It doesnt seem to address the key issues that were hearing from the hospitals, from various labs and points of care. The supplies that supply line is still not addressed. It seems like the white house is punching this down to the states who are clambering for federal leadership on this issue. I want to share with you a piece of a letter the association of american medical colleges wrote to dr. Burkes about this issue. Its about the supplies. Swabs and viles. Reagents that they just dont have. In the letter they wroi not one of the components is available in sufficient quantities to each lab that needs it. Which is why the soeshs says the government needs to take a clearer role in the assessment and manage want of the supply chain for key testing reagents and supplies. I didnt see that happening in any blueprint today. That is what is needed. Some kind of federal program to keep the states and hospitals and medical systems from having to compete against each other. For supplies. Which are in such short demand. The Vice President was asked about his claim on march 13 that they would have 4 million tests by the following week. Listen to this. When you said 4 million tests seven weeks ago you were talking about tests being sent out not actually being completed . Im confused. I think the precisely correct. In my first on this job, we were informed that hhs the vendor had distributed 1 million. Was distributing another 4 million. We believe they did. Again, those were tests that frankly, but for the president s leadership we would be waiting on to be done in many cases. Because they were tests that were designed to be run in the Old Laboratory model. What are the facts . I dont know what the Vice President is saying today about those tests. I know what he said back then. What he meant back then is we understood it. 4 million tests would be performed by the end of the week. White house said 27 million tests would be performed by the end offend march. We were nowhere near 4 million by that week. We are nowhere near 27 today. Were around 5 million. Theres some rewriting of history going on and we remain behind in testing. Although its improving. It sounded good. It sounded really good. Very authorityive and its a government approach. By this president s leadership. I didnt understand. We are im just saying. All right. Yeah. Okay. Multiple states are reporting a spike in people using disinfectant improperly after the president s comments. Kansas reporting 40 increase in cleaning chemical cases. According to the washington post. The president was asked about this earlier. I know you said they were sarcastic. I cant imagine why. Do you take responsibility . I cant imagine. Is there anything he is responsible for . Certainly nothing bad. He doesnt claim responsibility for negative consequences. Which you often see leaders do. The buck stops here. You can point to me if you have a complaint. Thats how people lead constituents out of crisis. The one thing he took responsibility for today was something that wasnt true. He said he built the greatest economy in the history of the world before the coronavirus hit. That is not the case. He of course inherited a solid economy from president obama. He didnt mess it up for the first three years of the presidency. And did some things that goofed it along. It was the same growth path and job creation path that we were on. Actually slightly slower. No, donald trump the nature of his psych is he calls himself a cheer leader. He likes to take credit for good things that have happened. Hes responsible for the modele used by the white house to forecast coronavirus. He told me hes increasing the predicted death toll to 74,000. Were seeing the steady rise. Youre seeing it in case numbers as well. Theres a lot of signs that were trending down, but there are signs here that things are not quite on the same trajectory they were a week ago or ten days ago. Whats the lesson . Whats the take away from the numbers going up to 74,000. We were trying to give some evidence some scientific basis for thinking about when social distancing might be relaxed. Theres always a risk. Multiple states are manning to reopen in the next few weeks. How concerns is that . Were all concerned of course. Because we want to make progress. Slowly. And carefully and safely. And with states opening up who in some of the states dont seem to have met the criteria in phase one. Thats been laid out in the national plan. Were of course worried that this coronavirus which cleverly knows how to be transmitted from person to person will have a field day. As people get out and about and get close to each other. And get a little more lax in social distancing. That will result in more people coming in to the hospital. White house official is telling cnn that their goal is help each state reach the ability to test at least 2 of the residents. Goal is 2 . Thats very low. Well, it is very low. And many states are not anywhere near close to that at the present time. Fortunately tennessee now if you want a test you can get it. So were opening up gently at least in our rural areas. But the metro areas are staying locked down for a while. We know many people with coronavirus are asymptomatic. How are