Hello, im kasia madera, this is outside source with the latest on the coronavirus for viewers in the uk and around the world. The british Prime Minister announces strict new curbs on life in the uk to tackle the virus. I urge you, at this moment of national emergency, to stay at home, protect our nhs, and save lives. Spain records its highest daily death toll so far. But deaths in italy have dropped for the second day in a row, as it enters tougher lockdown. Meanwhile, the head of the World Health Organisation is warning that the coronavirus pandemic is rapidly accelerating. To win, we need to attack the virus with aggressive and
targeted tactics. Testing every suspected case. In the us, efforts to pass a 1 trillion rescue package for the us economy have failed for a second straight day senators had said a deal was near. And new containment measures come into effect in australia several states have closed their borders. The Prime Minister, borisjohnson, has just delivered a message to the nation from inside number 10 downing street. Hes announced that, with immediate effect, people will only be allowed to leave their home for very limited purposes. He says the police will have the power to enforce these stricter rules. Heres mrjohnsons address in full. Good evening. The coronavirus is the biggest threat this country has faced for decades and this country is not alone. All over the world, we are seeing the devastating impact of this invisible killer. So tonight, i want to update you on the latest steps we are taking to fight the disease and what you can do to help. I want to begin by reminding you why the uk has been taking the approach that we have. Without a Huge National effort to halt the growth of this virus, there will come a moment when no Health Service in the world could possibly cope. Because there wont be enough ventilators, enough intensive care beds, enough doctors and nurses. And as we have seen elsewhere in other countries that also have fantastic health systems, that is the moment of real danger. To put it simply, if too many people become seriously unwell at one time,
the nhs will be unable to handle it. Meaning more people are likely to die, notjust from coronavirus, but from other illnesses as well. So it is vital to slow the spread of the disease. Because that is the way we reduce the number of people needing hospital treatment at any one time, so we can protect the nhs ability to cope and save more lives. And that is why we have been asking people to stay at home during this pandemic. And though huge numbers are complying, and i thank you all, the time has now come for us all to do more. From this evening, i must give the british people are very simple instruction. You must stay at home. Because the critical thing we must do to stop the disease spreading between households,
that is why people will only be allowed to leave their home for the following, very limited purposes. Shopping, for basic necessities as infrequently as possible. One form of exercise a day, for example run, walk or cycle alone or with members of your household. Any medical need to provide care or to help the vulnerable person. And travelling to and from work, but only where this is absolutely necessary and cannot be done from home. That is all. These are the only reasons you should leave your home. You should not be meeting friends. If your friends ask you to meet, you should say no. You should not be meeting family members who do not live in your home, you should not be going shopping, except for essentials like food and medicine. And you should do this as little as you can. And use Food Delivery Services where you can. If you dont follow the rules, the police will have the powers to enforce them, including through fines and dispersing gatherings. To ensure compliance with the governments instruction to stay at home, we will immediately close all shops selling nonessential goods, including clothing and Electronics Stores and other premises, including libraries, playgrounds and outdoor gyms and places of worship. We will stop all gatherings of more than two people in public, excluding people you live with. And we will stop all social events including weddings, baptisms and other ceremonies, but excluding funerals. Parks will remain open for exercise, but gatherings will be dispersed. No Prime Minister wants to enact measures like this. I know the damage that this disruption is doing and will
do to peoples lives, to their businesses and to theirjobs. And that is why we have produced a huge and unprecedented programme of support, both for workers and business. And i can assure you, we will keep these restrictions under constant review. We will look again in three weeks and relax them if the evidence shows we are able to. But at present, there are just no easy options. The way ahead is hard and it is still true that many lives will sadly be lost. And yet, it is also true that there is a clear way through. Day by day, we are strengthening our amazing nhs with 7500 former clinicians now coming back to the service. With the time you buy
