CNNW CNN Newsroom April 7, 2020

Began today. Madame president , thank you for being with us. Explain to us, louisiana is starting to get a lot of attention, you are in a Smaller Community but you have a crisis in your hand, what is happening . Thank you mr. King and thank you for having us. We have a kricrisis in our hand. We have 366 cases and 24 deaths. The numbers are very alarming. Thats why we have been working very hard with all of our local states and federal officials. We began drivethru testing this morning at our facility in the plus. What i have gathered so far, my numbers from them, we have completed 26 tests within the first hour. And there were about 15 additional cars waiting for testing at 10 00 a. M. Are these the quick tests or tests we have to wait several days for results . These are the quick tests. These are the quick tests and they told me about 36 hours is the turn around time on these tests. 36 on these. You cant understand the scope of this in your community. Some of the experts say when you soo see the number in your screen now, so many people are asymptomatic. How many more testings do you need . We need more testing until there is no demand from our commune. I will make the case for the residents of st. John parish that we continue our ability of testing and so all of the individuals that we have that do have symptoms are a working test. Well continue to make that case everyday and on weekends, the reporting from testing have been problematic. We saw across the region of one day jump more than double a lot of the numbers because there was a backlog in testing. We began to push and say we need accurate numbers. This obviously something new to everyone. And so there was probably some you know, thats what attributed to the backlog in testings and we are watching the numbers everyday to make sure the health and safety of the residents of st. John gets our number one priority. Do you have a better understanding in the sense of this is happening in more dense area and rural county and arkansas, they believe of Church Gathering led to a cluster. Any idea . What we do know is we have more cases than our neighboring parish, my main priority is the safety of our residents. Once we flatten the curve and start seeing the number decrease and our death decrease and those types of things then well take a further dive into understanding why our numbers were so high but right now my number one priority is the health and safety of the residents of st. John and thats what we are working to do everyday. Jaclyn hotard, we are wishing you the best, best of luck in the days ahead. Thank you. Joining me now is dr. Miah. Thank you for being with us. He says keep your foot on the gas when it comes to social distancing and even though he says it is a start to have conversations when we can reopen the economy. He seems a lot more anxious to get there sooner. Where are we today . We are still in a place where social distancing is essential. We are ramping up right now. This is a surge phase that was anticipated based on when we started social distancing. Hopefully in the next few weeks, maybe the next month well see cases decline but that does not mean that we can led up on social distancing or just yet. We have to get this virus completely under control and then we can talk about opening the economy. To preserve and prevent this outbreak from taking off a second time, we have to keep being patience and continue our social distance for quite a while so that we prevent the virus from respreading. People get mixed signals in the sense the model are adjusted. But, they are less pessimistic because researchers are are not getting enough data of whats happening in the united states. And so a couple of weeks ago and couple days ago, they were saying 100 to 150,000, and now with best behavior could be kept to 100,000 or maybe in the 80,000. Thats a horrible number. 82,000 or 83,000 is a whole lot better than 140,000. Lets listen to the general today. He thinks this is working. Thats my expectation. I feel more optimistic again because i am seeing mitigation works. I am so impressed. I know i have said it a couple of times with washington and california and their Public Health officials there should be appla applauded. Theyre giving us the blueprint of how we deal with this and the rest of the country. I believe that well come in under those projections as long as we can continue to do our part for 30 days. The last part i want to ask you about dr. Mina. Continue to do our parts for 30 days. The president and the White House Team put out. He said 30 days. Running through the end of april. The president is clambering behind the scenes to open the economy as soon as possible. Is there any possibility there could be a targeted or a regional reopening at the end of april . Most of those models are based on if you want to keep it to 80,000 now, you have to run it through the end of may, correct . Running through the end of april would be a big mistake to start to open Everything Else again. We are not going to come out with this with a tremendous amount of population immunity. And good thing about social distancing and frankly the good thing that america has really taken it seriously is that it is bringing down the curve of this epidemic to a manageable state by the end of april. But the more, the better we do now, theless population immunity well come out with. Well have to, this is going to be a thought out plan. This virus is not going to extinct or disappear. If we rush and open Everything Else up again in just a few weeks by the end of april. Thatll be a big mistake to do that. We would run a major risk of letting this virus spread rapidly again and i think we are going to have to take a much more measure response and keep social dips distancing and once we get everything calm down, we can start to think about official way to open backup. Again, i cant pick the right word because this is a horrible pandemic. It is better for researchers and professionals like yourself that we have more data available. Some of that does suggest social distancing is working. The rate of intensive care case is dropping. Thats better news. I will not call i good net good. What dont we know . Counties may have one case. The probability of covid19 outbreak, if the county detected one case, tlhere is a growing outbreak underway. So essentially my language on that is if you are someone in a small rural area or in a place thats lucky so far, you see only one case or two cases, oh, we are good. You are probably not, right . If you see one case, the chance of identifying that very one case may be in your town or community are pretty low. So probably the moment you detect your first case is already quite a few additional cases been introduced and reflects with the rvirus like this, there is some level of community spread. Testing i think has been on everyones mind, it has been on the front page of albanys newspaper for mons for months n. We know test