Floodwaters everywhere, like this one in brunswick county. It is not over yet. Some 1600 members of the National Guard have now been activated. A storm surge of up to 8 feet could hit some parts of the state, and right now, peak surges are happening in charleston, also in myrtle beach. Thats where police discovered this suv you see on your screen right now. This was abandoned near the shore line. Their jeep got stuck. Were happy to say the driver got out. Cnns brian todd is in charleston for us. Tell us what youre seeing at this hour. This is what makes the situation still precarious, still a little dangerous in charleston, downed power lines, downed trees all over the place here, some roads flooded. And were past high tide, people are coming out and getting more of around assessment of whats going on now. You have to be careful if youre going to try to look around. Check out what the storm did to this tree. This is a large tree. Teetered over, and that was leaning against the power line here, were staying a safe distance from it so if something happens were out of danger here, theres a power pole beyond that that is teetering, we spoke to a Police Officer that came down this street, there are scenes like this all over charleston right now. You have to be careful. They had 440 some,000 people evacuate. That is just about half the people who were under evacuation orders. A good percentage got out. Half of them did not. This is one of the reasons they wanted to stay. They wanted to be by their houses if Something Like this happens. So they can assess the damage and try to get help quickly. Others say if theyre afraid if they go too far away, it will be too hard to get back to their houses. What i can tell you is, thats still the case this afternoon, even as the storm moves further away. We have 110 road closures in and around the charleston area. People wanting to come back earlier, trying to assess the damage in their homes, might have a tough time getting back. Of course, driving back to your house once the storm has passed is also dangerous with all of those floodwaters. Thank you very much for showing us the danger there right now. Tom seder is in the cnn weather center, tracking dorians latest path, what are you seeing, tom . As the reporters cover all the severe elements. I thought wed talk about the structure of the storm, its quite interesting, maybe whats happening now. These dark colors and even the white, shows the higher and colder cloud tops. As we get in closer, the eye looks like its one collapsing or it could be going through another recycling, the eye wall replacement cycle we call it. Doesnt mean thats going to kick this back up to a category 3 or anything, but it extends the winds even further out. Yesterday Hurricane Force winds were out 20 miles, now theyre out 60. That means well inland, power outages, loose objects thrown around, again a big issue, not just on the coast, but the tornado watch in effect is for good reason. Usually well see the waterspouts that kick up on these feeder bands and well get up a little tighter. They could do damage, the ones weve seen teed have been extraordinarily large. The eye as we get in closer is now about 20 miles from the coast. With the curvature of the coastline, big concern on both these areas, cape fear, cape lookout as the winds come in perpendicular. If you notice these feeder bands, this is a good 118 miles to wilmington. But the feeder bands are well in advance, this is a scene that some of the heaviest rainfall. We call it training, where its one thunderstorm after another. So flooding taking place with these feeder bands, well before the center moves to this region. Flooding could be a big issue, not to mention as you said, the storm surge of 4 to 8 feet. I think theres a possibility of a land fall, but it doesnt matter. The core of strong winds is getting closer and closer to the coastline. One thing we know for sure, there will never be another storm named dorian. This one will never be used again. Yes, that makes perfect sense. Tom sater, thank you very much. This afternoon, South Carolina governor had a blunt warning for anyone thinking about going out into the storm. We urge everybody to stay inside. If you dont need to be out, dont go out. And in this kind of situation, you dont need to go out, stay off the streets, its very dangerous. Joining us now by phone is Major General diana holland, the South Atlantic Division commander for the army core of engineers, thank you very much. We understand that you met with governor mcmaster earlier today. So what did he want you to focus on . He will get well, hes got the same focus for us as he does nor everyone which is to be vigilant and be as ready as possible. And to be ready to respond to whatever as the storm passes. Paramedics are going to be out there. Whats your biggest concern as you watch all of this damage and all of this flooding . Well, of course, you hear a lot about the flooding. The storm surge, i heard your