For racial insensitivity once its made public. Will clippers owner
Donald Sterling
sell the team, now that hes banned for life . Will his fellow owners force him . Who would buy it . Good afternoon, everyone. Welcome to the lead, im jake tapper. The national lead, it started coming down and it still has not stopped. Deadly storm system that has tortured much of the eastern half of the nation for days creeping up the eastern seaboard, causing some of the worst flooding in a generation, 37
Million People
now at risk. The
Florida Panhandle
up through new england catching deluge now. Today its hard to tell the gulf coast from the actual gulf. Heres something you dont see every day, even in florida, airboat replacing cars as the best mode of transportation. This is just blocks from downtown pensacola. There are reports of people still trapped by
Rushing Waters
like these. Pensacola got more than 17 inches of rain in 24 hours. Thats more than a quarter of its average annual rain total in just one single day. And its still coming down. The storm hit amazingly fast, three busy bridges in the area are reportedly destroyed or significantly damaged, at least one person is dead from the flooding, adding to the 36 other
People Killed
by the violent weather system so far. Floridians are no stranger to flooding. They stare down superpowered hurricanes time and time again. Even for them, this floodings extraordinary. Meteorologist chad meyers standing by live in pensacola, florida. Youve covered incredible flooding so many times in the past. Put this into perspective for us. Reporter i would be waistdeep in water 12 hours ago. It has gone down, but thats what a flash flood does. If the water goes down, it doesnt dry out your drywall, your floor, tv, or your couch, it stays wet. The flash flood got all wait into the peoples homes here in pensacola. Now we talked yesterday, almost the exact same time, i was chasing tornadoes in tuscaloosa. They never happened. Why . Because the gulf coast stopped pushing its moisture into mississippi and alabama and the rain came down here. We didnt get tornadoes here but it rained and rained and rained for hours on end. Some people say that today, they saw on their rain gauge a little click of rain gauge in the backyard, five inches of rain in one hour. That waters still here, still going through neighborhoods. Its still running off and into the gulf of mexico that runs downhill because the gulf isnt that far away. But the water came up and came up quickly. It came through the homes. And now receding. People have a lot to pick up, a lot to do here. Were grateful we didnt get the number of tornados that we were expecting yesterday in such a moderate risk day but the people here paid for that. Chad meyers, thank you. Next door, parts of alabama also getting recordsetting floods. Rescue workers at it around the clock to reach those trapped. Im joined by the
Deputy Director
for the
Baldwin County
alabama
Emergency Management
agency. Thanks for joining us. Anyone in need of rescue in your townty that you know of . We dont think so. The rescue requests have become sporadic over the last few hours. We havent had any in the last hour or so. We look to be finishing up those operations sometime later this afternoon. Youve had to rescue people from some very tight and tricky spots. Tell us about it. Reporter well, the flooding happened pretty fast. About came up pretty fast, the waters rose at historical level, i would say. People had to scramble. We had one person who had to scramble up into the attic. We had people standing on furniture. People who had to get up on their roof to wait to be rescued. It happened quite fast and it caught a lot of people by surprise. You refer to this as historical flooding. Never seen it this bad in your part of alabama. I have not. What is travel like . Anyone able to get anywhere . Travel is, were back i wont say were back to normal with travel because we have a lot of infrastructure reports of infrastructure damage to roads and bridges. Weve got people out doing preliminary
Damage Assessment
on those. We the schools in the county offices were closed today, to keep people off the roads until we could make assessments about what the damage was and to make sure everybody was safe and sound. What is being done to help the victims, and how bad did it get for them . We currently have opened three shelters last night. Were down to having one shelter open now with a few people left in it. Weve been able to provide them a place to go to get out of the weather until they can get back with some family and friends who can help them get on their way. Reggie chitwood, for the alabama
Emergency Management
agency, thanks for joining us. Our thoughts and prayers are with the people of the great state. Florida governor rick scott declared a state of emergency for 26 counties and canceled his events today, including a fundraising event where he was to appear with chris christie. In order to get on top of the flooding situation in his state. Earlier he toured through pensacola, saw the destruction with his own eyes and now rick scott joins us live from the scene in pensacola. Good to see you again. Earlier today you said crews handled 200 rescues out of 300 requests. How many are still left . We think all of the rescues have been done. We had people up in their attics. Its unbelievable the amount of flooding weve had. Roads torn up, water clear through homes. I went to one home where the foundation was gone. We had it happened quickly. These residents got up 12 00, 1 00 in the morning, felt water underneath them, dogs woke them up, so we walked three homes. Like chad said, the waters receding now. We havent had rain in pensacola in a few hours, but were going to have problem in the houses. Weve got water, trying to push the water out of it. Water in the walls. But you know what . People in florida are resilient. Weve gone through hurricanes. Ive been downtown, saw the businesses flooded there. They said people are coming to help us. They have so many people helping them clean up the stores. How many people in florida are still without power . Theres about 18,000 homes without power right now. We have what ive done, i brought in the
