It came after an almost stunning performance by President Trump on nationwide tv at that meeting with members of congress. This comes from a president who staked much of his campaign on tough, angry rhetoric directed toward immigrants, now sounding much more accommodating on the idea of comprehensive Immigration Reform. A federal judge blocking the decision to end the d. R. E. A. M. Ers program on march 5th. Ruling that protections must remain in place while pending legal challenges proceed and ordering the government to resume taking renewal applications. The Justice Department responding that the ruling does not change its position that the Obama Era Program is unlawful, asserting that it will continue to defend its position in further litigation. The late night court surprise coming hours after the remarkable televised meeting between President Trump and bipartisan lawmakers over a potential deal for the d. R. E. A. M. Ers. This should be a bipartisan bill. This should be a bill of love. Truly, it should be a bill of love. Reporter President Trump suggesting a compassionate solution, expressing flexibil y flexibility. Mr. President , you need to be clear, when were talking about daca, we dont want to be back here two years later. You have to have security. Reporter it was unclear if Border Security meant a wall. The white house offering little clarity. It all has to be part of a deal in order for these d. R. E. A. M. Ers to have protection . Border security does have to be part of this process. But you understand how a wall can be different than Border Security, sarah. No, actually, i dont. It could mean agents, more fencing. It doesnt necessarily mean a physical thats part of the negotiation that we expect congress to have. Reporter mr. Trump later tweeting that a wall must be part of any daca approval. Make no mistake, the president s televised meeting was first and foremost an attempt to put to rest any questions about the president s fitness for office that had been circulating now for days. One source telling cnn it was about seizing the mike, the megaphone. Today we expect to see the president at a News Conference with the Prime Minister of norway. It lifts the dem khraoes a little for the d. R. E. A. M. Ers who are who are exposed to deportation starting in march. The problem is no one knows how long this ruling will last and whether it will be over turned on appeal. Even on its own terms, its just a temporary reprieve. So the short answer is congress does still have to solve the issue with the d. R. E. A. M. Ers. The d. R. E. A. M. Ers are in a better litigation position. But Something Like green cards for these 800,000 people. It has to be an act of congress. And thats really what the meeting in the white house was about yesterday. Its interesting, chris. I like the idea and the dam khraoes. The rub is, though, the anecdote is about that blade falling on the heads of those in power. Even though we have this ruling, the onus on congress remains. They have to figure out the solution. This may buy time, may give a sense of foot dragging. At the end of the day, its their word. I would say this puts even more of an onus on congress to do something. Because, look, this bill is going to come due. As jeffrey points out, this is march. This program will end if nothing changes. The president i think the president gets style points credit. Alisyn said the last hour and its exactly right. This is the person people voted for. A guy who sort of has broken the typical political conventions and ready to make deals. He hasnt governed like that in the past year. The other problem is that it didnt move the policy debate. We had a debate over Border Security versus daca of who is going to give funding for the wall. We had that going into yesterdays meeting. We had the debate coming out of yesterdays meeting. Yes, he gets style points. Point of fact, did it fundamentally change . Did we get closer to the finish line . I dont know. A lot of that happens behind the scenes. But should it . One good question, should all of this stuff to be televised in a way not just on cspan. Do you think he gets fitness points . Yes. On the fire and fury . I i love that. I dont see, because he forgets things and repeats himself as evidence that there is obviously mental deterioration. I made this point before. Ill make it impetuous. He is a bully. He aligns facts in the best of circumstances. But that doesnt make you mentally unfit for the job is. It may make you temperament alley unfit for the job. But if thats the case, he was temperament alley unfit for the job when he won. So i never bought into it candidly. Hes on this rapid downward slide for mental incapacity. If you did, i think his ability to carry out a conversation, while ill note that was very light on specifics. He did contradict himself. The fact that Kevin Mccarthy had to step in and said, okay, mr. President were not going to do a clean daca bill, displays a lack of his deep policy knowledge. It doesnt mean youre mentally deteriorated. Lets play it for people who may have missed this extraordinary. Can we just say Chris Cillizza is not unfit. Chris has watch issues. I just want to say. It is is a swatch. People people say its a very nice watch. What do the polls say . Lets watch this moment and then well talk about the watch. Show your watch, by the way. We have to do it altogether. That is his interest in a deal over the doctrine. That gets tricky. It turns into a point of what can you believe about trump . The good explanation is hes not dog mattic. All right. But you have to have principles. He insisted that the wall was real. There was nothing she man particular or metaphorical about it. So yesterday he quit on that. He was open to go the wall meaning Different Things. Remember him attacking jeb bush when jeb bush said, hey, listen, this isnt a criminal act. It is is an act of love. He said, oh, please. Bill of love is an extension of act of love. Do you remember how the republicans assailed president bush for saying comprehensive Immigration Reform. No, no. You cant do it. It is too big, too scary. He used the exact same phrase. And rick perry saying the people who arent for protecting the people have hate in their heart. He got criticized for that. It