Pressurization. There can be a slow leak. There can be other leaks. Typically, it could be leaks around doors and cargo and things like that. Typically its a valve. What happens is these valves fail. When they fail it can be a rapid decompression, or it can be a slow leak. In this case it had to be a rapid decompression for the pilots to respond as they did. Everyone was very fortunate the pilots were able to get on their oxygen masks, were able to descend, and hopefully the passengers got their masks on as well. As were going to talk to jean in a second again, going from 38,000 feet to 10,000 feet in three minutes. What does that feel like for these 75 passengers . Its like a roller coaster dive because that exceeds the recommended descent level for the plane. Thats not to say the pilots did anything wrong. In fact thats exactly what they needed to do. If theyre at 38,000 feet and had a rapid decompression, other than being higher thats the worst possible situation because youve got to get that plane down. And there have been situations where pilots havent been able to get on their oxygen masks, if this is what it really was. If they hadnt been able to do that and react as fast as they did. So thats what they had to do. They were trying to save the passengers of course because at 38,000 feet you dont have a lot of seconds of air in which youre going to be able to breathe. Maybe 30 seconds. So the diving of that aircraft is exactly what they had to do. It would have been very scary, but it was clearly a controlled descent. Ive got jean casarez with me now. It was a controlled descent. They were able to land that plane safely and soundly there in buffalo. But were hearing a little bit more from the airline. We are. Were hearing Different Things from different sources. Lets show everybody a tweet weve just got from southwest flight number 5622. This is from sky west airlines. It landed safely in buffalo, new york after a passenger lost consciousness. No problem with the door. So we can confirm that. Other 75 passengers being accommodated. They say nothing about a loss of pressurization. But its the faa that confirmed with cnn that the crew so it doesnt differentiate between a Flight Attendant or a pilot noted a pressurization problem and declared an emergency. What about this unconscious passenger . Is he or she okay . We understand they were treated at the airport in buffalo, and they are okay. But as you said last hour weve only heard of one. If you descend at that rapid of a rate whos to say everybody else is okay . But we have on the record that one lost consciousness. Okay. Jean casarez, thank you so much. Lets move on and talk about baltimore. New video just in to cnn of the arrest of freddie gray. Let me somehow yo this. Hes the 25yearold baltimore man whose death in Police Custody has sparked this new round of fierce protests against police brutality. This is another piece of video. This is amateur video obtained by our tv affiliate there. It shows gray you can hear some of this too. Appears to show him being placed in these leg restraints after his initial arrest. Gray ultimately went into a coma and died a week after this was taken. The new footage emerging as protesters are getting ready to demonstrate again this evening. It has been now three days since freddie gray died. Now the Justice Department has launched its own investigation into how he suffered a severed spinal cord after Police Arrested him on april 12th. This comes as grays family is hoping to receive his body today. His relatives were among the demonstrators who marched on Baltimore Police buildings. Protesters have been demanding the arrest of the six officers involved in grays arrest, who have been suspended now with pay. Joining me now, Baltimore Sun reporter justin fenton. Justin lets just begin with all this information this family would like to have. So the family is waiting on these documents according to their attorney. When will the actual incident report be released . Also that full autopsy. What we have is the arrest report that was filled out by the police on the day of his arrest. It was filed in court. We obtained that. The officers described, you know that they made eye contact with him, he fled unprovoked and when they caught up to him, he had a switchblade knife on him. As far as the autopsy, were hearing that could take a significant amount of time to try to figure out what exactly those injuries were. Yet, police have set a timetable for completion of their investigation by the end of next friday. It remains to be seen how those things are going to connect with each other. I understand you have some new information about some of the officers involved. What do you have . Right. So our mayor, stephanie rawlingsblake has been giving interviews saying shes frustrated with the officers, hasnt been able to speak with them. Shes blamed the Law Enforcement officers bill of rights. Were told by the attorney for the police union that four of the six officers did give recorded interviews with investigators the night of the incident. And they have spoken to five of the six. Theres a sixth officer whos refused to give a statement. What im being told by the attorneys at least is it doesnt have anything to do with our state Law Enforcement officers bill of rights. Its the u. S. Constitution that actually allows someone whos under criminal investigation to not speak and not incriminate themselves. So theres been some pushback on the mayors assertion that this law is standing in the way of an investigation. Okay. Thats interesting. Speaking of accounts im also wondering the chronology. At some point, there was another suspect placed