We have 1a00 people that work in the brewery and in our pubs, and then we have 100 self employed pub partners who run our tenanted pubs. So we will be giving every single piece of help that we can to access the support from the government to all of those people. I just want to say what a brilliant job i think the government are doing ata time job i think the government are doing at a time of really terrible crisis. What was announced yesterday was much, much more support than we were expecting. Im not sure how much of what we have said applies directly to you, but given the scale of your company situation, if you have people who are on staff, and we know now that the government is backing up now that the government is backing up to 80 of salaries, and that will be given by way of a grant to you to pass on to your workers, are you confident that money will get to you in orderfor you to pass it through . Absolutely. I think the government perhaps could have been accused of acting a bit slowly, but i think the work that has been done this week is just immense. The chancellor of the exchequer, rishi sunak, announced a raft of new measures yesterday to help people who have lost their income due to coronavirus. But some people are still saying they dont go far enough. Paul lewis has been looking at the fine print for radio as money box. And, like many of us, paul is self isolating. We canjoin him now from his home. What have you gathered from this massive, unprecedented announcement that we got from the chancellor yesterday . Yes, absolutely. Although iamat yesterday . Yes, absolutely. Although i am at home, i have dress up for you. I talked to the treasury last night, and the job you. I talked to the treasury last night, and theJob Retention scheme will pay 80 of wages, as you have heard, but up to a very high limit. This will apply to people earning up to £37,600 a year, so it really is a big scheme and it will apply to the great majority of the population. Also, to cope with what we call gig workers, people who have variable rate of earning, if they are paid through the paye system, then their wages will also be covered at 80 , and it will be what they earned in february. We are still awaiting the fine detail of that, but that is my understanding from the treasury, what you were paid in february. It will be backdated to march one, so ifan will be backdated to march one, so if an employer has told people to go home and not work, he or she will be able to get the money back to march one. As you said earlier, nothing like this has ever been seen before. It is certainly historic. We are trying to get some more detail. What about rent for those who are renting . Yes, when you are on benefits, the amount of rent you get is complicated, needless to say. But it is being changed. They are really undoing the cuts in the helpful rent that go back to 2012, when the amount of help you get was cut. In future, from the 6th of april, you will be able to get enough rent to pay 30 of the rent in yourarea, so enough rent to pay 30 of the rent in your area, so a 30 of the properties in your area will be available to you on full rent. If you available to you on full rent. If yu pay available to you on full rent. If you pay more than that, you will get up you pay more than that, you will get up to that limit. It used to be like that. It has been cut and cut, and those are all being undone. For example, a flat in manchester for one person, a one bedroom flat, that might see rent go up by £30. Typically over the country, a bit less tha n typically over the country, a bit less than that. Everywhere is different. It is a big change. A big change, and people are adjusting to this. The chancellor was very clear that, if needs be, this will go on for a longer period than has first been set out. Yes, there are different periods for different measures. Initially mainly for three months, and there are changes in universal credit as well, and tax credits if people are still on them. The basic allowance for the individual is going up by about 27 . So it will go up from roughly £7a, up so it will go up from roughly £7a, up to Something Like £95 a week. But isa up to Something Like £95 a week. But is a big change, and that will apply from the 6th of april, and willjust be for the claimant, if you like. It wont be any change for their family, and not for disability or anything, those will still be added on. But that is another big increase for people on universal credit. Another £20 a week extra. In a moment, well speak to a retail analyst about what the supermarkets are doing to combat panic buying. First, the bbcs phil mackie has been to birmingham wholesale markets where retailers, large and small, find their stock. It isa it is a vital part of the supply chain. Birmingham wholesale markets provides businesses with groceries, and it is busier than ever. Dont worry, there should be plenty to go around. People think there is nothing they can get, but we say dont worry, we have got enough stock, we will supply you. No need to panic. Fresh fruit and vegetables arrives here every day from the docks and airports, and although there has been nothing arriving from italy, there has been no disruption from anywhere else. It opens every morning at aam, and has been even busier than the pre christmas rush. There is still tonnes of fruit and veg at the moment, there is no danger to the food supply. We have come towards the end of the day to maintain social distancing, but there is a massive demand at the moment. Look at these flowers for sale. They are just not going at the moment. This particular industry has been affected because these are not regarded as essential, even though it is mothering sunday. Back there, those boxes were originally destined for italy. They have not been sold here, so the chances are they will just go in the bin. Very, very tough. Weddings are being cancelled, funerals are being cancelled. It is very tough for the whole industry. The fish markets here too, the difference is that some prices are up, especially where trade is done in us dollars, but again, there is no shortage of supplies. We are open as normal, we are here to supply, not just at the midlands but the nation as a whole. Birmingham is open for business. They get fruit and veg here from 112 countries, including some