marks our point marks the huge chasm between the rigidity that donald trump ran on particularly as it relates to immigration and the border and Everything Else his life suggested which was a massive fu fungability. Hes prochoice, pro life, pro gay marriage, anti gay marriage. Everything suggested he be this dealmaker. But the campaign he ran was hugely ideological and rigid. The question is which of those two is him. I voted for him because i dont like who is here. I want him out and i want a wall. And then he says a wall can mean Different Things to different people. A wall is a real wall tomorrow. What he says is today is not what he believes tomorrow. I just have to raise this again. A wall that would be paid for by mexico. Right. How many times did he say that in the campaign every day. And that promise is just completely disappeared. Incident was ridiculous to start with. Incident was a promise that was made. I think its really unfortunate that the majority and minority have really come to an impasse in terms of being able to make progress. I think in some ways this is the the signal of the end of bipartisan cooperation in the Senate Judiciary committee. Reporter during that interview, simpson also would not reveal who Christopher Steeles sources were. Even saying one of the russian sources who helped work on the dossier had been killed. We now know from our own sources that comment was in the string of highprofile russians that occurred after the 2016 election. Whats your answer to that question . Well, you know, i watched that meeting yesterday and got readouts from my friends who were there. It looked as if, seemed as if pretty much everybody around the table agreed with the president in supporting protecting these kids. They are americans and want to stay here. The disagreement is not over that but this wall the president wants. It has an impact. What he said in the decision is that the decision by the president to suspend this protection is likely to be found to be arbitrary capricious. They didnt go through any formal rule making to end the protections put in place by president obama. You know, that may be one of the things necessary to give a little push for this protection across the finish line. It seems everybody agrees on this part of the equation. The part that is most controversial that maybe should be shelved into a later day is the question of the wall. It wound up being more complex, please feel free to disagree. Watching the meeting yesterday, both sides saying they wanted to protect these people. A borrow from jeb bush calling it an act of love when immigrants bring their family into this country. Two of the four things the president says he wants, getting rid of the lottery, getting rid of chain immigration or migration, those are things the gang of eight had agreed on already. Why are those sticking points right now . You agreed to those in the past. Yeah. So thats right. The 2013 immigration bill that passed the United States senate, there was massive new Border Security investments, including money for a new physical wall. So there isnt a question as to whether democrats would support increased funding for border secure or some of the other measures they are talking about. The question is whether you should hold them hostage to the more complicated negotiations. The fact is there are kids losing their protected status every single day. And of course we only have a couple more months. I get that. Im saying lets get that done and then work on the other pieces. I get it. Im just testing the position. If youre okay with fixes to the lottery system, fixes to chain migration, if you say you will fund the border, and it seemed the president fell on his wall promise yesterday. Its no longer a new bricks and mortar structure that expands everywhere that he can, he backed off that. So why not make the accommodation if youre okay with it all fundamentally anyway . Well, listen, we have no idea what the president is talking about on this wall. Yes, he seemed to back down from his insist answer being a complete wall during that meeting. Then he went on twitter shortly thereafter and seemed to it rate his demand that it be a complete, total, physical wall. The chain migration is incredibly complex. I dont know what they mean by that. If that means we shouldnt allow families to live together here in the United States, thats something something that democrats are going to agree to. Democrats chewed on this thats right. No, no. Theres clearly room for a compromise, room for work here. The question is if everybody agrees the d. R. E. A. M. Ers should be protected, if that is not one of the things thats controversial they saw this before in 1986. If you give amnesty to the people here, i know amnesty is a dirty word. If you use whatever word you want and you dont do the compatible secure provisions, it wont get done. They want both in the same bill. So then remove this hammer that is hanging over the heads of d. R. E. A. M. Ers. The president has said that he wants to remove their protected status starting in march. We want to do a comprehensive tkpwraeugz reform bill, thats do it. But the president needs to remove his insistence that he will deport these kids in about 30 days. The move by senator feinstein on the transcript of the fusion gps, was that the right move . I think it was the right move. The republicans on the committee didnt consult with her with respect to their referral to the department of justice. Tight for tat . Is that the way to do it . Well, no. Comedy has fallen apart on that committee for the time being. I think it is just another reminder if we get to the bottom of what happened with respect to the 2016 election, it will come through Robert Muellers investigation. Ive always been skeptical that the judiciary or the Intelligence Committee would be able to keep republicans and democrats together on their own investigations. I think weve got to count on mueller being the only place that will ultimately get to the facts here. When people read it they will get the true intentions. What was it like on the inside . You know, ive been to a lot of meetings on this issue. This is probably the most effective i have been to in a long, long time. The president was obviously