CSPAN Communicators With Michael Powell March 11, 2017

See it changing patterns ive think every now and again that transformation is very. We feel invigorated at the moment. Side, they are on the most significant increase in data and broadband use in our history, that will roll out in the next couple of years rid will be new and external interfaces like apps. Entertainment of like comcast, there really innovative. I think all of them including see the top strategy as what the environment is like. Really haveo innovation. How many people get cable today . Changes always inevitable. Had 19 of the entire market in 1992. That is now below 50 . That is the reality of evolution in the market. I think there are alternatives that may deter people based on internet providers that is real. This duent like is main threat, i think that is overrated. Will have many ways to customize how they want their content. I think a huge percentage of americans are still subscribing to paid tv options. I think when you try to cobble together a lot of that. As long as internet is the foundation, they still provided a pretty powerful place. What we are result reaction to the results of the election . Michael it was not what i was hearing. With the Political Consultants and latenight calls about the election, everything i was told it was going to go a different direction. Watched that evening, it was something that did not add up. I was a little surprised. I have been through a lot of we have been anticipating one or the other, it was not difficult for us to prepare for a different one. One that i think for the industry with the new commission , there is a lot of opportunity for us. That is how i reacted to it. But spring a report from bloomberg into the conversation. , can you speak more specifically about the opportunities and the change of how we have a deep divide in the republicans or democrats . Michael i think in our industry we have a deep admiration for seeing someone who has been in the commission for a long time. Chairmanship,he they have spent years understanding the institution, years understanding the issues. These issues can happen very quickly, there is not a long leadership training curve. There is not a lot about learning how the agency works spend thews us to time getting things rolling right away. We do not need six months for this to happen. I think the chairman is more in line with most germans of the last 20 years. I think he has a committed understanding of infrastructure and this is essential to what we call the internet ecosystem. It is valuable no matter where totakes us, we need understand that the internet needs this infrastructure as we have snapchat and facebook. There needs to be a cancer batch is reserved for providers. It is across networks as well. And that is the question we are he is very focused on the concerts we have heard for many years. Touch, this moves at breakneck speed. Then there is this huge amount of regulatory constraints. You do not have this decision waiting on six months, i think the new commission is talking about action. They understand the value of a lighter touch in the market which makes it difficult. Is that their environment recognizes the dynamics investment and organization with a light touch. We have the future of the information. To get down into those regulations, broadly speaking it seems like a hyper partisan discussion. Hill, certainly on capitol do you think there is a way to. Epoliticize this michael i think as we deeply frustrating aspect. This is an to decisions, one to protect the open internet. This is the most important. I would not say that there is a partisan divide on this. The decision that has askcommunication law, then the unbounded authority. That part of the decision is highly conflicted, is highly controversial. That allows it to obfuscate, it allows people to understand what is happening. This is a tactic that we would prefer. One is the functional equivalent of the other. There is the important of protecting that neutrality. With our advocacy, it is unflinchingly consistent for years. We supported that protection for years. The only thing we are throwing a this was about bipartisan supported about not regulating the internet from 1930s communication models. As we go forward that is the probably should be focusing on this. If we want rural america, if we want a less economical approach, if we want 5g to be successful. We will have to worry about that , then we should be using regulatory models, and do not tire those. Mistake, it was a think it will be a major obstacle if we do not correct that. Regarding years of that neutrality . Michael when i was chairman, i gave the first speech about some in the gets talking about as often as opened net. Have these are patient of that, but i was the chairman of the same time did the understanding that that was the compact. Regulated, lightly there is this new one, there is this investment. They have to stay cognizant of the critical importance of opening this to the computers commuters. They would cast as consumer waiting for the consumer to use what they want. Over the years the chairman had changed this read they chose not to make it about producers, a lot of that neutrality is about consumers. They are about different sets of corporate interests which want advantages or disadvantages through the years. This is now about netflix and comcast. , the rules were originally conceived for the computer consumer. I hope we are continuing to be committed to that. I know in my industry, not because of lighthearted people. It makes the most economic sense. Past germans if we are so invested on a lock for prioritization wife for 20 years did we never do this. A compellingnever strategy . It is not a compelling strategy. It is hostile to your customers. It is hostile to your network economics. Serving atter off higher throughput structure, that is what we have been doing and what we will continue to do. To look at the future of your industry. Comcast has announced their wireless leasing agreement with for rising. There are a lot of evans there for people back into a wireless base. This is going to be a game changer for the industry . How can you compete with the wireless carriers are on offering a limited data . Im going to go back into the wireless world. I was thinking about this this week. One of the things we have two andge is act like wireless wired line artistically different rings. 