Government funding runs out on december 11 and in a conference earlier it was asked if obama care should be defunded in any new spending bill that comes up in the lame duck or if efforts should be made in january. Obviously you all want a folder appeal, but that is either not happening or there are gains by the president do you think there should be an issue in the december funding conversation . And 30 organizations assigned the letter that should be made available to you. Our overarching objective as it thates to the lameduck is there be no lameduck surrender. Have withgage as we the leaders and the folks we helped to elect to make sure nothing is lost in a lameduck session. The strategy as it relates to obamacare, we have laid out what we expect, and that is its full repeal. [inaudible] was a fight over funding of obamacare how do you look back on that . How did the shutdown actually impact the election . Who look back on this with regret . Who did you say look back on this with regret . It . Ow do you look back on ended upu think it shaping the election . There is this great mythology and hopefully some of you guys in the press will explore this about what shutdowns due and dont do and what causes and does not cause shutdowns. The republicans never shut down the government. Can we get over that . It is the president to shut down the government. Thisis more important is congress addressed the will of the American People and there is all sorts of stuff, not just obamacare that needs to be addressed where the federal ernment is taking tax care taking taxpayer money. Voted iny those who yesterdays election, depending on the candidate and how they ran on conservatives, the turnout was higher. Sociala percentage of conservatives voting and we saw a decrease in those under 29 voting. We saw an increase in those over 65 voting. We saw increases with is concerned about the direction of this country and that does not end today. I think what you are going to see is a more engaged electric more engaged electorate thats going to follow through ittheir vote and thats why is important for republicans and we were supportive of many of these candidates. They understood. Even Mitch Mcconnell understood and said i have heard you and i have been listening. With the lameduck, the American Peoples message any formgh and if in or fashion the republicans begin to retreat on these values and issues they campaign on during the lameduck, its going to be problematic for republicans will see them Holding Strong and i see the American People backing them in that position. My own lobbying my question is about conservatives reaching out to the Muslim American population to deal at the National Security challenges we are facing. I want to get your thoughts on groups we are profamily values, for less taxes and all that. As tony indicated, the conservative action project is made up of well over 100. Rganizations each of the organizations to varying degrees interact with a diverse crosssection of our country. There are Muslim Americans who are constitutionalists who work within the framework with many of our organizations, so we would encourage that that continues. Any other questions . [indiscernible] as far as executive actions and how to stop that . Strategyan overall conservatives are rallying around right now . We work with a number of organizations. Members usa, the club for growth, and a number of organizations that have varying positions on immigration policy in general as it relates to protecting our borders and arresting executive overreach on amnesty, i think we are almost 100 united. Rent indicated, by any legitimate means necessary to stop that. That includes not funding is executive overreach, we will go that route. But i would hope the president will have gotten the message. Not just republicans. The president should have gotten the message from these returns. We did nationalize the agenda. His policies were on the ballot and they were roundly rejected. , the president will come to his senses, sit down, and take a rational approach to the mess that has accelerated on his watch. All of the polling data show this was one of the Tipping Point issues. American people have no interest and are unequivocally of thisto all discussion of unilateral amnesty by the president will stop republicans all campaigned against it. Promises, promises, pledges, they turnll stop if around and fund it, then they are guilty of it as well but even worse. They will have lied to the constituents who put them into office. President hope the wouldnt do it, but if he does, i would expect the republicans to stand up to him. The first thing you do is say mr. President , we are not going to fund your lawlessness will stop your lawlessness. The message that was sent by the voters yesterday was not just to president obama and democrats, but it was equally for the washington republicans. Spoke loud and clear and i hope our politicians, both republicans and democrats were listening. Any other questions . Do you expect the Republican Leadership in the senate will be able to effectively aggregate the various voices in their own party . No. [laughter] , it is like herding cats. We get it, but this election, we came and we sung from the same hymnal. It was very clear, the issues and gave ushe base want toic majority i underscore something the Republican Party cannot act as a Minority Party will stop we have 31 governors. We have more state Legislature Chambers then we have had since we Great Depression and cannot act as if it is folks inside the beltway driving this conversation. Beltwaylks outside the we have spent a lot of time interacting with will stop we are not speaking from some private manual we have crafted. Just an echo chamber of the peoples voices we have worked with. I think it is important to that the law of the jungle is eat or be eaten. The law of politics is defined or be defined. Whatever reason, most Republican Leaders chose not to nationalize politics, likeso nature, abhors a vacuum. Conservatives at the national, state and local level took on the mantle and took on the task of nationalizing this election government,ed constitutional government, National Security, all the issues we have talked about here. Voters went to the polls yesterday, that was the issue that was uppermost in their mind. Issue conservatives have been communicating to the voters. Any other questions . If this new republican majority fails to pursue legislation thats important to the voters who put them there, what happens then . We will hold them accountable. We expect them to live up to their promises. If they dont, we will do what we have done for the last fiveandahalf years, and that is make sure the people in washington understand what the people and the rest of this country want to happen in this country. Stu rothenberg of the rothenberg political report talks about the midterm elections and what it could mean for Republican Leadership in the ability to get things done in congress. This is from a conference hosted by cq roll call. This is 15 minutes old stop 15 minutes. Its a pleasure to be here and welcome to