Captioning sponsored by Comedy Central jon welcome to the daily show. My name is jon stewart. Guest tonight jill leovy is going to be on the show. She is the author of ghettoside. But as you can see, our great city still stands cheers and applause tonight, we are moist but unbowed. Surviving the only story that mattered, the one that happened in our region blizzapocalypsegeddon 15 the whiteerdammerung. It all began yesterday when elected officials got news they hoped they would never hear it was going to snow. laughter in the northeast, in january. Oh, the humanity. Whiteout. Blizzard 2015. Threatening storm. Ferocious blizzard. Epic, historic, record breaking. Snowmageddon. Jon like the capricious goddess whose name is beares, wintero storm juneau will turn or nations children into horrific living snowe men whose only known cure is an immediate infusion of soup. laughter but of course no warning of dire weatherrelated emergency would be complete without charismatic sign Language Interpreters vying for the title of best silent mayoral hype man. And in that contest, there was a clear winner. New yorkers should not you want estimate this storm. Assume conditions will be unsafe. laughter jon that is new york sign language. I dont read sign language, but im pretty sure hes going suck my bleep juneau. You bring that bleep snow. And i will bleep you up. Do you hear me . Plow me . No plow you bleep yesboom applause that guy is awesome. Let me tell you something not a bad freeze frame on the tape. laughter that guy nailed it. And then there were some other guys, de blasiotype guy, he was there too, prepping for the imminent ice death of the eastern seaboard. Mr. Mayor, i want to seek a clarity on the 11 p. M. Rule. Therethere were a few folks on social media wondering about food delivery bicycles whether they might be allowed out. A food delivery bicycle is not an Emergency Vehicle. laughter . Jon bull bleep . Not an Emergency Vehicle sounds to me like someones never been stoned at midnight with no ready source of crack rangoon. Hey, guy, bleep new yorks signature dish, something in a bag thats stapled. Yeah, thats right. Hey, i need food. Not the travel presents the only danger. The Weather Channel showed us the wily snow can attack you, even in your own home. Snow over this entire roof would weigh 150,000 pounds. The weight above this room alone, the equivalent of three fullsized grand pianos. Thats enough weight to have the roof cave in. You get two feet of snow up there, and its the equivalent of nine heavyduty pickup trucks on top of the roof. And when that amount of snow starts to slide, it can easily damage or destroy anything in its path. laughter jon why do they park on the roof when did the Weather Channel get michael bay to direct its videos . Sure im best known for my films on the dangers of fighting space robots but my real passion is seasonal precipitation safety. laughter clearly, the storm of the century was on our hands with enough snow to crush us in our bed and, sure, while a lot of new england did get horribly hit, new york city the place where all the news organizations live did not get hit that hard. laughter leaving the networks with some tough choices. Acknowledge that conditions have changed, ease up on the breathless hype, focus your attention on new england, where it was actually really snowing, or desperately cling to the original narrative. You can see this road. This is a side road from the bridgeport Port Jefferson ferry terminal. This is getting snow covered. Were seeing an intense snow band move through the new york city area now. Im going to show you an idea of what were dealing with. All this wind heres some snow. Youre going to see it go up. Check that out. laughter applause jon behold gravity come on, guys. Its supposed to be snowpocalypse. You have to do better than this. Were going to slide down this hill real quick. There was this parking lot was completely completely full and now it is completely empty. laughter applause jon so a parking lot that was once full over time became empty. And yet somewhere else one would imagine a parking lot that was once empty has become full. laughter as the circle of parking and while weather reporters bearing witness to a storms power has become a bit of a cliche, the constantly evolving innovative industry has once again upped their game. I give you anchor in a car. Good evening from the snowbound and eerily quiet streets of new york city it i am chris hayes. Right now we are out and about in new york where very few others are. laughter jon you guys, you know google street rue, view, right . That would be a good shock, dont you think . Google street view if i talked while it was going on . laughter but as always when there is innovation in the field of news gathering, we look to cnn for its worst iteration. Im don lemon in the blizzardmobile, seen in the blizzardmobile and were out showing what happened in manhattan live as it happened. Jon blizzardmobile . Settle down, batman. Its a ford explorer. And by the way with the way youve been reporting lately, youre lucky youre not in an actual blizzardmobile. laughter applause i gotta say im a little confused. Upon what is it that you guys have been telling everybody in the new york for the past 12 hours . Driving conditions will turn even more dangerous as the night goes on. People being told to stay off the roads. Really icy conditions. All nonEmergency Vehicles are supposed to