whose economies are really struggling as a result of the outbreak. We are in it together. You are getting people are growers in spain at the moment, the soft fruit season, they have got to pick it, it is going on the trees. They have to pick it, and they have got to get it through to us. If they dont, be an even bigger collapse on their economy than is already happening through the financial world. There may be shortages in the shops, but plenty of food are still getting into the country. The messages, dont buy more than you need or you will end up throwing it away. When people stop panic buying, deliveries should quickly get back to normal. Lets talk about this more. Joining us now is gordon fletcher, director of business at the university of salford. Good morning to you. Could you share your expertise, a lot of people are concerned about the pictures of the empty shelves caused by panic buying. Take us through the process by which the supermarkets now are trying to address this problem. Well, it is a complex issue, but your earlier piece helps to stress the point, you know, the supplies are there. It is really the fact that it are there. It is really the fact thatitis are there. It is really the fact that it is unexpected demand that the supermarkets are experiencing. They are incredibly good at meeting our normal day to day demands. This is obviously panic buying, it is not normal demand. As a consequence, they have not had preparation for that. Continuous panic buying simply does not allow that correction to happen. What we are seeing is a compounding of the situation, and empty shelves make more people anxious, and make more people go panic buying. Of course, the first item that was most evident was the biggest item in a sense that you see on shelves in terms of toilet paper. Whole aisles empty simply because whole aisles are taken over by toilet paper. And it has had a Snowball Effect as a consequence. The supermarkets themselves are capable of delivering. It is a case of people being more sensible and a little bit more paste in terms of their purchasing. That will allow their purchasing. That will allow the correction to happen, particularly with the larger supermarket chains. Supermarkets now are working together, how much difference will that make . Well, a number of decisions that the supermarkets have made, obviously the decisions for some supermarkets to limit the number of items across the board is a good way of forestalling panic buying on particular products. By working together, they can have increased efficiency in the supply chain, so they can go back up to all of those businesses that supply to be able to perhaps identify where there is the biggest demand, but equally, where perhaps there is anything that needs to be supplied urgently they can manage that more broadly. The more they Work Together, the bigger the capacity, the bigger the ability to fill shelves. Talk us through a bit of the psychology of panic buying. Some people talk macro suggest that by even talking about panic buying, you encourage panic buying. But to discourage people, the government needs to send out messages. Yes. Again, if we look at what has happened with the toilet paper, it really has been a case of people perhaps not choosing wisely in terms of their news sources. A number of social media reports implied that all toilet paper came from china, which is not the case. That was one of the triggers. And pictures in newspapers and elsewhere of basket fulls of toilet paper going out of the supermarket doors all contribute to people feeling that they themselves have to go and buy toilet paper. Again, because there have been hiccups in the supply chain, because of the unprecedented demand, people are seeing that visually in supermarkets. They then come to believe that there is a shortage further up the supply chain, whereas in the majority of cases that is not the case. Thank you for your time this morning. We have been very clear as a government throughout this that we would follow the medical advice and what the medical advice has said is that it is all about taking the right measure at the right time. We are urging people, please, not only to look after their own health but to look after their own health but to look after the health of the community and also the nhs and the people do need to follow this guidance. It is from our leading medical and scientific experts will drop not listen to any other fake news on social media for that there is very clear that guidance that the government is acting on and the public need to act on it as well. How will you sure this is adhered to . We are clear in the guidance. Obviously, in terms of pubs, restau ra nts a nd obviously, in terms of pubs, restaurants and so forth, they have clear instructions to close. We are also taking measures to support people and you mentioned that in your introduction through the statement that the chancellor made yesterday. An unprecedented set of measures to support our economy because we do recognise the challenges there will be for people during this time and that is why we set out the announcements in terms of the support for wages yesterday but also the coordinated action we have taken, along with the bank of england, to support our businesses as we get through what is a Health Emergency but it clearly has economic implications as well. Very useful for you this morning, economic implications as well. Very usefulfor you this morning, asked to pick up on some of the questions people are asking us on those decisions will not lets concentrate first on those who are on paye. Anyone on paye will be part of this 80 salary guarantee. If i may one ask, if people have already been made redundant, they were on paye, are they entitled to this part of the package announced . Are they entitled to this part of the package announced . Yes because it is backdated so the chancellor was clear in his statement on that. What we are saying to Business Owners is, the government will stand with you, behind you, but we need you to stand behind your workers. We have been working with the tuc, we have been working with the tuc, we have been working with the business groups, this has been a package thats been warmly received. The leader of the tuc said it showed real leadership and as you say, it is the people who get paye. They will be supported through this. Eitherfor will be supported through this. Either for those who stay at home or people continue working if they are key workers but it is a support package so that businesses can stand by their workers. If you are one of those people who have already been made redundant, is that your response ability to contact your former employer to ask them what the situation is or is it the responsibility of the employer to contact the person who is orally ready been made redundant . We are working with Business Leaders. Bats already been made redundant. We have been discussion with the banks about them showing forbearance was that this is part of a wider set of measures put up with we announced on tuesday £330 million of loans. The bank of ink and also made measures such as the reduction of Interest Rates to the reduction of 0. 