President donald trump will roll out new guidelines aimed at getting americans back to work even as the number of states and local Officials Say they are nowhere near reopening. Those new guidelines are set to be announced by mr. Trump later today. Part of his continued effort to get the economy open by may 1st. The governors, of course, will have the final say and it is likely mr. Trump will face push back from several states. Take a listen. I think the companies will determine that and the governors will determine that and the federal government. Were not happy, well take very strong action against a state or a governor if were not happy with the job a governor is doing, well let them know about it. We have very strong action we can take, including a closedown. We have the right to do whatever we want. We wouldnt do that. No, we have the right to close down what theyre doing if we want to do that, but we dont want to do that. And i dont think there will be any reason to do that, but we have the right to do that. Those comments could set up further clashes from governors about when and how to reopen. Mr. Trump pointed to recent stats. New cases are declining in the new york metro area. Cases in detroit and metro areas are flat. Washington, d. C. , philadelphia, baltimore, st. Louis are showing great signs of progress and new cases in houston and new orleans are declining. The battle continues but the data suggests that nationwide we have passed the peak on new cases. But but, there are a number of states now bracing for their peak. Take a look at this map. And cases and deaths continue to rise. The death toll in the u. S. Has now climbed past 30,000 people. Now president trumps big show of reopening the economy is in stark contrast to the current economic reality. In just a few hours we expect to hear that another 5 million americans filed for unemployment benefits. Now that would bring the total of jobless cases to maybe 22 million in the last month and weak Bank Earnings and record decline in retail sales has brought the u. S. Markets on wednesday to their lowest point since april 1st as you can see from these numbers. The dow is once again 20 below februarys peak. Lets go to alison kosik. Alison joins me from new york. These numbers are hard to state. 22 million americans altogether filed for jobless claims just recently. There are some estimates that unemployment will be 50 . Yes. These are tough times. Reporter very tough times, robyn. Good morning. Hi. Reporter estimates are all over the place. Were seeing in a few hours it could be 3. 8 million to as high as 8 million. I think the consensus is what you said, another 5 million are expected to file for unemployment for the week ending april 11. And you said, you know, that puts the Unemployment Rate somewhere above 10 . Somewhere around 13 which is really mind blowing considering it was just february the Unemployment Rate in february in the u. S. Was 3. 5 . There are an additional 5 Million People who are expected to have filed for unemployment claims. That brings the total number to 22 Million People filing for unemployment in the past month. Thats 22 Million People, not just claims, this is 22 Million People trying to pay their bills. 22 Million People out of work. Now we do look at these numbers to get a really good snapshot of how the economy is fairing, the impact the coronavirus is having on the country. Right now economists believe the u. S. Economy is in a recession. Lets talk about those 22 Million People and others. In particular, Small Business owners, the mom and pop shops. Theyre still struggling to get access to loans. How are they managing . This is just a reminder that offers these forgivable loans to Small Businesses here in the u. S. Had problems from the start. Whether it was technical issues or lack of communication between lenders and then of course the lack of communication coming to businesses who need the money. So this was 349 billion up for grabs. It was a first come first serve basis where Business Owners would go online and apply for the loans and a lot of these Small Businesses, the owners, many whom ive talked to said they were just left in the dust. They couldnt even get any of these loans. The thing is, the money is almost out. Theres about 25 billion remaining so we have democrats and republicans, they want to add more to this program. Another 250 billion but the problem is theyre at an impasse. They cant seem to come together over whether to add restrictions to the funds. The good news is talks are still ongoing, but the reality is these businesses are desperate. The clock is ticking. These Business Owners are desperate to stay afloat. Desperate is well chosen there. Economy to start sooner rather than later, the leaders of several cities and states say dont expect major public gatherings to take place for months if not longer. Its difficult for us to imagine getting together any time soon. We have many, many miles to walk. Were taking it a step at a time but i think everyone should recognize that those big events should be one of the last things we bring back online. The last thing we should do is gather 10,000, 20,000, 50,000 people in one place. Thats the exact opposite of social distancing. We shouldnt do that. The longer people practice social distancing and in the state thousands of people protested in the capital. They are using the governors order to stay home until april 30th had gone too far. They say the protests put more lives at risk. I can give you one clear example how that is. It was a car protest, they were backed up to in front of a hospital. There was an ambulance that could not get into the bay for 10 minutes. They absolutely impacted peoples lives today and threatened peoples lives. Well never know the precise number of covid19 cases that come as a result of this gathering, but we know that there will be some. Michigan has more than 28,000 cases. What do you make of these images of people protesting, deadlines, dates to reopen . Well, this is really unfortunate. In the last four months since the startup of the outbreak, we have gather any information. Any such gathering is certainly something that virus loves to breed in and that is why we have been avoiding social distances. I do understand but this is the situation. We have the virus driving us. Certainly such gathering should be condemned to the extent we can. You heard a number, and i know this is a conversation that is taking place around the world, this should be in place for a while. One study said from 2022. From your perspective as a virologist, how long do you think its going to be . One thing is clear, robyn, host pandemic is it would be shaped for a live extent. They are open. There will be new rules. Never been seen in history before. This will be complete and unprecedented. Its difficult to predict when this will end. Someone has to have a crystal ball to predict on that. The disease is at a different scale across the globe as we hear some countries are opening and it will risk the spread of the infection. Its difficult to predict when it will end. The rules put in place need to be carried on. And as i said, youve studied viruses for a living. There is a lot more known about this virus in the last four months, but what still needs to be understood . From your perspective, what is one big question . One of the questions is the contagiousness of this virus. The virus has had no differences in the surfaces. So we need to explore a lot how it came to be so contagious and spread lavishly, especially when it was asymptomatic which less we leave no room for it. Second thing is really understanding how it is replicating within our cellular organelles. Thats how we can decide how we can build resistance. Still so many questions. It shows how a country like germany, which has been exemplary, how difficult it is going to be able to scale back to get control of it. One of the things the germans say is the number of new infections is a lot less. They are moving in the right direction. A country like germany has to move gradually when theyre scaling back. The physical distancing measures that have been in place will be in place until may 3rd. Large gatherings are not going to happen in this country until at least the end of august. Some smaller shops will be able to open. Angela merkel said all of the gains made so far are so fragile that the government wants to be really, really careful. The germans are saying with all of the things that she have done so far which are being praised so far, right now they are at a reproduction factor of one. One infected person affects one other person. If that factor even moves to 1. 1, even germanys very Robust Health care system could be overwhelmed in a matter of months. If it moves to 1. 2, it could be a matter of weeks. They are loosening some measures and being very careful and gradual and warning all of the gains made so far can still be reversed. Well, you know, one of the reasons that we and many other groups are able to move quickly is because technology has changed so fast. Everybody is working from the sequence the chinese groups published and because of a lot of experience gained with previous coronavirus like sars and mers, it was very easy to identify what the surface protein on the virus was. It was appropriate to target with a vaccine. Thats what most groups are using in their vaccine candidates. I mean, youre not the only one. I read out that letter of collaboration. How much collaboration and how much competition is there . Theres a lot of collaboration and competition. Competition is healthy because it drives people to move quickly, but the coordinate is important as well because we ultimately want, you know, good quality vaccines that are safe and highly effective made available for the world. There needs to be rapid comparison of these approaches looking at the strerchts and weaknesses so we can then