National Guard
. We brought in 24 high water vehicles. We brought in boats from fish and wildlife, vehicles from fish and wildlife. We still have people without power. But gulf powers, the biggest utility here, getting that under control. But your heart goes out to these individuals that lost their homes, they have to move out of their apartments. But people are showing up to help each other. You mentioned hurricanes that your state periodically has to endure. Some people in pensacola have told cnn reporters this is worse than hurricanes such as ivan and katrina, at least for the pensacola area. Is that right, do you agree . Thats what everyone has said. They said, we didnt have this sort of flooding with ivan, and their homes werent flooded, businesses werent flooded. They think 22 inches of water, as much as 5 inches in an hour, and the water came up so fast when you talked to the families. You saw cars just thrown down a road, pushed down upside down. People have lost everything. And they didnt buy
Flood Insurance
because they didnt think they were in a flood area. Do you plan to ask the federal government for help . What and we do, we go through and make sure we fit within the
Damage Assessment
. Femas coming down. Weve been talking to fema all day. Theyll be coming down friday to do assessments. If we meet federal standards well ask for assistance. A declared 26 counties. I flew up, i went to the
Emergency Center
in tallahassee, came over here as soon as i could fly in. Anything you want from the federal government that youre not getting . No, not right now. We have a very

. But now, with sterling banned for life and silver committed to forcing a sale of his team, suitors are lining up to make bids on the franchise. Magic johnson, former microsoft ceo steve ballmer, david geffen, boxer
Floyd Mayweather
and even oprah reportedly interested. But what if sterling fights the sale . Joining me now, sports law attorney jeffrey kessler. First, does the league have the power to vote sterling out . He is a lawyer. He could fight it, one thinks. He can try to fight, but he agreed to the nba constitution and bylaws, and in those documents it says that, 3 4 of the owners can vote to terminate the ownership of any nba owner if they are found to have violated various provisions of the constitution of bylaws. I believe in this case the league will have very significant arguments that it can proceed in exactly that fashion. Now silver, when asked about the fact that this was apparently an illegally recorded phone call, because californias a state that requires consent to record a phone call, leaked, adam silver, nba commissioner said, whether or not it was private, its public now and this is whats in the best interest the nba. Legally, does sterling have any recourse here at all . Well, again, im sure he has many talented lawyers and they may come up with some type of claim. But you have to look at what that claim would be. The constitution says that the owner waives any right to go to court, to challenge any decision to exclude the owner from continuing in the nba. Now, he might make an argument that if he has an antitrust claim, that that waiver should not apply. But to state an antitrust claim you have to show theres something anticompetitive, that competitions being restrained, theres some effect or intent to restrain competition. Frankly, i dont know how you can claim that in this case which is about a particular owner making racist remarks that were so foul that the entire
Basketball Community
is united in saying, this guys got to go. I can understand why they would say that and his remarks certainly are foul. You talk to a lot of people in the sports world as a sports attorney, as a leading sports attorney, are there any concerns among anyone you talk to about the precedent being set here . This was a private conversation, it was illegally recorded and leaked. No one is condoning what he said, but i have a tough time imagining that every single player, owner and coach affiliated with the nba would withstand the same kind of scrutiny. Well, this isnt a precedent for anybody but an owner who will in the future say such foul things. And if they do, then it will be a useful precedent. Beyond that, this is really a factspecific situation. It has nothing to do with players, for example. Players are subject to different rights and remedies because they have collective bargaining agreement. Its not the same. If youre an nba own somewhere want the stewardship of this type of franchise and business i suggest that you do not engage in this type of behavior, whether publicly or privately or in any other context where its going to express that theres really not fit to continue as an owner in the nba. Moreover, you probably shouldnt say things like that because that would be a good reason as well there thank you. A convicted murderer dies 43 minutes after a chaotic execution attempt. Reporter some suppliers wont let states use their drugs for executions. Those that do want their identities protected for fear of retaliati retaliation. A recent shortage of lethal injection chemicals forced some states to try new drug combinations or use from loosely regulated companies the food and
Drug Administration has not approved any drugs for the use in executions. Physicians, a lot of times, are not involved in the process because its a violation of medical ethics and a hippocratic oath to assist putting somebody to death. Its a real amateur operation in terms how we put people to death in the