1 for that we are taking a whole series of measures, building out is what we set out in the budget last week to support businesses, whether that is through business rate relief, for a year, whether it is by deferring tax payments, whether it is grants, so some businesses will qualify for the £10,000 grant or the £25,000 grant but i recognise it can be confusing with all these different measures all happening at pace. One of the things the government will be doing in the coming days is having a big Communication Campaign to communicate what is on offer as Business Owners take these decisions. You made the point yourself, there is a lot of confusion. Can you go back to the question i asked about someone who might be watching this morning who has already been made redundant, was on paye, are they to contact their employer or is it the onus on the employer or is it the onus on the employer to contact that person and tell them that they are no longer made redundant and are back on the payroll . Which way round as it . think there will be a degree of both. What we are speaking directly to the Business Owners. We are putting in place measures to support you as you take your decisions to ensure that the banks and support you through the forbearance. Taking measures in terms of tax to defer that, support in terms of Business Rates, we have also put measures in and things like grants, targeted at specific businesses so there is a range of measures to Business Owners to support them because we know this isa to support them because we know this is a very worrying time for many businesses and we want the Business Owners to support their workers and thatis owners to support their workers and that is why we are working with them in order to enable them to do so. We spoke earlier to the National Federation of Small Businesses and you mentioned grants, which are clearly key, they say cash as the immediate problem. How many grants have so far been paid to companies . I dont have the precise figure because we are working at a remarkable pace within government to roll out what are unprecedented schemes to reflect the Health Emergency that we face. This is a national challenge. These are unprecedented measures that we are setting out. So very tight timeline. What were trying to do is work with operational structures that are in place. That is why many of the emotions, for example, the increase in the safety net which were also rolling out, the increase in universal credit to raise that standard allowance so the better welfare safety net, using operationally what is already in place was not the wage support scheme is a new scheme which we are having to put in. That will take as a few weeks to do so but whilst we are doing that, we will also have the package of loans. The £5 million loa ns the package of loans. The £5 million loans that are available to businesses should go live monday. That will be a loans that businesses can that will be a loans that businesses ca n a ccess that will be a loans that businesses can access up to £5 million to tide them over and then other measures such as the deferral of tax, where for example a company has already collected the attacks ready to pay, that will be tax that they have ready to spot them through the coming days. Collected these tax already. Have any of the grants already. Have any of the grants already been paid . We understand the principles people are saying, but as of monday we are struggling with cash. Im just curious to whether any grants have already been successfully paid any grants have already been successfully pa id to any grants have already been successfully paid to any companies . We are rolling those out through the local authorities will stop it is only ten days since the budget itself. We had further measures announced in terms of raising the gra nts announced in terms of raising the grants on tuesday to £10,000 and £25,000 and further measures there. We are working with Business Leaders to do that but the immediate way of supporting businesses has been through the clear signalling from the bank of england governor in terms of base rates coming down but also the forbearance that businesses, banks have been asked to show whilst we go through what is a cash flow issue for many. If i may, we will now turn to self employment for that we are getting a great many e mails this morning for doc and i read one for you . Someone says, my husband has been running a Small Business for 30 years for he is self employed. We have tried to contact the Business Team at our bank but cant get through to anyone. Just left waiting and hoping that we can speak to someone for doc no one answers, we are running out of money, we have asked our children to buy and deliver ourfood of money, we have asked our children to buy and deliver our food this week. The self employed are being treated as second or even third class citizens. How do you respond . It is heartbreaking to hear of that concern and what they are going through. I very much recognise it, we are in an unprecedented situation with the Health Emergency we face and we are doing all we can, working, as i say, across political parties, with the tuc, with Business Leaders, working across the uk, with the scottish covenant, the Welsh Government and the Northern Ireland executive, to respond. The specific things that we have done for the self employed, we took measures for example to defer the Self Assessment payment that was due