in the back of that prisoner transport van. Has anyone spoken with him . We are trying to find him very hard. I bet you are. We pulled arrest records for everybody arrested that day. Havent been able to figure it out yet. I dont think police are going to provide that name because they consider him a witness. As of right now, hes not surfaced. Okay. Keep trying. I know wed love to talk to him as well. What about the protests justin . Can you tell me a little bit more about whats expected this evening . Yeah there are protests scheduled for tonight. Same time same place. As you can see behind me theyve actually blocked off the street in front of the Western District police station. The previous days of protests which began saturday they were allowing people to come right up to the front. Theyve got it blocked off now. One of the things that may be working in the favor of those who would not like to see a protest is theres some pretty bad weather. Now the campaign his death has sparked is focusing on the same Police Office to voice outrage against excessive force. In less than two hours, another protest is planned there. Actually i spoke at a press conference where congressman john conyers has reintroduced the end racial profiling act, which hes been introducing for many many years and has not passed. He reinto deuced it in the spirit of whats happened in the country right now. Theres a life and death situation on the streets. People are dying. Bodies are being put in the ground. It is becoming a more and more rapid occasion occurrence, and its something that we want to see end. So the end racial profiling act, we were here to support that as a part of our justice package. So racial profiling specifically carmen let me follow up with you on that. When you look at some of these neighborhoods, do you think its a socioeconomic issue, or is this truly all about race . I think its a combination of both. I certainly believe that it has a lot to do with race. If we look at our prisons, theyre overpopulated with black and latinos. If you look at those that are being targeted and profiled by police its predominantly plaque and latinos. If you look at just the overall numbers, and thats why its really important for us to support this bill. If we could stop it at the front end, we could eliminate people getting killed also people getting funneled into the system. Both you ladies are very familiar with the number of cases weve been covering here at a national level. A lot of these have come to light because of video. You see the video, like you see in North Charleston in south carolina, where you see those shots. We now know that officer was charged with murder. You see the actual act of death. But in this case here freddie gray you see this piece of the video but you dont see what happened before. You dont see after hes in the van. So that is problematic to some. To either of you, how is video really making a difference here . Well i think video clearly is important, but in the freddie gray matter it doesnt really matter whether you have a video or not. The facts are what they are. You look at the injuries as to what happened to him, how he was before the incident and what happened after. And there is nowhere in the law that we know of that says that you can beat a man to death thats in custody. So i think looking at the facts just to be clear, we dont know if he was beaten to death. That is just an accusation. Well we believe that he was. And just so that we could give you an inside as to our travels, weve been marching since april 13th, and three people have already been killed due to police brutality. On the side of police because were trying to tell the full picture as best as we can, and ive actually talked to this young man, this officer whos out of albuquerque, new mexico. He has said to me in the wake of what happened in ferguson he and other officers have begun hesitating in responding on the streets because hesitating in using force lawfully because of whats happening nationwide. Do you is that what you want . Is that a good thing . Because officers are worried that its not. Well its not a good thing. The reality is that the system has put these officers in jeopardy just as it has the communities that they are supposed to be serving. And that is the reason why were on capitol hill today. We understand that no one officer or no one Police Department can change something that is a part of a system that needs to be held accountable. So we dont want officers we believe that officers many of them the majority, are good officer it is as trying to do good work. But theyre caught up in a system that has to be fixed. Thank you, both very much. Thank you. Thank you veryfor having us. Next a plot to attack churches in france has been foiled. Investigators say they found the plans in the suspects home when that suspect called an ambulance after he accidently shot himself. Well tell you the rest of that story coming up. Also what its like inside one of these Police Transport vans. This is what freddie gray was placed into after he was arrested in baltimore. Its a van similar to the one that was used. Were going to talk to a former officer whos now a criminal justice professor about police protocol. Stay here. 40 of the streetlights in detroit, at one point, did not work. You had some blocks and you had major thoroughfares and corridors that were just totally pitch black. Those things had to change. We wanted to restore our lighting system in the city. You can have the greatest dreams in the world, but unless you can finance those dreams, it doesnt happen. At the time that the bankruptcy filing was done, the Public Lighting Authority had a hard time of finding a bank. Citi did not run away from the table like some other bankers did. Citi had the strength to help us go to the credit markets and raise the money. Its a brighter day in detroit. People can see better when theyre out doing their tasks, young people are moving back in town the kids are feeling safer while they walk to school. And folks are making investments and the community is moving forward. 