And another inmate supposed to be executed after lockett but oklahomas governor put a halt on the execution for two weeks pending an investigation. The next planned execution in the country is may 13th in texas. Officials have been using a single drug since 2011 and so far, havent had any issues. This is hardly the first time this year, even, that an execution has gone wrong. Right. In fact less than four months ago, there was an execution in ohio involving a

Australian Firm that they have found some sort of wreckage in the bay of bengal that may or may not belong to flight 370 are being met with heavy skepticism by australian officials and many experts. So why are two navy ships on their way to investigate . Cnn aviation correspondent rene marsh explains the controversy. Reporter
Australian Company released these images it believes could be wreckage from flight 370 in the bay of bengal. 3,000 miles from the current search zone. Skepticism is high, but so is curiosity. Two navy ships from bangladesh are en route to investigate. But in a new interview the man in charge of australias search efforts rejects the companys claim. Hes confident the best experts in the world have led his team to the right place. On the basis of their analysis, is that the aircraft appears to have entered the water in the indian ocean. Reporter within hours, the malaysian government is expected to release to the world a preliminary report on the investigation into flight 370s disappearance. The routine report is expected to include factual details, like a time line. But will not make any conclusions about the cause of the planes disappearance. Meantime, flight 370 families are learning even more in a second day of indepth briefings, malaysian authorities went through detailed questions line by line. Many questions on the planes emergency locator transmitters which never signaled a crash. They demanded to know when they were last inspected. The check was done on the 23rd of february of 2014. Is it possible to break the elt at high impact . The elt can break. Anything on the aircraft can break. Reporter skeptical of calculations that led search crews to south indian ocean, families probed, trying to determine if experts missed something. What i wanted to see here is whether or not certain considerations of mine have been indeed take noon account. That directly affects the accuracy of the inmarsat report. Reporter meanwhile, in the southern indian ocean, bad weather disrupted the subsea search, but now bluefin21 is under water, scanning for evidence of
Malaysia Airlines flight 370. Its important to note that the company that claims to have found a plane in the bay of bengal, wont release its 23page report to cnn or give details about the methodology used, and that is why satellite and airplane
Imaging Companies are so skeptical. But with two ships now headed to the area to investigate, we may soon have enough information to end the debate. Lets go through lease latest developments with the panel. Rob mccallum, cnn analyst and ocean search specialist and miles obrien, cnn analyst, pilot, science correspondent for pbs news hour. Youre skeptical about this information from the
Australian Firm, but to play devils advocate, any harm in having bangladesh send everybody two frigates just to check it out . No, theres no harm. High concerns they were going to redirect assets in the more important area where we have evidence in the southern indian ocean into the other zone. Bangladesh isnt involved in the search. If they want to do a training mission, why not . Its in the public realm, families needan an answer. Theres little basis in fact for it but worth running down. Rob, any technology that youre aware of that could detect the plane the way that this firm is claiming they were able to . No, none at all. And you know, you have to think if there was the ability to detect metals and gold and tie tamium by this methodology, theyve been doing a brisk sil indeed. The claim they found gold, copper, titanium in the area is just too hard to believe. Hard to work out how you identify an aircraft, the aircraft from the surrounding back scatter. That area is draining the broader himalaya so the metals are present in quite high concentrations anyway. The iko report, stands for
International Civil aviation organization, civil report that the malaysiais handing over. What is in the reports . The preliminary reports are preliminary. Were past preliminary in the investigation. Were going to get a report on day 54, 55, which we should have got on day two or three the information were going to get is pretty rudemen tri, i suspect. I have a copy of the form that youre supposed to fill out for this preliminary report. It like filing information where and when, airline operation, whether its general aviation, what aircraft is involved, the sequence of events. And then the narrative, the narrative. What actually happened. 200 words. After all of this time, if they do the letter of the law, well get something that is wholly unsatisfying. Maybe theyll go beyond preliminary and give us something theres a preliminary and then a final report, which happens some years later. Maybe well get something in between preliminary and final. 200 words . Thats not a college essay. Practically a tweet. Rob, the bluefin is on its 17th mission, the man coordinating the australianled search,
Angus Houston. He said theyre hoping to have other underwater search equipment in the water by june. You and i have been talking for weeks about the need for better equipment that can go deeper. Why is it taking so long . Well i think because of the sort of side action, if you like, of the supposed pinger locations. You know, those locations are definitely worth investigating which is what the bluefin is doing at the moment. But its time to plan the broader search, the wider scale search along that aircraft flight path. Miles, i want to play
Something Else that