injuly, we have taken measures on either a 35 to delay that, we are taking measures on things such as mortgage or rent. The main thing we have also done is strengthen the safety net in welfare. For example, the minimum income floor that would mean self employed people who worked fewer than 35 hours would see that penalised in their benefits claimant, we have not only increased the allowance under universal credit bya the allowance under universal credit by a week, £1000 a year, not only increased that, we have made available from day one. We have made it easier to access but we have also reduced or removed rather at the minimum income floor so it doesnt matter whether people are working fewer than 35 hours. This one from john, i would like your thoughts on this, he says his daughter is a talented, well regarded freelancer in the television industry. Up until monday, she had one year is like a work plan. Come has ended all that. She has no work. Herfuture looks bleak. Whilst a colleague, junior to her, on an adjacent desk last monday, had her salary underwritten by government to 2500 a month because she was on staff. The inequity that seems very unfair. There are difference in the way people pay tax as well depending on employment and self employed contracts but the underlying principle is two points. What we recognise is these were viable businesses before this Health Emergency and they will be viable businesses after this and what we need to do is support the economy as we bridge that gap. That will be obviously crucial in terms of the self employed being able to come back. My apologies, just keen that we get through one of two of these thoughts. Is the government reconsidering the steps you are taking in relation to the self employed, given the reaction at that you must be aware of from the self employed that they are being left out of this equation . That those people who are self employed, if you have a guaranteed job, the government is guaranteeing the salary up to 80 but if you are self employed you are going to get £9a 25 a week, £377 a month and that is not something a family can live on . Firstly, as i say, we are continuing to listen to business groups, the self employed, to parliamentary colleagues. Of course we are. The point i was raising a memo ago was commie you are criticising because you are saying the deployment of some of these schemes had not been moving quickly enough. Because of what we have been designing is to work with operationally what is deliverable too, as you say, a very pressing timescale for the top part of the reason why the support package is there for the employed is that we can do that through the paye system. In terms of the self employed, there are various other things we have been doing for doc ive touched on a few of those. Also, strengthening the safety net as well because that is one of the fundamental issues of concern and making that safety net stronger. Is there a mechanism that you may look at as a government, three hmrc, because self employed people. Hmrc knows how much they earn. A lot of people are suggesting, given those figures, can there not be a calculation made on there not be a calculation made on the basis of what they would have been earning but the coronavirus but the coronavirus that you could then make to them . We will continue to listen and engage across the board but we have taken unprecedented measures with the announcement yesterday. Building on also the package of measures that we set out on tuesday which was in addition to the £30 billion fiscal stimulus we set out in the budget. So, a huge amount has been done to support the economy. We are working with banks, for example, of those self employed as to forbearance so that they can get through the cash flow challenge. Looking at specific issues such as tax flexibility to support them as well so there is a range of measures that have been set up. There will be a big Communication Campaign in the coming days to explain that to support but the best way forward is to support the best way forward is to support the economy as a whole because we have many viable businesses making decisions over the coming days and i have a clear message to the owners of those businesses to stand behind your because the government will behind you. Stephen barclay, just as a final thought, if you are directly messaging the southern pride, would you say there are likely to be further measures ahead . We continue to listen but what im saying is that we have taken an unprecedented set of measures, both in the budget and on tuesday and friday, in conjunction with measures coordinated with the governor, in terms of banks with the flexibility we need them to show, to supports individuals with mortgages and rent so there is an unprecedented range of measures we have taken. Of course, we continue to listen to all parties but the key thing is to support our economy through this period whilst also strengthening the net in terms of the significant spending that has been made on welfare to support people as well. Usually, we would be buzzing and full of lovely cakes and cups of tea and coffee and scones. We decided to close our doors on thursday and it was one of the hardest things i think i have ever actually had to do since owning this business. The government arent saying to stay at home for fun. They are trying to do it in the best of everyones interest so when i put the sign in the window, i had a little tear in my eye and a lump in my throat and i had to call my mum. So, since we closed our doors, i had to ring all our customers who had made bookings for mothers day. Because i felt so awful cancelling all the bookings, people have booked months in advance, i asked everybody if they would be interested in a Delivery Service of afternoon teas. So, weve got lots of deliveries, nice boxed up afternoon teas which are made fresh on the morning. We are going to box them up, label them, pop them in our cars and then take them to all the mummys and grandmothers who are stuck at home and then the idea is, they are then going to facetime or call their daughter or son and then they also have the afternoon tea so they are having like a virtual afternoon tea, if that is such a thing, im not sure. But anyway, it should be lovely. Usually, on a mothers day weekend, we probably have maybe about 