by simply staying at home, we are increasing our stocks of equipment, accelerating our search for treatment, pioneering work on a vaccine and we are buying millions of testing kits that will enable us to turn the tide on this invisible killer. I want to thank everyone who is working flat out to beat the virus. Everyone, from the supermarkets after the transport workers, to the carers, to the nurses and doctors on the front line. But in this fight, we can be in no doubt that each and every one of us is directly enlisted. Each and every one of us is now obliged to join together to halt the spread of this disease, to protect our nhs and to save many, many thousands of lives. And i know that as they have in the past, so many times the people of this country will rise to that challenge and we will come through it stronger than ever. We will beat the coronavirus and we will beat it together. And therefore, i urge you, at this moment of national emergency, to stay at home, protect our nhs and save lives. Thank you. Borisjohnson, the Boris Johnson, the prime borisjohnson, the Prime Minister of the united kingdom, speaking there within the past a0 minutes, outlining those restrictions on people allowed out. He explains that the police will have the means to enforce these measures. These are extremely strict restrictions understandably and the reaction is coming in now. This is the response from the met police the chairman of the metropolitan Police Federation says borisjohnsons statement is, important to say that this reaction from hm chairman of the metropolitan police is just coming from hm chairman of the metropolitan police isjust coming in, and Boris Johnson during his address to the nation saying that the police will have the means to enforce the strict new measures. Vicki young has been monitoring all of this outside number ten downing st. The key, lets start with these measures. A huge step up in what we have been hearing so far. Yes, i mean we have been creeping towards it end yesterday, borisjohnson sounded relu cta nt to yesterday, borisjohnson sounded reluctant to go further, but really giving people a final warning. Now, what ministers have been doing is looking at the data, looking at how many people have been travelling,
for example, how many people have been going to shops on the high street, trying to work out whether people really were taking this seriously enough. I think there were pictures over the weekend beamed around the country of all parts of the country, beaches, snowdonia in wales, the Scottish Highlands and islands, of lots of people travelling to those areas, either to isolate there in second holiday homes or to go there is a bit of a holiday. I think that unarmed people so holiday. I think that unarmed people so much it really made them think people werent doing enough, gathering in large numbers in parks, for example. So really it feels slightly inevitable now that this has happened. So restrictions, things that borisjohnson could never have thought in a million yea rs never have thought in a million years that he would be introducing to this country, and he clearly wa nts to this country, and he clearly wants people to take this seriously. I thought his language, talking about how all of us are now enlisted. He has also previously talked in previous days about his being a wartime government. I think he wants people to realise that if people act together and everyone
follows these instructions, then it can improve matters, while at the same time still warning very starkly that a lot of people are going to die. The key, we also had a Prime Minister theyre saying that the police will have measures to enforce this. We have had a reaction from the chairman of the metropolitan Police Federation, saying that this could lose the goodwill of the public. It is a difficult bridge to cross, when it comes to balancing these two issues. Yes, it is. Yesterday, when borisjohnson was asked about the police being involved, he looked slightly horrified by the idea. He has talked about the uk, as we have seen in other countries, being a liberal democracy. It is not the kind of thing that you do and it is not the kind of thing that you expect to hear. On the other hand, he has talked about us as being at war with this virus, and while people are scared, frightened about this, he is saying that there is something we can do. Now, enforcement. There are
question marks about that. We havent been able to question the panellist about this yet, but there are questions about the powers the police will have. Question the Prime Minister. How do they do this . He talked about breaking up gatherings. Now, you could imagine a scenario where the police wandering past a park and there are people gathering there where they shouldnt be, the police will disperse them. Whether it goes further than that in the coming days and weeks will depend on how people react to this, whether people do adhere to these new rules and go along with them or whether the police will have to get more involved than they would like to. And vicki, when it comes to these strict restrictions, people will want absolute clarity. When he says that travel will only be permitted if it is absolutely necessary , permitted if it is absolutely necessary, say for work, when it cannot be done from home, is this absolutely clear enough, do you think, for members of the public to
apprehend . Well, people have been told about whether they are key workers, essential workers. There is a detailed list that the government put out a few days ago, so people should know whether they are on that list or not. And if they cant do that essential work from home, then they will be allowed to travel. Public transport is still going to continue. There are some issues in london, where they have reduced the number of trains, there example, on the underground and that has resulted in more overcrowding. But that kind of thing should be obvious to people. If it is not, they will have to bring out that the guidelines. Again, all of this is under review. We have seen in other countries throughout europe that they have gradually moved to more strict controls, having to produce paperwork before leaving the house, all of those things, which would still be on the table, but the government doesnt want to go there. They are hoping people will realise how serious the situation is. I a reminder, it is all about making
