accidents. this tells you what the report should look like, how they should be written and what is included. in most situations, within 30 days, you should have had a preliminary -- >> it says that. >> there should have ban preliminary report with a basic statement of facts and circumstantial evidence. i think we can allow the malaysians a certain amount of leeway given they haven't found the plane yet and they have been concerned with working out where the aircraft with is rather than writing preliminary reports. but at some point they are going to have to write that that preliminary report that sets out the facts, the plane took off, this is what happened, this is what we know. that's what we need and need it probability sooner rather than later. >> because it has been more than 30 days, 40 days. what's your reaction to that? do they not have enough definitive information to begin a report? >> i'm sure they don't.