40 of the lights were out, but theyre not out for long. Theyre coming back. Got an update on that plane weve been discussing throughout the last hour and a half. This plane carrying 75 people the sky west plane, took off from chicago, had to divert to buffalo. It was supposed to land in hartford connecticut. The deal was, we heard from the faa. The faa said this was a pressurization problem, had to make this emergency landing. That one person was unconscious. So now the twist is this. From the airline specifically quoting them there is no indication of any pressurization issue. So that is in complete contradiction to what weve heard from the faa. Hopefully well get more clarification it. Were now learning more about what Authorities Say was an imminent terror plot foiled in france. As shocking as this alleged plot is itself is how it came to light here. The suspect, a 24yearold i. T. Student, in the planning stages of this attack apparently shot himself by accident. Cnns Senior International correspondent Nick Robertson is following this one for us. So nick this was not just a lone wolf. This wasnt some young guy acting on his own. The prosecutor said hed been given orders from syria. What exactly was he told to do . He was told to attack a church, and he was given the coordinates for a church. When the police picked him up, he had a satellite Navigation System in his vehicle, written notes as well that all pointed to an attack at that church. That wasnt all he had in the car, of course. The police discovered an automatic rifle, a kalashnikov with three magazines, all full of ammunition and a a. 9millimeter pistol. When they raided his house, they found another three kalashnikovs as well. This was a wellarmed man with a plan. Also the police believe, he killed a lady a little earlier, a 32yearold french woman, who was parked in her vehicle at the side of the road in the southwest of paris, killed her, shot and killed her with a single bullet on sunday. I mean the police essentially here have been incredibly lucky. If he hadnt shot himself in the leg and then called an ambulance, the police wouldnt have come across him. So this seems to be something that came really close to a man walking into a church on a sunday with an automatic weapon. My goodness. So he shoots himself. Hes 24. Hes an i. T. Student. What else do we know about him . Yeah the interior minister in france actually and this is another thing that makes you catch your breath for a second here. Certainly will for the french. The interior minister said this was a man known to the police. Theyd looked at him in 2014. They looked at him again in 2015. That can only be in the last couple of months. They decided he wasnt an imminent threat. Now, at the same time, you have the Prime Minister and the president of france praising the police as you would expect them to do but saying the fact that the country is on a heightened, you know threat level because of the Charlie Hebdo attack allowed the police to know that this man, when they were confronted with him, was a potential danger. And therefore, thwart the attack. But it does give the impression that had the police been on top of him and knew about him, how come they didnt know he was amassing these weapons. Thats got to be a worry. Thats a good question. Nick robertson, thank you so much. Next back to baltimore. With protesters demanding answers, the focus now turning to the Police Transport van that freddie gray rode in before he died. What happened after those doors closed . Well talk to a former Police Officer about that next. Also, families forced to escape their own homes because of this. The ground underneath is falling away. There are a lot of questions right now about what happened to this 25yearold man who died in Police Custody. But really the question how did freddie gray suffer a spinal cord injury after officers arrested him on april 12th and placed him inside this van, this Police Transport van. The Justice Department is now launching its own investigation to try to get answers as well. Then you have all these protesters. They are furious over this incident. They will be taking to the streets once again in a matter of hours to demand justice. Lets go to my colleague jake tapper. Hes in baltimore right now. You tell me who youre talking to what youre hearing today. Reporter well, obviously last night was a very emotional night with roughly 2,000 people protesting not only the death of freddie gray but also the lack of answers. There has been not exactly, you know a ton of information coming from the police or from the mayor about how freddie gray exactly died in between the time that he made eye contact with police ran away from them and the time he was put in the van and then the time he showed up at western Police Headquarters and obviously was paralyzed. But i did talk to a local naacp activist today who said that they are obviously very sad and upset about what happened with freddie gray but they are heartened by the fact there have been a lot of members of the Baltimore Community coming together to try to talk about constructive ways to go forward. There have been a lot of criticisms as you know brooke about the kind of policing that takes place