meteorologist talking about the storms, the wind, rains. Do the very dangerous storm big a lot of water. How we can support the state as they in the coastal damages to help with yeah. Sorry to interrupt you, not surprisingly, communications are tough with all of these winds and rains. We thank you very much for all of the work youre doing for updating us. New at this hour, the mayor of myrtle beach South Carolina declaring a Civil Emergency because of Hurricane Dorian. Now this is their promise not to drop you, as Hurricane Dorian batters north and South Carolina, theres a frightening edition to the wind and rain, and thats tornados. Emerald island north carolina, a tornado flipped mobil homes and boats, you can see the path of destruction in its wake there, tornados are common in the thunderstorm bands of hurricanes and tropical storms. Often getting little if any warning. Paul lives in emerald isle. He runs a water park that sustained heavy damage. Good afternoon, thank you for having me on. I was on my way over to the park, i wasnt at the park when the tornado hit, there was actually pretty clear skies early in the morning, the storm was starting to jog a little coast. Headed over to the bridge. I could see the cloud formation and things flying up in the air. Got to the scene just after it happened and it just was like they said, it looked like a tornado hit. It was devastation from the ocean to all the way to the other end of the island where it went off back into the south side. There was like you said, there were mobile homes flipped over, trailers flipped over and debris everywhere. If you had been there, if you had been running a little bit earlier, what would you have do done. Theres a heavy rain band, why dont you wait a minute. I turned around to go eat and it was headed back over on to the bridge when the tornado came through, we should have been we were supposed to be there but luckily were not. Its a stroke of luck. Do you know if people were injured . From what we were told, somehow, some way there were only minor injuries. There were people in that park and there was actually my managers one of my managers mom is over in that park, and she was there, her camper was pretty much unscathed. The one literally five feet from it is totally destroyed. It would have to be empty. Oh, my gosh. It was just a stroke of luck. It shows how capricious what happened to your water park. Like i said, the weather hadnt turned back yet. It started to now, and so i dont think anyone has their guard up yet. The water parks got major damage, it took heavy metal tables and threw them hundreds of yards. And the building from next door, his building ended up on top of my building and through the roof. Inside of the building, and so now its just raining inside the building now, the whole place is basically totally destroyed except for the backslides which is how tornados do, totally untouched. Are you still going to have a business . Well, luckily for us, were only going to have a few more weeks of business and well be done for the season. Well have the winter to rebuild. It wasnt on my list of things to do, rebuilding the water park was certainly not on my agenda. Right now its going to take months and months to rebuild. Paul, listen. Thats youre showing the determination we hear from so many people in your area. Theres a mandatory evacuation at 7 00 p. M. Tonight. So whats your plan . There is. So theres a curfew and evacuation, im going to try to evaluate the damage as much as possible. I have good friends and a network of people as soon as it happens. Are over at the park with heavy equipment, tools and tarps. Its amazing how the Community Pulls together. Thats the Silver Lining in all of these natural disasters, to see the communities pull together. And the love you get from everyone around. We were able to get the building off the top of my building, were hoping to finish up before 7 00 when i have to head out. Were going to hunker down and hope the storm itself isnt as bad as it planned to be. The tornados are the scary part. It sure does. Looking at the aftermath of all of these, the stories of humanity are comforting for everybody, including yours. Thank you very much for sharing the story of your loss and how you will rebuild with us. Thank you for having me on. Thank you. Were going to be scared from Hurricane Dorian, moving up the coastline of South Carolina. The damage was not as great as we originally anticipated. The storm is packing along the coast of South Carolina and will continue to do so through the afternoon and through the early evening of tonight. We are sending a message too those in the affected area, to remain hunkered down where were at. As we see the storm leave the area, we still will have floodwaters, our soldiers and airmen along with the other First Responders here in South Carolina are prepositioned as you identified with the asset to go in and provide evacuation of those individuals that may be stranded by the high water.