Angus Houston said about a time line to find the plane. I would say if everything goes perfectly, perfect weather, eight months. But if we have other things that happen, it could stretch out to about 12 months. Are you surprised that he put that range on finding the plane . Not at all. I think this is the real problem were dealing with now. We in the media, public, families have a different expectation for the time it takes to do this painstaking business. Experts know those, 12 months is probably conservative. Took two years to find air france 447. People are saying they havent found anything in the southern ocean. They havent done much of a search yet. Theyve begun, but they have more to do. So the pressure to move on to the bay of bengal or anywhere else or wherever people find a piece of wreckage floating in the ocean i think is wrong. It doesnt recognize the technical difficulties. Thank you so much. Coming up, republicans doing damage control after a series of racially charged remarks and one black democratic congressman making headlines for himself, calling

Winter Weather is to blame but its one more sign that five years after
Great Recession we are not fully recovered, its true for the 10. 5 million
Americans Still out of work. So, what do we do about that . My friend, mike rowe has an interesting idea, bring back the
Skilled Labor force. For years, as the host of dirty jobs with mike rowe, mike brought us stories of americans who build our roads, patch our roofs and empty septic tanks. Now host of somebodys got to do it slated to premiere fire, making a pit stop in washington to see if lawmakers on capitol hill might be interested in rolling up their sleeves to revive the workforce. Closing the skills gap is about keeping america working. Really its about keeping america america. And mike rowe joins me now. First, welcome to the cnn family, new series somebodys got do it comes to cnn soon. A fascinating show with powerful message, whether cleaning up rivers or zoo animals, somebodys got to get the hands dirty. This is about the mission. Previously, for the last eight years we were looking at dirt and work, dirty jobs was a love letter to a work ethic. Somebodys got do it whos on a mission . Who wakes up agitated because the worlds not quite the way they want it, could be mad scientists, bloody dogooders, people the guy who built stone henge in his backyard. You know that guy . I have heard the story and i want to meet him he was trying to make the point, no, aliens didnt do it, people did it, let me show you how that happened and he took a year it did it, cool. When you come to washington, d. C. , this isnt the first time youre testifying before congress, what do you tell them . What do you want them to get from a mike rowe experience . Ive got my own mission, ive been on since 200, concerns the skills gap. A few million jobbed in the country that for whatever reason go unloved. Some jobs are extraordinarily great. Real shortages in these areas. Everywhere i saw help wanted signs even at height of the recession. My message, in a nutshell, we need a pr campaign, a big, fat,
Aggressive Campaign that champions all kinds of jobs that people dont seem to want and reinvigorates a work ethic in the same way the
Keep America Beautiful campaign, remember with the indian on the side of the road . Correct. That went on for 30 years and altered behavior. If we want to close the skills gap we have to work on the way we portray work and talk seriously about the fact that not all knowledge comes from college. In fact, youve rewritten the old saying, work smart, not hard. If we can show that. To work smart and hard. Explain. Look, its a really simple little thing. Platitudes are powerful and that poster hanging there i saw in my
Guidance Counselors office in 1979. He was trying to talk me into a fouryear school. Would have loved to have gone but couldnt afford it and didnt know what i wanted to study. I said a twoyear school makes more sense. He pointed to post somewhere said why one of those guys do you want to be . That was one of the first pr campaigns id seen for college but happened at expense of all other forms of education. So my little theory goes leak this. I think thats the worst advice in the world and i think we took it, societally, i think we took it. And over the last 40 year, you can see that sentiment portrayed in the portrayals of work that we typically see on tv, books that we typically buy, shows we usually watch. And on top of it all, maybe theres an explanation in there for a trillion dollars in
Student Loans that suddenly ballooned out of nowhere, 2. 5 million jobs that people dont want a labor short annual at a time of high unemployment. All of those things are disconnects, but you can start to understand them if you look back at the cause which i believe is our relationship with work. Before you go, what do you think of
Congress Work ethic . Youre somebody who spends a lot of time seeing how hard working americans spend so much time trying to get up. Its an easy target in a general way and i know what im supposed to say interesting, what you actually think. Back in 1780, whatever it was, john adams and company were still riding from boston down to philadelphia to do the countrys business in the snow. We had more snow days here last year. Nothing personal, work ethic is what it is. Whats more important is a willingness to reconnect some of the dots in a non in a nonpartisan way. When we talk about the skills gap it almost begs a political fight. Buddies on the right say problem is people are lazy. Buddies on the left, companies are too greedy. Minute that happens, nobody solves anything. The reality is, look at the opportunities that are out there, make a case for the trades, and stop with this idea that theres only one way to get educated. Mike rowe, thank you so much. Again, welcome to the family. You can check out mikes new series somebodys got to do it when it premieres coming up only on cnn. And for the second time this year, we have a baby lead. Cameron