in the city of baltimore, about whether or not the focus should be on individuals on the streets, perhaps some of them small drug dealers, people who are maybe even addicts. This is not necessarily anything to do with freddie gray. Or if the focus should be on bigger fish on bigger criminals and people who actually put the citizens of this city in danger. So thats a conversation were starting to hear a little bit more about in the wake of this tragedy. Let me ask you, as someone who you were in ferguson for multiple trips. And considering the experience and how Police Responded to what happened there with Michael Brown and to what we saw now, whats happened in baltimore, how do you see the two . Reporter well i mean obviously there are a lot of stories like this around the nation. Probably less a reflection of greater accidence of it. In fact im sure its im sure there are fewer incidents like this today than there were 20 30 40 years ago. Definitely an example of theres far more prevalence of video cameras and cell phone video. In terms i did ask the local naacp activist how she viewed this through the perspective of ferguson. Obviously very different cities very different situations. The Police Commissioner the mayor, city council here i mean the city is predominantly africanamerican. And a majority of people on the Baltimore Police force are not white. So its not the same thing. But she said the issue is racial profiling. The issue is seeing young, black men and assuming theyre doing something wrong, they have done something wrong, and thats a problem nationwide. But obviously beyond that its difficult to draw direct comparison. Jake tapper well be watching for you, your entire hour there live in baltimore, 4 00 p. M. Eastern. Thank you so much. David clinger, let me bring you in, former lapd officer and professor of criminology and criminal justice at the university of st. Louis. Great to have you back. I think its worth taking three steps back and let me ask you, you know when we talk about having officers in this case these were bike cops. Theyre riding around this neighborhood. This is back on the 12th of this month. When you know this is a crimeridden neighborhood fact and they have to have reasonable suspicion they can stop someone, can you explain reasonable suspicion to me . To make a long story short, what the Supreme Court said back in the 60s and subsequent rulings in different sir cutes over the years is basically some indication that the individual is either presently engaging in a crime, has recently engaged in a crime, or is about to engage in a crime. And that could be a variety of things. So if a Police Officer can articulate why he or she believes that theres one of those three things afoot, then they have reasonable suspicion to detain the individual. Thats basically it. Okay. On a different part of this one of the Big Questions is what happened to this young man in Police Custody. We see this one slide of video, but you dont know what happened before he was dragged into this van. We dont know what happened in the van. So last hour, i actually talked to an officer who showed me what the inside of these prisoner transport vans look like. Heres part of my conversation. Were able to transport ten prisoners total, five on each side. The dimensions of the van is ten feet deep by five feet wide with a metal partition down the middle. The height is approximately four feet. So i see that once the transporting officer im sorry, go ahead. Forgive me. Theres one half that youre about to hop into. Then theres another half. Theres a metal partition down the middle. Thats right. That way we have the capability of separating prisoners if we need to. Once the arresting or transporting officer takes a prisoner inside the van, the van is equipped with ten seat belts all the way down. So typically a prisoner would be handcuffed behind their back. The transporting officer would then seat belt the prisoner into the van for safety. Our Public Safety director, dr. Cedric alexander, as well as us, are always concerned with the safety of the prisoners were transporting. The van is equipped with airconditioning as well as heat and interior lighting. Interior lighting is so the transporting officers can view whats taking place inside the van through the partition. Are there cameras inside at all . No theres not any cameras inside the transport van. David, just following that, you know when you see the video of freddie gray being placed inside this van, it appears he was lying prone. So my question to you would be and you heard that officer say typically, you know, these suspects these prisoners are placed seated shackled belted. But thats not always the case correct . I would assume that there have been times and places around the country where the transport has not gone according to the dictates that the officer just laid out. So absolutely. And i think thats one of the key questions we have to understand. Once the video stops rolling, at what point did the officers who were driving that van and perhaps a passenger officer, when did they take off . Was the suspect secured . Was he seat belted in . If he was, at what point, one ch of those ten seats was he seat belted in . Were there other suspects inside . Theres an awful lot of information we need to have. Thats something thats going to come from the investigation. We just have to wait a little while to figure that out, or until that information is present presented. And the question, you know, when did the spinal cord injury happen. And we dont have that answer. The hypothetical would be if it happened ahead of time because you see him sort of being dragged