A basic problem existed and that is that people did not know how to deliver transparency. How does a government make itself amenable to the public oversight we want today . I set to work after a couple of years and seeing the slow down in the transparency efforts during the Current Administration and wrote a couple of pieces that are interesting. Publication practices for transparent government is one. Hat do you have to do . We want them to be doing it to provide transparent data that we can make use of. We need to have authority, data to be available from an authority eightive source. Availability and completeness. All of the relative data in a given area. You want it to be up all of the time and to stay in one place so there is a consistent data stream and websites and apps can be built on a data stream that is reliable. Machine discoveribility is important. Googles crawlers and other Search Engines need to be able to find the data to collect and deliver it to people. The most important is machine readibility. Structuring data so that it can be put to use and disseminated across the internet and make itself available for people to use.