regular mains limited. We find data are not complete and we find huge gaps in testings across the united states. Many of the people and majority of the people should be getting tested are not able to get a test still and so we have to be cautious when interpreting data suggesting only one person has been affected infected in a tow. Because of persistent of testing. Dr. Michael mina, thank you very much. Absolutely, thank you, john. Quick break when we come back. The president and the governor of new york both say it is time to think of reopening and getting americans back to work. But when they talk about it, will they do it . Very different. Lets move forward and get our country open as soon as we can. I think it is fwoigoing to be sr than people think. Again, light at the end of the tunnel. Some experts think the president may be getting ahead of the science. Will the economy be going again . The new york governor this last hour. We have to start planning restarting life, we are not there yet. But, we have to restart the economy. We have to start a system thats shutdown abruptly. We need to start to plan to that. Dana bash is joining us now. Same goal but different goal, the president the and the governand the governor. The way they are communicating them and expressing them. But, look, there is no public leader in this country whether it is the president or governor s or mayors who dont share that goal. Of course they want to open the economy and reopen this society thats shutdown by the government. The issue is how do you get there . One of the things that the president is being told and i spoke to somebody who was communicating with him this morning is testing, testing. The president continues to come out everyday and say how great the testing is. Yes. The testing is much better than it was a couple of weeks ago or even a month ago but it is not there yet when you look at the goal that everybody has which is to reopen. It is important to do it properly health wise. The number of testings available is not close to meeting that goal of reopening and reaccepting restauranreaccepope restaurants and schools and getting people back to work. By number is correct but by per capita is not even close. I spoke to the mayor of sioux falls said i dont have enough test and as well as other governors. I got 19 Million People in the state of new york and we need to have tests. It is going to come down to how good we are with testing. You are not going to end the infection and end the virus before you restart life. How do you start the my backup and how do you start getting back to work as quickly as possible. It only comes down to testing. Yes. There has been recent progress especially development of these quicker tests. You talk about 19 Million People in new york, some states, smaller communities are still dealing with hot spots on the rise, ramping this up, it feels like we are months, months away from a place with we can say okay, anyone who needs a test can get a test. The president says it a long time ago and it is not true. Thats right. There are people who are looking into not just what america is doing and what the private companies are doing. What the Health Community leaders are doing locally and on a federal level but what they are doing internationally. Look at germany for example theyre coming up with a different kind of test that maybe we can learn from here thats about figuring out who has it but also who is perhaps has antibodies in order to get those people back to work. Thats the key. And you know Governor Cuomo said it and the president is hearing it and i know that from talking to sources and we have to say it over and over again that i would not the fact that this country is so behind and no matter how much better we are right now, thats determined when you look at how much back to normal we can be and how long thats going to take. Thats really the key. The president keeps asking is it possible to flip the switch if you will as he calls it at the end of this month when his timetable currently runs out that testing is nowhere near it needs to be by then. Well hear from the president today. Dana bash, the painful and disproportionate impact of the coronavirus having on the Africanamerican Community across the country. Eligible for medicare. [ barking ] when you look at being black in america, number one people unfortunately are more likely to be in lowsocio economic status. Blacks are more likely to have diabetes and Heart Disease and i and many black americans are at higher risk at covid. We need everyone to do their part to slow the spread. Our Surgeon General talks about the higher risk for africanamericans. Those numbers show a disturbing trend. A disproportionate number of africanamericans being infected by the virus and dying. Joining me is Shimon Prokupecz and our van jones. Doctor, i want to start with you, africanamericans make up 50 of the population. 42 of coronavirus deaths. Louisiana, africanamericans make up a 3rd of the population. Michigan it is about 14 of the statewide population, more than 40 of the deaths in michigan from covid19 in the Africanamerican Community. It is a combination of things, i am sure. What is your biggest take away and why this is happening and what can be done . So first of all, we have to be clear that in december of 2019, none of us was immune, right . All of us should have an equal opportunity of being infected. But, this virus has done is taken away the mass of the near and equal opportunity of society. Whats happening is black folks are getting infected more because they are exposed more and once infected theyre dying more because they have their bodies, our bodies have born the burden of chronic active neglect of the community. When i look at it is because of Structural Racism which puts in the forward facing jobs so that we are exposed and less value and dont have the protection that we need. The residential segregation that turns it into educational segregation and environmental hazard and all of those given us preexisting conditions. Once we are infected, we have more severe outcome from the disease. I want you to listen to the governor of louisiana whos looking at these numbers who says as dr. Jones just said this is a horrible thing and we better learn about it as soon as we can. Slightly more than 70 of our deaths are among africanamericans who make up about 32 or so of the overall population of our state. That is big disparity and well try to figure out what that is attributed to and what we can do about that as quickly as possible. Van, i want to put the numbers up with louisiana side by side. 33 of the population is africanamerican and more than double your proportion of the population. When you hear the governor there, van. I take his words that hes well intended, you know the history here. We have a crisis and everybody ramps up and a lot of money gets spent. Some of the disparity, when they are over and they either forgotten or put aside and not eno