2121 will be moved by wireline structure. Depends onof 5g whether there is wifi integrated into the system. Whether they have the broadband capacity for the traffic. Has over 500,000 hotspots, that is a huge percentage of what our consumers use. Whether is in the home or out of the home. We are already the Wireless Industry, we have been so for quite a long time. 1990s withn the this way of thinking with the world. Comcast, charter, these companies have not been customarily the owner of proprietary handsets to consumers. They have ipods, iphones, they use wifi, not as a product offering. There is some discussion of them going back into that market, they have so much invested into the wireless link. Consumers place a premium on mobility. If you look at the creators in silica and valley, almost everything they made was a mobile application. The interesting thing is whether it is snapchat or facebook revenue grew growth everything has to be mobile. Industryural for our to continue to expand its understanding and its place in the wireless space. They cannot divorce or distinguish this any meaningful way. Kind of a back to the future scenario . Yes. You mentioned a really important thing there with infrastructure. Obviously everybody wants rock band, being a component of whatever indestructible comes out of the administration. It is unclear what that bill will look like, it is not even clear if the mobile now bill will pass. What can the industry do on its own or with the fcc to achieve the infrastructure needs that it is looking for . Think this is a long overdue debate. Infrastructure as a nation obviously, that there has been three decades of a lack of focus on americas critical infrastructure. Thoughalways been proud if you compare most critical infrastructures to the one we are involved with it is night and day. Bridges, waternd systems a. B. Plus. The beauty of broadband is that it is in stellar growth compared to the crumbling infrastructure. And continues to grow output to the consumer, it gets better and not worse. Our prices, lets not confuse the two, we should talk about broadband as a critical infrastructure, it lets not fight about the same problem as roads, bridges and water. Along with governmental intervention at the same time. Is alwaysrastructure going to be a problem and has a voice because of the fundamental consumers. Ture of we forget that 90 of america is classified by the census bureau. Large spots of the geography that are hostile to the economic some cost network. We have never shied away from the reality that you have to make the uneconomical more economical. You can either radically lower the cost of who it takes to serve or you have to increase the amount available to pay for the service. In terms of reducing cost, i think one of the things i hope be able toround will have more Network Tools in the box and we have had. I do not think a lot of these programs are honest enough about whether satellite is the solution. Never goingand is to make economic sense to reach homes, and a mountain this region. Fear how to invest and used satellite, that is a much lower cost or for having a mobile wireless. Importance of this wireless technology. We have to be more disciplined in our financial approach to how we are going to get that money. It seems to me every family turnaround money will always try to creep back to the part of the market that is economic. Under serving the industry. Marketans the private will be able to square and over subsidize this. While communities that have nothing or have zero broadband down, because too much money got thrown into the other. As a citizen and a telecom expert, nobody should get to eat until everyone has gone to eat once. I think a lot of america is still waiting for the first iteration of this revolution and , peoplet creeps off have already evening least once. Serving the underserved is important. I also think what institutions we used to manage the programs are important. Of supportstory programs that are tied to a particular technology or the other. I am not a fan of the utility service, not because they are bad people, it is a tightly knit service of infrastructure. That money that goes to rural areas, there are other major important factors including wireless, we should have better access to the opportunity to compete for that. I think that is really important. Terrifics a institution for this issue. It always has been. Law, deep into telecom universal service means you can put in the portability and our reminded 1997, to be that there are people sitting ,ut in the most rural areas they have to be included. Or in hawaii, there is not a mademan who has not process towards solving that problem. I would commend the commission before in looking at ways to shift money. Towards broadband, towards these problems, towards the use of new technology. That is veryf possible and on the right track. If i was congress i would continue to look at the problems , it is starting to create new problems. Scale,n the economies of do you see further consolidation and maybe some crosspollination in the industry to get some of this filled out . Michael no i dont. Consolidation or or the explicit purpose of more economically serving rural parts of the country needs to be happening. If anything you need to see a lot of major Wire Companies reordering their portfolio that way. Meaning the phone companies who have been selling off six lines and diversified their business, im not sure consolidation we are seeing today or what we will likely see tomorrow necessarily tells us anything about that particular issue. I think the consolidation that has been taking place has been an effort to be more strategic. To be more diversified. All of us sit down businesses that are under stress or it then it is natural for an industry looking to diversify itself. I am sure that verizons , iument for yahoo and aol am sure it is part of the charter deal as well. Secondly, everyone knows there is a lot of experimenting to do. Whether you subscribe to this or stephenson will tell you the strategic tail and the importance of instrumentation with content and distribution of wireless. On innovation