states supposed to safely reopen without everyone being tested . You cant test the whole population. What well focus on still is people with symptoms and some of the worried well who come in and then finding those case, making sure they have medical care and doing contact tracing. That is the key. Testing, finding the people with who are ill, getting them care and contact tracing. The mayor of new york city says selfswab testing for coronavirus will be available in new york city this week. Can you really get an accurate result by doing this yourself . I havent seen kits. I was tested and its not a pleasant experience. And i dont whether people are going to put that swab which is what i assume its, sufficiently high up in the nose to get a good sample. You might get false negative results. In other words the patient actually has the illness but the test comes back negative. And theres the patient out spreading the virus among others unaware they have the disease. Thats the concern. I hope this test has been very carefully validated. The World Health Organization is warning there simply isnt enough research to determine what coronavirus antibodies mean for immunity. How long will it take to get an answer to this crucial question . Even if you have them is it enough and how long do they last . If they do protect you. Well, i know exactly what you mean. The antibodies that are being tested are in part being determined by tests that havent been completed validated. First of all you you need good tests. What does the test result mean. We think it means the patient is protected. We havent identified that yet. And then of course we dont know for how long this protection will last. Will it be short, begin to wane after a year or so, or the protection last longer . We need a vaccine. I think youre saying we need a vaccine. Thank you, doctor. I appreciate your time. Do you think the governor made the right call . Well, ill tell you this much, in texas, we have a law that we passed in 1975 called a texas disaster act. And it gives these types of decisions in the case of an emergency a declared emergency not governor. The reality is we are where we are now. The governor made that decision, it supersedes any orders like myself as a mayor might issue or at the local level. My thinking has shifted to how do we make these new orders a that will take effect friday work . And how do we make them successful. Being you can seszful in this case means saving lives. We are not going to have people die who dont need to. Or shouldnt be passing away needlessly. My focus now is on doing everything we can to make sure what the governor said he wants to allow to start opening friday actually works. Thats my thinking now. Ill encourage my city to do everything we can to continue to social distance and good hygiene. And try to get everyone to understand how important it is to keep our vulnerable population at home. Our Senior Citizens have been especially hard hit and affected by this. We want to keep them and under lying conditions at home. And make sure everyone who i know has been on the show for several days now saying the same thing. Theyre right, we need more testing. More contact tracing. Thats something ill work over time to help achieve. My thinking shifted to lets make it work. Governor is not mandating people wear masks. Do you think people out and about in the city should be Wearing Masks . I think they should be. Thats something ill continue to encourage people to do. I think that what the situation that were in here is we have to do everything we can as mayors and folks at the local level to make this new statewide order work. To protect our people. And so, yes, i will be telling everyone to continue to do things whether its someone tells you you dont have to wear a mask or not. At the state level. Ill tell my people in dallas they should do that. Its not a requirement under the state order. Its the smart thing to do. Its the conscientious thing to do to keep your neighbors safe. Schools think about reopening in a radically different way. With physical distancing. Disinfectant use frequently and masks as well. The president suggesting that schools could open during this school year. Listen to this. Youre seeing governors get out and want to open it up. Many are thinking about the school system. Not a long way to go for the season. For the year. But i think youll see schools open up even for a short period of time. Is that a smart idea . If young people are unknowingly spreading the virus. A couple months ago we were saying its good kids dont seem to be affected. Or dying. And how quickly we learned thats not the case. A few hours ago the National Health service tweeted out an alert they are seeing an up tick in kids with a disease where their blood vessels get swollen and leaky that might be linked to covid19. And toxic shock system and immune system conditions. That might be linked to covid19. Im really concerned were rushing to reopen and go back to normal and not learning lessons history taught us. 100 years ago with the pandemic we dropped the containment measures after the first wave. Once the virus gets into them it spreads like wild fire. And the staff and work force are vulnerable.
