That went down by a vote of 309 with a significant number of democrats voting against it. That was the first step the first hurdle to get to a vote on trade authority which president obama, as you know came to capitol hill to lobby on. With the defeat we have been told for days by the House Republican leadership that that would pretty much be a nail in a coffin for trade but there have been unusual procedural tactics used that are still being sorted out at this moment. Moving towards a vote on the tpa, after all, potentially indicating brooke, that there is support here in the house. Not sure at this moment what will get worked out, whether this still has to go back to the senate which is what these members of congress were trying to avoid being that the senate is not here. They are on recess and wont be back until monday. That was what everyone here was trying to avoid. So at this point, things very much in flux. Certainly a lot of hurdles still remain before president obama gets what he wants and he is getting a lot of strong arming by members of his own party right now. Brooke . Sunlen thank you so much. He was hearing that House Democrats may vote against this taa bill which would provide Financial Assistance to workers around the country who lose their jobs due to outsourcing. That trade assistance bill went down in flames. The House Democratic leader nancy pelosi came out against it in a very long speech there on the house floor that we just watched within the last hour. And this is despite the fact that the white house yesterday, josh earnest, the White House Press secretary was saying if you vote against trade assistance theres no guarantee republicans will bring it up again. So just to you know pull out the alphabet soup here brooke the way this was packaged unless taa was passed there is not going to be a binding tpa, which is that trade authority that would have given the president fast track authority. Without taa, theres no tpa. Basically, you can say the president s trade agenda is tpa bus at this poirntnt they dont have it packaged together for the president so sign. Its back to the drawing board. He has sought this for six long years, brooke because he wanted to put together this transpacific trade deal with 11 other countries around the world, including japan, in an effort to sell american cars in tokyo, lowering trade barriers. Thats been the pitch from the president. He could not get House Democrats to come on board despite going out to the congressional baseball game last night, despite going up to capitol hill today, the president has struck out, brooke. They are beingtracking leads and a swarm of activity has been reported but as this manhunt heats up so does this investigation into how richard matt and david sweat were able to go through a tangle of pipes and underground pathways. It turns out this female prison worker gave the men the hacksaw blades the drill bits and even eyeglasses with lights attached all according to sources familiar with this case. Why . Well it seems she may have been in some kind of relationship not just with one of these two but both of them. Lets go live to Jason Carroll where he has an update on this whole search. The Sandwich Shop far from the prison, the investigators are there. Choppers are up and swirling in the sky. What are they looking for and what are they seeing . Reporter the massive manhunt is still very much under way, as you can imagine. When you talk about the Sandwich Shop that is located inside a gas station, maple fields gas station and the bloodhounds picked are up the scent of both of them at that particular location located just an hour located an hour or so away from that prison. So why were they there . Perhaps looking for supplies looking for food and going through the dumpster as well. They are looking for any leads at that particular location. Bloodhounds picking up the scent here in this particular area where we see route 374. Still shut down a section of it was shut down yesterday and portions shut down again today. Bloodhounds picking up on that particular site where perhaps they had been for a period of time. They found wrappers there that still seem the match the wrappers used in the commissary in the prison. The perimeter that was once established has been narrowed down. You talk about some of the helicopter activity. Thats because what you have is a lot of people here who live in this rural area who were calling in when they see something suspicious. You have a massive team of Law Enforcement that is out here. So at nighttime i was listening to state police yesterday, telling all of you who live in the area keep the floodlights on in your homes. Heres the deal shes accused of misrepresenting major portions of her life after she misidentified herself as africanamerican. When asked directly about her ethnicity by a local reporter this is what happened. Wondering if your dad really is an africanamerican man. Thats a very i mean i dont know what youre implying. Are you africanamerican . I dont understand the question. Are your parents, are they white . Later, dolezal said that question is not as easy as it seems. Theres a lot of complexities ai dont know that everyone would understand that. Earlier, dolezals parents told us they cannot explain why she would lie. We are we are confirming the truth, we are her birth parents and we do not understand why she feels its necessary to misrepresent her ethnicity. She has never claimed to be biracial or africanamerican in our presence. A lot of people knew that rachel was white and for a while it seemed hurricane she was just doing more of an artistic expressive representation of her identifying with africanamericans by doing her hair in extensions and things like that. But when it started to be claims that she was africanamerican then as family we didnt we didnt take the initiative to report her doing that. But there were people from her hometown from an area that knew she was not africanamerican and no one of them spoke up either. If you look across the country, many leaders also happen to be various colors and come from various background. And so the naacp allows anyone to be in leadership and join the organization regardless of their Sexual Orientation or color that is truly passionate about civil rights and wants to advance our agenda. You know if you read up on this individual a professor of africana studies, this is possibly someone who may very well identify most with africanamericans. I dont know a whole lot about her personal life or who her personal colleagues are. But what i have gathered is she is someone who is advocating for civil rights and is very passionate about civil rights and social justice. Absolutely hearing you loud and clear. Heres my follow up to that. We still dont have any of the answers here. If she was forthright while she was running in an elected position, thats one thing. If she misrepresented herself by either saying she was black or omitting that she was white, would that be grounds for her no longer holding her post . To be honest with you, thats up to that community. You know this is someone who was heelected by the people to run that local branch. Obviously people have respect for her and the issues that shes advocating for. I think we have to look at the Bigger Picture here. If we look at the age that we are living in a year ago had we not been in the Racial Climate that we are in right now, i dont think this would have made national news. If we take a look at what is going on in america today, i think we have to look at ourselves in the mirror and realize that it shouldnt matter what color people are. If they are about civil rights and about advancing the civil rights agenda in this country, they should not have to feel that they need to lie about who they are. Right. And i think thats why its making john thats why its making the headlines and why i would disagree and say it would have made news years ago, this whole notion of misrepresenting one self. I agree with you, if you are for civil rights and acting as a leader in your community, more power to you. Let me ask you this. In the naacp capacity what is the vetting process if someone wants to become a chapter president . Theres an entire process locally, within a local branch if someone wants to run. There are various committees nominating committees et cetera. And so the naacp obviously has its own set of rules and procedures for an election. As to what took place there locally, im sure there are individuals that knew this person that knew her track record that knew her work and came up with that decision. Okay. The last time it was on the floor at the house of representatives, it wasnt a situation that some democrats voted for, every democrat voted for it including democrats still in office. So and as i mentioned earlier, we are not suggesting that they should merely renew what they voted on four years ago, we are suggesting that they support a legislative package that would significantly enhance it. It would almost double the size of the cap, freeing up additional funds to help workers. 17,000 workers over the last 18 months have had their assistance denied and allow them to have their applications reconsidered again. Thats an indication that this particular program can do a lot for middle class families and we know there are a lot of democrats in the house of representatives who ran for that job, specifically to benefit the middle class families and make sure they had a voice and somebody fighting for them in washington, d. C. And thats why we feel we have a strong case to make in terms of building a bipartisan authority for trading assistance. If you could help us out about what happens if taa cant pass. How do you differentiate between a human being and wildlife . The image that you view is going to be the outline of whatever image youre being looking at. If its a body its going to be the outline of a body. If its bear it identifies the bear. If its a bird or dog, it will identify it just by the images produced on the screen. Obviously its getting cooler at night. Would that be when you would maximize this kind of technology or does that not matter at all . Yes. The nighttime amber temperature is greatly reduced, which enables the camera system to work more effectively.