engaged, knowledgeable. He wanted to hear different opinions. He was willing to negotiate. This is an issue he wants to get done and therefore got everyone together. I have dealt with him on a lot of difficult issues. Thats the way he is. Hes engaged. He knows the issue. He likes to hear different opinions. The only difference is the cameras were there and we have gotten to see what we deal with every day. And that was good to see. Were you surprised that the cameras were there . I actually forgot they were there after a little highly. Usually theyre there for a while and then they escort them out. Did you think the cameras were behind you . They were kind of to my left. So i could see them. But as the meeting started progressing it didnt take long, as you saw, getting into the depth of the issue. I pretty much just kind of lost track of who was there, looking at the president , the other folks in this conversation and kind of really kind of forgot they were there. The prison was willing to negotiate, give and take. There are certain things he needs to have. You saw that nobody argued to those basic principles that have to be done. Now we have to hash out the details. Im not saying this would ever happen, alisyn. Some folks who might want to back out, not want to get this done, now they are on record agreeing to the four principles. But explain that to me. From watching on the outside, incident was hard to know where you all did land. So who do you think might sort of try to change course . I hope nobody does. Look, there are difficult issues. These four issues we agreed to have together, right . Yeah. But hold on a second. What did you agree to . What is the upshot . There are folks that want to do a lot of Different Things. Folks want to include a lot of Different Things, exclude a lot of Different Things. What was agreed to the in essence are two things. The four areas that we will discuss as part of this. And those are the only four areas. Its obviously a permanent solution for daca, chain migration, deal with this diversity visa, this lottery visa system, and then Border Security, real Border Security. Not wink and nod, but real Border Security. We will have to negotiate them. A real big deal. Fair enough. The other thing was to Start Talking right away. The leadership there, house and is senate, republicans and democrats said we will get a calendar together. The president said dont delay. Start tomorrow. You are willing to use my conference room. You have to hammer this thing out right away. Quickly. The president wants to get it done. There is bipartisan support, whether its Border Security, dealing with the issue of a diversity visa or the daca thing. Not to disrupt but the devil is in the details, as you well know. Yes. Today as you stand here this morning, do you understand what the deal is on how you are going to protect the d. R. E. A. M. Ers . Absolutely. Look, we have to hash outality of the details. And youre absolutely right. The devil is in the details. But the fact that we got a large Bipartisan Group of folks, house and senate, to agree on the principles of what were going to be negotiating, agree to the fact that the United States has the right and the obligation to secure its borders. I dont think anybody argues against that publicly. Privately you will hear some differences. And the fact that we will deal with this daca population in a legitimate permanent fashion and deal with the other issues that i already mentioned, thats a big deal. And the fact that we are all committed to doing it. We have president ial leadership pushing us to doing that. This was a very good moment for the country, for the congressman in particular the American People got to see the president that i have been dealing with look, i met with the president on very tough issues, Foreign Policy issues, venezuela, cuba. Thats the president i know. Engaged. Likes to hear different points of views. And has a goal and so far has been able to achieve his goals every single time. Let me ask you about that goal. Is the d. R. E. A. M. Ers issue connected to getting funds appropriated for the wall. What we agreed, and the vast majority of this meeting was visible to the American People, was part of having a permanent solution for the daca individuals was we are going to secure the border in a real way. With a wall . Yeah. And we have to work out the details. Is it 1,000 miles, 700 miles, fencing, technology. Worlder security. Were going to deal with this problematic issue thats been around for a long time of this diversity visa, which is a lottery system which a lot of people have a problem with. Let me ask you about comprehensive Immigration Reform. That is a catch word and loaded. For Everything Else. And it sounded like at times you were all trying to negotiate that. Where are you today after this meeting . Again, what was agreed to was that were going to deal with these four issues as a package. Were going to deal with these four issues. What the president did say, and i said this with you a number of times. If we can get this done, i would like to deal with the entire broken immigration system. The president is amenable to doing that as well. But we have to do this. This is a heavy lift. So not a clean bill, just so im clear. Not a clean bill for the d. R. E. A. M. Ers, all four things together. All four. Not only will we deal with them in a legal, be permanent way, we will have Border Security, deal with some of the issues that have been problematic for decades. Im hoping if we get this done it will show the framework how in a bipartisan way we can hopefully do more big things. That would be a huge favorable step for the United States. The only suggestion in this transcript is when simpsons lawyer brings up theyre worried about security because someone died after the release of the dossier and then we learned that certain russian operatives may have been taken out and were not sure why. However, to your point, field intelligence work often involves cultivation of people to help with sourcing, help with information. Thats different than paying for a take like a gossip columnist. Youre painting it unfairly. What we saw is no proof, after nine hours of questioning, that fusion was doing anything other than its job.