70 so bookings but the cancellations have all been booked for deliveries and then i have had more on top so this weekend we have nearly 160 deliveries to do which will keep me out of mischief. My customers at the shop are incredibly loyal. Theyre wonderful, they have been with me for the nearly six years that we have been open and they have been nothing but supportive. Over the last few weeks, i think they can see the stress it is having on all businesses, notjust mine, and they have been nothing but positive. They have been offering to do deliveries for me, looking for loaves of bread for me, anything they can do to help to see a Small Business and such a big part of the Community Like this tea room is, they dont want it to go so they are offering to do anything to help me so that we can carry on. My brother in the afternoon is going to take some food over but we will be a safe distance away but it is not going to stop as seeing each other. Your mum obviously knows about this plan, she feel about it, not being able to be with her children tomorrow . You know, we have had a really honest discussion that we understand this is going to go on for two or three months, probably longer, so they have been really good. They have been self isolating nowt since late monday and they are doing really well. Things are going to going to have to change, we are going to learn each day how it goes and what we are going to do differently but spirits are really high. Give me an idea of how things are going to work out differently . In the way youre going to be able to communicate and keep up to date with what is happening . We have set up a family Whatsapp Group and we are trying to teach my dad how to use video messaging through facetime. How is that going . We are getting there but, you know, they are very sociable people. My dad loves his luton town football club, he goes there every week, so not being up to socialise is going to be tricky but i think the video messaging is good. People can still pop around, they can talk from the front door, we have chairs, it is just going to have chairs, it is just going to have to be different. It is interesting, isnt it . So many people will be relating to you about trying to teach their parents about technology or often, the parents know more about the technology, but often it is the other way round, too. Families are now trying to figure out how you divvy up making sure attention is given and care is known, that parents know their children care. Yes, my parents are close, we got a big Family Networks was not my mother in law lives an hour away so we have got to work out a way to support her as well and they dont use internet or social media so we have got to try and think about things differently. I would only be able to go and do a food shop for my parents at lunchtime during my lunch break but by the time im getting to the supermarket theres not much food left so again, we are planning, thinking about doing it differently but i think social media is a key but i think social media is a key but we have to appreciate that not everybody has access to that. Making sure that people are ok is going be tricky. So, we saw a picture of your mum there. You said right at the start of this interview that you have got a bottle of wine, her favourite red wine there, so im assuming you will be toasting across the garden windows . Of course. It wouldnt be a family get together if there wasnt a bit of alcohol floating, especially the red wine. Got to keep her stocks up because she doesnt like drinking. Tens of thousands of businesses close after the Government Orders an unprecedented shutdown to combat coronavirus. Scared and freaked out. It all feels real all of a sudden. I think people were not taking it so seriously, and now its really become real. In an historic government bailout, workers affected will be paid 80 of their salary, but many, particularly the self employed, are still worried about their future. Country music legend Kenny Rodgers has died aged 81. His family said he passed away peacefully at home. From fast cars to saving lives, formula 1 teams will switch their skills to produce ventilators, urgently needed in the fight against the virus. We have a mainly dry weekend on the way. Our top story radical measures aimed at reducing the spread of coronavirus have come into force across the uk from today. It follows an announcement by the Prime Minister that all public venues, including pubs, re5taurant5, gyms, theatres and cinemas, must close, with the decision set to be reviewed on a monthly basis. For the first time in history, the British Government will help to pay wages. Here on breakfast, were going to talk to Stephen Barclay, chief secretary to the treasury, to find out how those measures will work. Well also get reaction from businesses about how the latest closures will affect them and workers. First, heres our reporter, simonjones with the latest. La5t orders have been called at the pub and nobody knows for how long, from london to birmingham, glasgow to loughborough, to try to halt the spread of the virus. Some manage the final pint before time at the bar. It is good, if it is going to get rid of the virus, then it is understandable. For us english persons especially, we all live for the pubs, i believe, and i think, if the pubs close, then the world isjust going to go insane. Only Takeaway Services will be allowed to continue. The situation will be reviewed each month, but the plea from the Prime Minister is for people to stay at home. You may think that you are invincible, but there is no guarantee that you will get mild symptoms, and you can still be a carrier of the disease and pass it on to others. Normally at night at the weekend, these streets would be full of hundreds of people. Now it feels like a ghost town. Some pubs and restaurants had decided of their own accord to shut before the government announcement. But now all the others have been left with no choice. Workers are facing an uncertain future, though the treasury is telling businesses, it will pay 80 of wages for employees who are not be able to work, up to £2500 a month. The business this week has been pretty much zero. Scary, but i think this is when we need the government the most. Um, im sorry. But there has been criticism that too little has been