like a rag doll. I talked to a spinal doctor yesterday. There are some of the signs. It appears that could have been happened previous to the van situation. Youre not a doctor. Im not a doctor. But common sense would tell me, you know if he wasnt strapped in and if he was prone in the van, all of those factors, not being straight on his back that would all exacerbate an injury. It could be. I think one of the things that we need to know first of all is where in the spinal column was the injury. Was it a thoracic vertebrae, cervical vertebrae . Which one . Another thing thats interesting to me when i looked at the video, as hes being placed into the van, he does stand up for a moment on either the bumper or rear platform. I cant quite tell which. So he is able to support his weight. Then he goes as you indicated into more of a prone position. We have to look at that carefully. Its going to to be up to medical experts to tell us what type of injury it is and when in the sequence of events it could have occurred. Maybe it could have occurred only prior to going into the van. Maybe only subsequent. We have to wait and see. A lot of maybes. We need that full autopsy report. We need more information from Law Enforcement. David, thank you so much in st. I received an email tip from the state departments website. It was the u. S. Embassy giving u. S. Citizens in yemen tips on how to evacuate yemen. I received that tip telling me if you want to evacuate and leave yemen, you should contact the embassy. They gave me i believe it was, the ambassador or counselor at the embassy. There was a ship leaving from yemen. So i contacted that phone number. I saw what the requirements were to get the visas to enter. I sent my brotherinlaw the same day with my wife and kids passports to get the visas to djibouti. The following day, my family boarded the ship to come and i boarded a flight from l. A. X. Los angeles, to come and meet them here. Hafez, this is a lot of phone calls. You hopping on a plane, finally to get to see your family. Let me pause and ask you, as youre calling your family in yemen, i heard you heard your kids crying on the other end of the phone. Why were they crying and how frightened were you . Well im sorry. Im trying to keep my composure here. It was really painful when you call to see how your family are doing, and then you hear your 10yearold kid and your 4yearold daughter crying on the other side of the phone saying they cannot sleep because of the air strikes. You know, my family lived in an area where air strikes were night and day. In the morning, i had to stop sending my son to school for ten days prior to them leaving yemen. A federal judge approved the Class Action Settlement involving more than 5,000 former players. The settlement provides as much as 5 million per player for serious medical conditions associated with repeated head trauma. The players sued after accusing the nfl of hiding the dangers of concussion. For its part. The nfl says todays decision underscores the fairness and propriety of this settlement. I think its absolutely a good thing its happened. I first have to commend the judge for having the gall to tell the nfl that money wasnt enough. Youre not part of this, are you . Im sorry . Are you part of this . No, i was not part of the lawsuit. Im fortunate. I feel well and healthy. One of my main concerns was if i was not signed onto the suit what if 20 years from now im not okay. What if i develop dementia or alzheimers and it was due to the hits i took during my plays days . This is a 100page document. It looks as though that even players that arent on this suit any player in the future who has played in the nfl and develops these signs, alzheimers, dementia later in life theyll be covered and taken care of. Theyll be able to get treated. So this is a good thing. From what i can see thus far was it enough money . I dont know. Was it enough . 5 million here. Yeah. People are saying this could cost the league a billion dollars over 65 years. Well the league made over 9 billion last year. Engineers have been watching this area for about two years. Each time theres heavy rain, they lose a little bit more. Unfortunate were doing a story like this on earth day. This is in between philadelphia and trenton. This is burlington county. You get in closer here this is overlooking the Delaware River. Engineers this morning noticed after 2 to 3 inches of rain since monday significant erosion occurred this morning and actually revealed an old abandoned sewer drainpipe that was spewing water. So the geotechnical engineers say, this could be the culprit. So theyve asked the families to start packing. The neighborhood has been aware of this going on for the last couple of years. Theyve always been hoping for the best obviously. But now its a little too dangerous. So theyve had the community and the city to watch their home. They are packing up now. But theres more rain on the way. If i could get in a little bit closer optn the radar here, a severe thunderstorm just moved over their area. But there is more rain coming. When you have a significant event like an erosion like this from this morning and theres more rain coming this soon after, who knows what could happen . Obviously the specialists, the authorities there have been watching this. And again theyve known its been coming for some time. Its just a sad story when you think of the beauty that they see overlooking the Delaware River and knowing in the back of their minds this could always happen one day. And as you mentioned, with rain on the way, the threat of potentially more eroding, a couple of these families have had to get out of there.