be off the streets. Jon so either don lemon and the blizzardmobile dont watch their own network or he thinks all it takes to upgrade a vehicle to emergency status is give it a name ending in mobile. Its one thing for the reporters to stand outside like an idiot to show us it was cold. They knew what they were in when they put on the branded poncho and if they get hurt, they get hurt. Buhow does it feel getting behind the wheel of an s. U. V. Putting other people at risk. Im don lemon, the breaks news here on cnn, the blizzard of 2015. It is battering the city of new york. Jon really, battering . laughter your windshield wipers are set to intermittent. laughter applause anything else you need to tell us thats so important its worth sliding on a patch of black ice into a couple of pedestrians . Robert kraft spoke at a press Conference Today in arizona. Were talking about deflategate, right . Were talking about the patriots, and the football. Jon so youre doing the whole bleep show from the car the car youre not supposed to be in driving around but youre driving on it anyway . Youre talking about deflategate. Youre not even doing the weather. No. Where is that sign language guy . laughter actually, you know, now they see this in action you know what, no, im sorry. This is my bad. This idea has potential. Watch out, cnn theres a new ride in town. When the man tells nonEmergency Vehicles to stay off the road, were on it, in a vehicle. Lets hear from the man on the street. Hardhitting. News. And its not just weather. Were talking about other stuff too. Things in yemen are spiraling out of control. You know im all about that dont think were going to stop it for just inside cars. For more on this historic greek election we turn to eurozone expert, greg berga. This is a major shift in power. I thought it was going to fall off. Off. This is my lane. Stay in your lane stay in your lane the news isis is claiming responsibility for the attack damn it timeout right now. Where . Who knows . More on this and the 360 panel. Panel, what do you think . J. K. Possible 360. Buckle up. Its going to get bumpy. cheers and applause jon well be right back. cheers and applause . Jon welcome back. After that first one, im just glad we dont have to keep talking about things falling from the sky. Breaking news a Security Breach at the white house. Overnight a drone lands on the white house lawn. Jon oh, for gods sake. Another whus security breech breach. Lets get to the bottom of the Security Breach. Whodunit . You dont know if this is some 14yearold kid who got a drone or some al qaeda sympathizer wanting to send a message . Jon of course there is nothing in between. This is either a 14yearold hooligan or a jihadist doomsday mastermind. laughter dont worry, people everythings all right. The secret service responded to it and determined the device didnt pose a threat. Of course it didnt pose a threat. Drones love obama. Hes like a oneman drone employment program. Heres my guess that drone my just have wanted to slips resume under obamas door. laughter how about me . So when did this happen . The drone crashed on to the south lawn today around 3 00 a. M. Jon thats weird. Who flies a drone on to the white house lawn at 3 00 in the morning . The secret service says the operator, a Government Employee, called to turn himself in after the incident. He says he was just using it for Recreational Purposes and lost control. laughter jon kids let this be a lessop. Youre droning the 3 00 p. M. Youve got a hobby. If youre drone at 3 00 a. M. Youve got a problem. Sure, you tell people its recreational. The next thing you know youre blowing a guy between a 7eleven for a couple of a. A. Batteries. Everybody overdoes it on the drone sometimes as long as youre being responsible. The Government Employee who was operating the drone told secret Service Investigators he had been drinking. Jon no bleep thats why before i go out i always designate a droner. laughter friends, dont let friends drone drunk. laughter the more you know. But in the end, at least we know that this was a harmless civilian snafu. Letting us all sit back relax, and laugh, at wolf blitzers plan to secure 1600 pennsylvania avenue. There are no real air Defense Systems around the white house that can find a small drone and blow it out of the sky inness advance of its coming in, is there . The israelis have an iron dome they use if a rocket comes in, lets say, they can intercept that rocket if its going into a populated area. It will probably work fine except you have the explosive debris it would all be falling on people in washington, d. C. Jon thats a great idea wolf its a good idea, it would work but then, obviously, in a crowded civilian area, you dont want fire raining down from the sky. laughter i gotta tell you, between this and the blizzardmobile, cnns slogan should be, cnn get out of the way well be right back. cheers and applause recently, a 1954 mercedesbenz grand prix race car made history when it sold for a record price of just under 30 million. And now, another mercedesbenz makes history selling at just over 30,000. And to think this one actually has a surroundsound stereo. The 2015 cla. If you want it go out and get it cheers and applause jon welcome back. My guest tonight, she is a reporter for the Los Angeles Times. Her book is called ghettocide a true story of murder in america. Please welcome to the program jill leovy. Jill. cheers and applause . How are