done for workers who are self employed or on zero hours contract5. A5 drinking and eating out i5 halted, the supermarkets are likely to come under even more pressure to try to cope with panic buying. They are taking on a0,000 new workers to keep the shelves stocked. The Prime Minister says the more effectively we follow the advice to stay at home, the faster the country will stage both an economic and a medical recovery. And to show how much pressure the nhs is under, the Northwick Park hospital in london was forced, for a time, to declare it had run out of Critical Care capacity to treat coronavirus patients. The incident has now been stood down, but the belief is that stopping us from socialising will help save lives. Simon jones, bbc news. Our Business Correspondent katy austin is in Leicester Square in Central London. Katy, give us an idea of the scale of the leisure and hospitality sector thats just been closed down. Good morning. Iam in Leicester Square, normally a buzzing area on a friday and saturday night as people go to the theatre, musicals, that is a sector that brings in nearly £800 million a year here in the west end. It is not just million a year here in the west end. It is notjust theatres that will now be quiet, losing lots of revenue, as they have to shut down. There are also pubs, restaurants bars, and that is an industry that you will see up and down the country, not just in you will see up and down the country, notjust in london, hundreds of thousands of people work in those hospitalityjobs. Earlier in the week we had already seen warnings that there were so many jobs at risk if these firms went out of business, if people are just not going through the doors because of the virus threat. Many were staying open and losing lots of money. Now the government has told them to shut down, and that provides them with a sense of direction, a sense of what to do. But there were concerns that that could result in a wave of redundancies, which nobody wants to see. The government has stepped in with this massive package to try to protect jobs, paying a with this massive package to try to protectjobs, paying a large contribution for wages for people who will have no job to do whilst the hospitality sector goes into hibernation. That will be welcomed, but will it protect all jobs . Hibernation. That will be welcomed, but will it protect alljobs . You definitely cant say that for sure at the moment, and there is some uncertainty about what happens after the three months at the government said it will initially help to pay those wages. We know things will be kept under review. There is also a little more help for self employed people with the benefit system, and some help with not having to pay certain taxes. But there is concern over whether that goes far enough. People in the Creative Industries in the west end will be amongst those self employed people who will be concerned about their future. And some people have said the important thing is speed, measures coming in to protect jobs thing is speed, measures coming in to protectjobs and boost businesses have to come in quickly to prevent further damage. Extraordinary sums of money committed yesterday, but questions remain, mainly about cash, how quickly cash will reach companies, and also issues around the self employed. And also issues around the selfemployed. Yes, this is a massive move that the government has made. Mps massive move that the government has made. Mp5 of all parties are hugely recognising that. The principle of paying wages to support the economy has been widely welcomed at westminster. The level at which it has been set, that 80 , that was broadly in line with what some parties were saying they would want to see. For labour it was a minimum, they would like to see more done on things like statutory sick pay. But the big concern among mps things like statutory sick pay. But the big concern among mp5 is what happens with the self employed. The main safety net for them at the moment is claiming universal credit. Speaking to some mps this morning, there is a feeling that more perhaps is needed, that they are a hard group to support, and that more is needed. The chief secretary to the treasury, Stephen Barclay, was asked by this programme is more would be forthcoming from the government. We have ta ken forthcoming from the government. We have taken an unprecedented set of measures, both in the budget on tuesday and friday, in conjunction with measures coordinated with the bank of england, with the governor. Supermarkets have gone on a hiring spree as part of their battle to cope with the huge demand caused by the Coronavirus Crisis. Tesco, asda, aldi, and lidl say they will hire thousands of staff after shoppers left shelves empty. The major Food Retailers have also placed limits on what shoppers can buy. Germanys largest state bavaria, has become the first in the country to impose severe new restrictions on movement. Damian mcguinness is in berlin. Damian, whats the situation there . I understand it is the first state to impose these restrictions. Maybe some conflict over whether the whole country should be doing this. Yes, thats right. These are unprecedented measures. What we are seeing in bavaria right now, people are not allowed to leave their homes u nless are not allowed to leave their homes unless they are going to work, or getting essential provisions, or going to the doctor. Most other activities are banned. People could be fined if they are seen to be gathering outside, or loitering outside without good reason. Even legislation has now been put through that if someone knows they are infected with coronavirus and still flouts these restrictions, they could face a prison sentence. These are extreme measures. Now the debate is whether that should be spread across germany because, of course, the federal system there means there are different the federal system there means there a re different rules the federal system there means there are different rules in different parts of the country. Tomorrow, Angela Merkel will meet the leaders of the regions, and they will decide ifa of the regions, and they will decide if a nationwide ban on going outside is going to be enforced. It is pretty controversial because there are some leaders of certain regions who say that is not effective, and