sure that the national Health Service is not overwhelmed. Because doctors can help people with this illness, but they can only do it if they have the right beds, the right equipment and enough people to do that. Everyone is falling sick at the same time, that becomes a problem, notjust for those with corona barriers, but for those with other illnesses you cannot get the treatment they need. Vicki, thank you so much. Vicki young there outside downing street. A lot of reaction coming in on these new restrictions we have just been hearing about in the past half an hour. There strict new restrictions, under which people will only be allowed to leave their homes. The bbc has been hearing from the Shadow Health secretary, jonathan ashworth. He is. Something did have to change. We are seeing more and more people are sadly losing their lives with this virus and the social distancing measures that the government had announced we re that the government had announced were simply not working. We had seen beaches full of people, parks full
of people and bustling markets. So we we re of people and bustling markets. So we were encouraging the Prime Minister to go there this morning. We called on him to take compulsory action to enforce social distancing and it looks like that is what he has done this evening, so we do support him any drastic measures he has taken tonight. The Prime Minister has said these measures will be enforced. The police will have powers to disperse groups. Are you confident that that is workable . I hope it is, and obviously the panellist as statement tonight has made a lot of announcements, and there are a lot of instructions in there. We do need to understand how this will be enforced and we do need to understand the details of who can actually travel to work and who cant. People are frightened, people are concerned and people just want certainty and clarity, so we welcome what the plan is to have said tonight. It is what we were calling for, that we hope the government can quickly follow it up with the details that families tonight deserve to hear. So some support there from the uk Shadow Healthsecretary. So heres a recap of those new restrictions here in the uk. People will only be allowed to leave their homes for the following reasons shopping for basic necessities, as infrquently as possible. One form of exercise a day you can only do it alone or with other members of your household. You can leave your house for any medical need, or to provide care for a vulnerable person. And you are allowed to travel to and from work but only where this is absolutely necessary and cannot be done from home. We were discussing the key work at restrictions with vicki earlier. For more im joined by professorjohn ashton. Hes a former regional director of Public Health. Hes previously criticised the uk government response as not going far enough. What you make a band thus far . Are they Strong Enough . We must all melt welcome these measures now and get
behind them. We have lost seven weeks. They should have taken place before now and the epidemic is accelerating, but we must welcome the measures now and get behind them and make them stick. What we also now must do though, is to protect the Front Line Health Workers who are at risk. And the director general of the World Health Organization said today that we cannot have an Effective Response u nless cannot have an Effective Response unless the workers are protected. They need protective gear and they need regular testing themselves. And the testing regime has got to be put in place. So those two things are very important. The third thing is that because of the numbers of cases that because of the numbers of cases that are going to come through, the number of deaths that we are going to see over the next couple of weeks, we really have got to mobilise the community because the nhs will not be able to cope and many people are going to have to be nursed at home and many people will
die at home. What we really need to do is to support a Community Groups that have risen up around the country to develop their nursing skills, using Online Platforms like the open university and so on, to support the development of basic nursing skills in the community because a lot of this is going to have to be picked up at home, in towns and villages across the country because there will not be the capacity in the nhs. Actually, because of the lack of protection of staff in the hospitals and the lack of testing, the hospital now are in danger of becoming part of the epidemic. They are in danger of becoming ham contaminated. Because with this whole thing, we have been running to catch up and are always a step behind. As i say, we have got to get the Prime Minister on this
and have got to make this deck. Hopefully, people will accept that. Although there has been a breakdown of trust with the public because of the mixed messages and the lack of transparency and the failure to put the testing in place. Possessor, when it comes to the timing of this, when it comes to the timing of this, when you say that it is too late. When the government was explaining why they went cunning and more strictly with measures initially, it was because they didnt want to see those bags and cases. By doing it now, have they plateaued that spike graft we had been seen recently . think there has been a lot of misleading so called science here. We have seen what has happened in other countries, not least in italy recently, and we have seen also what works to keep this down. We have seen works to keep this down. We have seen how successful south korea has been, but we have been very relu cta nt to been, but we have been very reluctant to learn the lessons from elsewhere and we have rather been obsessed with a narrow perspective coming from academics, when he really needed to be more practical. But at ashton, former regional director of Public Health. Thank you so director of Public Health. Thank you so much for your expertise. Another pa rt so much for your expertise. Another part of the uks response has been getting Personal Protective Equipment to nhs staff in england. Earlier, Britains Health secretary matt hancock has acknowledged earlier the Health Secretary matt hancock acknowledged challenges. Nhs staff have warned that the lack of protective gear was putting them at ri