what should be an interesting day. You see an old guy up here with a loungeone and i see in the sands hotel in 1955 and part of and me as part of the rat pack. I dont have a lot of time and i have a lot to cover and there are a lot of interesting people after me that you want to hear, so im going through im going to run through what happened and why and someone touched on two or three things and we will go into more detail later. . Hat happened absolutely, we had a wave election. I knew you to were going to credit me with those elections we had a wave senate, and nine senate seats at the end of the louisiana runoff. The last house numbers suggested somewhere in the midteens. Here were a bunch of recounts some will be too close to call for weeks. But if you want to say between dean and 17, it probably somewhere in there. A handful of governorships went to republicans, so it was a terrific night. There were plenty of surprises. There were one or two races that im still stunned by. But the overall outcome should not have shocked you or left your mouth open in unbelieving. I dontmart person who always agree with wrote in said im september 8 expecting a substantial Republican Senate wave in november with a net gain of at least seven seats but i would not be shocked by a larger gain. The combination of an unpopular president in a bid term election can produce disastrous results for the president s party. Given the president s standing and the public disappointment with the direction of the country, the makeup of the senate, im expecting a strong breeze to back the gop. And if there is a strong breeze, most of the races now regarded as competitive will fall one way toward republicans. This doesnt happen all the time, but it is far from unusual. Whencycle looks like 2010 democrats with reasonable profiles got crushed in republican leaning states. With the president looking ,eaker and it is getting worse they are likely to have a burdensome album try so around their neck. In september by someone i often but not always disagree with, me. If i could see that on the horizon, i think most people could see it on the horizon. Its not like i have these super secret powers and insights that other people dont have. Why did this happen . Mood. Most midterm elections are about mood. Different from president ial elections which are more about the two individuals running for office, their qualities and backgrounds and for parent ms. Tend toterm elections be a referenda on the sitting president , not on congress, which is why when the people look at the job approval and say maybess is uncomfortable, the election is going to be about the house, but no. Its never about that. Im not saying the next election is going to be that way we dont have those kinds of elections. When voters are angry and disappointed, worried, anxious electionss, those send that message to the president s party. We have mood, we have the Senate States that were up, republican recruiting was quite good and they had strong candidates this time. Then there was turnout. It was a midterm election. Different people vote, so i looked at the House National exit poll i made this point on the news hour, but i will make it again. Out electorate that turned tuesday i know this comes as a shock, but not everybody votes will stop what is important to me is who votes, not with the National Public opinion is. To 2012. D 2014 the 2014 electorate was more male, less liberal, more republican, wealthier, and more of them said the country is on the wrong direction. Those voters then voted more republican. Said do yout polls approve or disapprove of the job barack obama is doing as president of the united states. The president ial exit poll was disapprove, 46. The National Polls did not show an obama job approval in the low 50s. It showed in the mid to upper 40s will stop but when people voted, that is who voted. This time, do you approve 44 approve and 55 percent disapprove. It was a different electorate with a different mood and it delivered a different opinion about the president of the united states. We had a wave election because the country wanted change. Not everybody wanted change. If there are people here who think the president is doing a great job in the country is going in the right direction, this does make you wrong, this makes you different from the people who voted. It is simply a matter of opinion. Votes andrtant who what their opinions are. What does it mean Going Forward . I started late. But does it mean Going Forward . Found a politician who won an election who didnt think it was some kind of mandate or affirmation of that persons agenda or priorities will stop ive heard so much cockamamie analysis i get press releases from every group claiming they are the reason why ather the republicans one or very Creative Press release, why they are the reason the democrats didnt do even worse. It is rare that you get a politician who says this wasnt about us at all, and we dont have a mandate to do anything. I expect coming out of this overion, republicans will read their mandate. Not all republicans will do that come in many, including many in the leadership understand their mandate is more like a negative mandate. Dont do with the president wants, do something else. House and senate Republican Leaders are going to have problems with the rankandfile. The republican majority in the house is bigger and that may give the speaker more freedom. Dont kid yourself. Know theres a lot of talk about how the establishment guys won the primaries. Cochran one, defeating chris mcdaniel, Lamar Alexander defeated the tea party guy, so the establishment one, but in the house, the chamber and republican establishment did not fight as much and the electorates are different in house races and senate races. So paul broun is leaving from atrgia, a libertarian, antiestablishment republican congressman from georgia, but he is being replaced and Michele Bachmann is leaving, but a male version of Michele Bachmann is coming in in minnesota, so there is still this problem and aynor will have to tread very carefully. In the senate, have three Big Questions and their names are dan sullivan in alaska and tom cotton in arkansas. They are smart, personable, interesting, but im not sure where they fit in this question of what is your role as a legislator. This is important, particularly on the republican side. How do these people see their role . Is it that we have been compromising for the last 15 years . Us theyre going to shrink government and instead it gets eager and we get the federalization of education, so we are not compromising. So what are they going to do . I picked those three because all three were endorsed by the club for growth. The club is very enthusiastic about them and tends to support candidates who view principal over pragmatism. I met with all three and could see them going either way. I dont know how they are going to behave. But if they join ted cruz, mike lee, lets call them this is a neutral term i have just come up with lets call them the troublemaker caucus. That would make things very difficult for Mitch Mcconnell.