it is too much. There is little consensus really within the leaders in germany, but what is clear is that most people do support the measures so far. What we are seeing in bavaria this morning, very few people on the streets. The chancellor has announced that the government will pay 80 of wages for businesses which have been forced to close. But many self employed people are still facing an uncertain future. Robin is a driving instructor. You are self employed, how does it work normally . Yes, driving instructors are self employed. Some franchise their cars, others own their own cars, but theres about a0,000 of us that are self employed. Cars, but theres about a0,000 of us that are selfemployed. Tell us about how things are looking for you immediately . Things look very bleak for this industry at the moment. Yesterday, hundreds of thousands of learner drivers were informed that their driving tests were cancelled for three months because it is not possible for a driving test examiner to practice social distancing in a car. It also in the same breath they said it was ok to go out for driving lessons with their instructors. Basically, driving instructors dont know what we should be doing. If it is okfor us know what we should be doing. If it is ok for us to teach our learners, why can an examiner not go out on a driving test . All the driving test have been cancelled, so all the learners want to cancel their lessons, and some are vulnerable. You know, a lot of them have lost theirjobs. It is a very difficult situation at the moment. You will be reflecting the situation of a lot of self employed people so far. What will happen to you, in terms of either earning money, in the absence of earning money, what else . From what i understand, although Boris Johnson has said that he will protect the workers, and he does appear to be protecting workers very, very well, guaranteeing 80 of their pay, but he is not helping the self employed workers of the country. We have been told it will be statutory sick pay, or universal credit, which, if you are lucky, amounts to £90 a week. I have seen mps admit they could not live on that sort of money. If the rest of the country are having their wages guaranteed, why are we not having 80 of our salaries guaranteed . thatis 80 of our salaries guaranteed . that is the situation, what will it be like for you and your family . Well, it is the end, you know . You have instructors out there, i am quite fortunate in that i own my vehicle. There are instructors out there who are on franchise agreements that are £200 plus a week. Nothing has been announced for help on those. You know, i am lucky because i own my car. Whether i still own my car at the end of this, you know, we realise these are unprecedented times. We dont expect to be the front of the queue, we are not essential workers, and the government has got such a difficult job on its hands. But wejust feel that we keep getting thrown under the bus and kicked into the long grass. Nobody is discussing self employed workers. It is not just driving instructors. How can a Beauty Therapist carry on with her work and practice social distancing . So many of us are being forced to stop work. I know a lot of driving instructors would actually like guidance from government, if it is not ok for guidance from government, if it is not okforan guidance from government, if it is not ok for an examiner to sit next toa not ok for an examiner to sit next to a learner, how is it ok for us to sit next to them for two hours . Tell us how you feel the announcement has so far been received. Good morning. As you say, unprecedented times. I think the chancellor did absolutely the right thing. He sat down, he talked to unions, he talked to employers, and the key focus was how to support hundreds of thousands of people out there, whether they work in hotels, restaurants, airports, factories, how can we give them reassurance that their jobs will factories, how can we give them reassurance that theirjobs will be safe . Reassurance that theirjobs will be safe . I think this package goes a long way hopefully to giving people those reassurances. The key thing is now that employers stand by their staff and dont make redundancies, and follow the leader of the government. It is notjob over. As you just heard there, we will continue to push hard for the self employed, many of whom are members in the entertainment industry, or a range of other professions. We do have to acknowledge that this is a vital package of support, and one that will bring comfort to families up and down the country. will bring comfort to families up and down the country. I mentioned that this has been a collegiate effort, it is cross party and across industries. What indication did you get that this is necessary, of course unprecedented, but as you see the kickbacks from the self employed, who feel that they are at the end of the queue in terms of help, what filling do you get, or did you get because you were part of these conversations, that there will be further measures . That there is a need for further measures to be announced . Need for further measures to be announced . The government acknowledges that this cant be the end of packages of support. The key thing is to keep these conversations going, and keep identifying where the pressure points are. We sat down with the treasury, with the department of business to make the case that there were hundreds of thousands of people in tens of thousands of people in tens of thousands of people in tens of thousands of businesses and organisations up and down the country that face an uncertain future over the next few months. The government has taken action. We will continue to press not only for a package for the self employed, but also on things like sick pay, on leave for parents who have to look after children because schools have been shut, we are all going to have to Work Together over the coming weeks, months, and know that the government is listening. It is our government is listening. It is our government at the tuc to make sure that we are bringing concerns right into the heart of government. What seems realistic, when you have got 5 million freelancers in the uk, when you are pushing for a package, i suppose we are trying to offer some kind of hope and clarity and security to those who