you . Fine. Jon thank you for braving the elements come in from sunny los angeles. Ghettocide a true story of murder in america. This is incredibly gripping, sort of true crime story. What made you decide to write about about this case this murder . Well, homicide is not evenly distributed throughout American Society right. In fact, its very, very concentrated. It piles up among small groups of people in little enclaves, chiefly among black men in america. Jon in cities. In cities and actually throughout the country. They are the group who dies most. They are number one crime victims. They are 6 of the population, Something Like 40 of murder victims. And this goes back and back and back. It it translates to thousands of deaths a year destroyed families. We have this miraculous crime drop. That disproportion is still with us. I was just looking at our newspaper article in the Los Angeles Times this morning. Los angeles has miraculously low crime rates. 260 murders a year 112 of those were black people in a city thats probably less than 8 black maybe 9. Jon so what is this case, you have a detective here, this skaggs fella. Thats right, so in the book i tell the story of one detective who works in watts, kind of a backwater station house in a middling job. Hes a surfer. Hes an extreme perfectionist. Hes a very hyperactive person. I was embedded and i would shadow these detectives and he would look at me askance if i came in at 7 00 a. M. Because because you would be a slacker. A slacker. He got up at 3 00. He didnt believe in lunch breaks. And he brought this kind of artisans sense i believe to the ghettoside, if you will, black on black, that werent get, public attention or much attention. Jon and hes relentless. And hes relentless. The book chronicles of case of his career and its the case of his career not because its a big media case or a celebrity case but the young black man who was murdered is the son of a colleague, a highly respected homicide detective. And so the case is at first unsolved. It kind of languishes. They bring skaggs in, and the book goes in with him and watches him kind of moment by moment as he investigates this case. And the idea is to through him and through this case tell this wider story. Jon so thats whats so interesting to me. You get to this point, its almost an anomaly how much effort is put into solving this case. Is part of the issue, then, about these crimes in these communities not that people arent working hard to try to solve them, but theyre not getting the attention and that the attention could that do something absolutely. You know ive been thinking about this a lot with the questions ive been getting on the book about who the police are. The police are an extension ofs you. They are what they do reflects our political priorities. And i think we sometimes forget that. And so if everything we look at in Police Departments is a vital function if you ask me solving killings, catching murderers, and secondarily, assailants who dont quite kill their victims but attack them, then the function is going to languish. They dealt with a lot of impediments. They used to take my notebooks not intentionally. They saw them lying around. But they were that short of Office Supplies that when the embedded reporter came in and put i was particular of my reporters notebooks put them on the desk and turned my back jon the cops would take your notebooks. They needed paper and penciles, they needed them. Jon and you probably thought to yourself you know who i should call . Nobody there to do that. Its just a small example of what im talking about. Jon no theyre up against these tremendous impediments. The dichotomy it seems, in the higher crime areas where the focus of the narktsz publicity is not on these terrible tragedies you have communities that need more policing but the right type of policing, because then theres also that tension between what might be considered overpolicing or police brutality, or so now you have this balance that has to play out. It can seem like a paradox. But i think about quality versus quantity, and the way i divide it up in my book sitalk about the difference between preventive policing and you know an l. A. P. D. Commander said this to me why should we worry about detective work its reactive. We dont really like the word reactive. Jon the broken within is proactive. I dont buy it. Instead of reactive lets use the word responsive. Lets respond to the acts that human beings commit as opposed to imagining what they might do before theyve done it. Jon right. If this unless youre a free cog in a minority report and then you lie in a pool of a liquid biscuit and come up with stuff. We dont want robots to do law enforcement. We dont want a Data Processor to do law enforcement. Jon i totally want a robot to do law enforcement. I think that would be kind of cool. I think we want human cops. Jon yes. Human witnesses. Jon yes. Human juries. This is a human enterprise. It is our conversation. It is our constitutional democracy. And it should all start on what people do. Jon its a fascinating story. And what i really like about it is the story is incredibly specific, but by its specificity, speaks to this much larger issue. So its a really, really gripping and well done. Ghettoside. Its on the bookshelves now. Jill leovy, thank you so much. This is a pip. Its part of a hersheys bar. We break it. We bite it. We sneak it. We smoosh it. We savor it. We love it.