and having a core bundle. Everybody is out there trying new novel combinations. I think their activity is strategic and trying to get that is it time to reorganize the fcc. Michael my theory is that every new chairman is not only a policy hawk, they are an administrator. They are a ceo and they have as responsible for the morale of those who work there and the strength of the institution. People forget the fcc is a big place. When i was there there was 2000 people. Were not it to see the fcc chairman going over the budget and going over the staff going over the pay and all of that. This particular one is going to have to move which is going to be a fairly competent process. I hope they would look at it. Most of the partners want mobility, making sure it matches with the market, i used to always say that it should map with the market that is in the eyes and the ears of the consumers. If i talk to my neighbors they all look complex with how we talk about the spare pieces of what they experience. Sometime they do not see almost anything different on broadband. Privacy,an issue like the commission pretense that the consumer really thinks about these things readily. Internet to him is a thing that makes it go and the thing that mexico too. To act like those ardent different in the eyes of the consumer is wrong. It should make more sense. I think there is probably room for that. Factorsentioned stress for industry groups. Michael imagine that a lot. For your industry there was a report out in february that said there could be a crutch for unlicensed providers. We have heard about a special crunch for the Wireless Industry for a couple of years not so frequently with unlicensed users. Meandoes that prediction to you and what can be done about it . Michael i think it starts off with, i think we are almost there. With the country and policy understanding we have to balance spectrum policy. Old licensed and unlicensed are indispensable. Find reallyyou powerful crosssections. The second thing is if you are just watching what is happening on the second half of the internet revolution chessboard or it you are starting to see an explosion of things that count on wifi as their foundation. An internet of things revolution minus wifi. You cannot have a revolution up driving without wifi. You cannot have amazon devices and Machine Learning without unlicensed spectrum. Unlicensed spectrum is the informational side of this, it is the way the things plugin. Is crunch if we call it that how we count the proliferation of those things that is expanding rapidly. In an average home today, there are five or seven wireless devices. They have even more devices but they do not even know that are on the network. There are all caps of things on it. The government will be required talking about how do you make that work better. I think one of the things i always spoke about my career was a spectrum crunch. ,he mentor who is saying it there is an insatiable appetite for people for more. Whether there is a crutch or not, i am never sure. I think you have to work on it in a couple of ways. You have to find more spectrum and get it to the users. You have to get better at there is not going to solvemy opinion enough to this for ages appetite. We are going to have to get better, i am using the spectrum areces and all of those going to have to make that happen. There is not enough of it. You are going to have to keep giving everything for everyone. Sharing is critical, it is also technologically required. 80 of it is not used. Three of us are not using , it is sitting idle waiting to be used. There has to be better ways to take advantage of it. Another thing i think about is never talked about which is a big mistake is that people who write software and develop a use have got to make those devices more efficient. My son is a software engineer, he can write programming that is bloated and takes up a lot of bandwidth or you can write it another way and it is efficient. He is someone who has done as well and will continue to do a better. Efflux is like that. A huge part of why Netflix Streaming is good and goes up to four k is because they have done a lot of Good Software engineering to compress it and to allow higher qualities to come through smaller spaces. You cannot just make fatter pipes forever. The software and Design Industry also have to make you halfway and to get that are and better at compression and Software Design so that they can do more in less space. I think everybody has to play that role, you will almost never not hear about what helps you to design more efficiently. It is just about getting a bigger pipe and wasting as much as possible. I think that as an error. Finally your trade show is canceled . , soael i loved the show did everyone in the cable industry. It was 16 years running, i think it was a good one. Through our rebranding exercise, and we knew going to these exercises because the world is changing, it is changing and meaningful ways. You want to realign your storytelling, you want to realign your narrative to be more in tune. Is a place for some kind of industry and some kind of product that is on the convention floor. There are a lot of other creative venues that people have been using. Sxsw, theen watching , there has been a lot of innovation in the last 15 years over thought leadership. Over discipline in what is very interesting. I think it was somewhat courageous for our board to say lets be done with this. Lets take what has been a lot of money and a lot of effort and look for a fresher way and more transactional ways to tell our story and realign hurried with this conference that we are very excited about, it was meant to be a half Day Conference to postulate from our position what we see happening in the future with the Wireless Services we provide are going to be critical of all of that happening. It is not going to be ceos telling a story, it is going to new forms ofng storytelling autonomous vehicles. Letting the us hear from them, what their vision is worried so were sort of excited. , it is the reasoning freezes up to think more creatively about where to be and went to be there. Is the ceo ofell the ncga. Thank you for being here. Cspan were history of full daily. Cspan was created us as a Public Service by americans cable providers