really are feeling neglected, but what is a realistic looking package. What would you be pushing for . What would you have said is a realistic package before the announcement yesterday customer we have got to be guided by principles, and the key principle for me is that people should not be out of pocket during this Public Health crisis. We want people to follow Public Health advice, to practice self isolation. I dont wa nt practice self isolation. I dont want anybody weighing up whether or not they go into work or try to go to work, or follow the Public Health advice. It is important that we support everyone at work in this country. The government has shown that they are listening and we will continue to press them. We have been working closely with our unions that represent self employed people, but also the federation of Small Businesses that represent lots of the self employed. This is partnership work, i think, and at its best it shows the value that unions can bring to the table. I am proud of what we have achieved so far, but we have got a lot more to do. What has been the effect on you . It is an absolute mess at the moment. No one really knows what is going on. We have been working really, really hard these past two years, and now we dont get to co m plete past two years, and now we dont get to complete the exam is for that final push. It is a really worrying time, and no one knows how we will get our exam grades. The process has been outlined, but that doesnt give any of us any comfort because now our exam results are relying on internal tracking, not on our progress for the actual exam. So it isa progress for the actual exam. So it is a worrying time for a lot of us. We have nothing to do, we have packed up our a level revision, and we are out of something to do. It is a really concerning time for us all. Listening to what jamie is saying there, can you explain how this decision has been made, and almost justify why this decision has been made to assess and award examination results in this way . Yes, i think so. Even at the start of the week, there was a feeling that it might be possible to run some kind of examination system, even if it was a fairly skeletal one, so you might prioritise a levels and gcses. By wednesday, just looking at where this virus is going to be and where the epicentre is going to be, it is going to fall right in the exam season. So even if you did try to run an exam season, you might have some students who could sit all of theirexams, some students who could sit all of their exams, some who sit some exams, and some who sat no exams, so that would be much harder and ultimately more unfair because you would be trying to make a judgment between a child who had done all theirexams, and a between a child who had done all their exams, and a child who had done none. So the decision to run their exams at all, it has caused huge anguish for young people and their parents, but there is a sense that what we can now do is to say to all of those people what can we do in orderto make all of those people what can we do in order to make amends customer and thatis in order to make amends customer and that is the bit we will now Start Talking about. But what about those, children are told this is the ultimate thing, this determines their future and there are some pupils who do brilliantly at exams, some who excel at that point, and perhaps have missed out on grace they would have got because their strengths are not being acknowledged . Yes, this is a crisis not of anyone s making, so all we can do is our best. What i would say first of all is that we have the most examined children in europe. We endlessly test children. For example, the young people who were going to do their gcse , they will have been tested at key stage two, the year six tests, and then you will have all the internal data. Jamie, justa will have all the internal data. Jamie, just a thought from you, from my point of view i think of myself, i know you are saying it feels like the learning was wasted, but i think a lot of people would say it is not wasted, you have done lots of work and that will stand you in good stead in the future. But to a degree, that is not of great comfort because you dont get the exams, but what is the plan . What do you want to do next . Because it will happen. What is your plan . A lot of our teachers have told us we will continue teaching the rest of the specification, just so you can have that knowledge. That is comforting at this time. Whenever we are sat at home with little to do, some teachers are continuing to provide resources and materials. That enables us to continue our learning, which is really positive. So we will have that learning for the future. But until the coronavirus passes, we have little else to do besides what the teachers are currently giving us, with our end goal being at university in september. The equipment will cost about £185,000. And closer to home ipswich town are the latest club to make their facilities available for local nhs staff. This has forced a slightly older generation to embrace the technology thats out there to bring people together. It brings the class into my home and it feels very social indeed and i am also mighty proud of the steps i have made. If you want to ramp up the pace of it you can even join an online disco dance class, complete with a glitter ball. Again, the video social networking up here is free and it gives you so much freedom to party with new friends. And you get to exercise of course too. But you might want to just exercise alone and if you write down different disciplines on a piece of paper, put them around your lounge, you have your own circuit class. We asked this in a survey couple of years ago and mums wanted one to three hours to themselves, that might be a little more now. One a mumsnet user says normally she asked for flowers and chocolate but this year on the top of her wish list is loo roll and anti back wipes so the presents are a little bit different but time would be brilliant. A lot of people are planning on having get togethers anyway so buying re sta u ra nt get togethers anyway so buying restaurant vouchers and afternoon teas are not having them right now about waiting a couple of months or till the end of the year when it is safe and are still able to meet up then.
