CSPAN Road To The White House March 30, 2015

Prime minister, in a few months. I will be 79. I remain proactive in the community. I am passionate about the provision of care for the elderly and i feel that we should be treated with dignity and respect. Would you, Prime Minister, consider it appropriate to appoint a cabinet minister for older people, one who would show empathy with older people . Mr. Cameron thank you for your advocacy of these issues that do really matter. Providing dignity and security in an old age after a full working life is something we need to do. The benefits will continue for everyone. I asked this question the other day, should we have a dedicated Older Persons representative . I will think about it but i am worried on this basis. I dont want older peoples concerns to be restricted to one person in the cabinet. I want every one of my ministers to be thinking how we treat Senior Citizens correctly i want to make sure our Education Ministry is thinking about continued education. I want to make sure that our defense minister is thinking very carefully about veterans and their need as they grow old. I would be worried about possibly having one person and say they would be the only person he thought about all the people. We are not doing right by all the people, if we are not doing right by all the people, blame me. Tensions have been absolutely key to this government. That spring and tom cosgrove next. Lets bring in tom cosgrove next. It has been argued that we havent seen anything yet in terms of cuts to Public Services. Mr. Cameron what i have said is that we have had to make difficult decisions. I was Prime Minister at a time when the economy was close to the great close to the brink and we had to make important decisions to get the deficit down because a bigger deficit means higher taxes, a higher unemployment rate. But weve done so far is cut the deficit down by half and what we need to do in the next two years is basically similar to what we have done so far. We have to have we have to find one pound out of every hundred that we spend. It is similar to what weve had to do in recent years and similar for welfare. It is achievable. I really want to do this without putting up taxes on hardworking people. You dont tax your way to growth or jobs. We want to make sure we do put aside money for a rainy day. That would be so irresponsible because in the end we have to be makeshift we have to make sure we are not doing just right for this generation but for our children. What we are suggesting is manageable, it is doable, it will require efficiencies but we can also make an important commitment. You would want a specific example of where the cuts might be. Mr. Cameron i gave, i think a good example of things like Unemployment Benefits that should be frozen for two years. That isnt an easy decision to make, but i think it is important. People do see that people are better off in work and we try to keep on creating those jobs as we have done and we find savings including from efficiency. We Say Something like 20 billion pounds from just being a bit smarter. We still dont have one company to make sure we use buildings efficiently. Businesses have to do this every year. They dont get more efficient and then say that it. I try to think about how we save money. One example very quickly policing. While you are talking about policing let me bring in a police officer. He is from the west midlands. Prime, my question to yourself is, with the conservatives reverse their decision to cut back the Police Service which is now more than ever overburdened. Mr. Cameron first of all, thank you very much for your service in the police. I know you put your lives on the line every day to keep us safe and ive huge respect for what the police do for us. I was about to say what a great example the police have been over the past five years. We had to make reductions for police. But at the same time, police have done such a good job that crime has gone down by almost 20 . We managed to get officers out from desk jobs onto the seats. We put more civilians in those roles. We made sure that forces were combining to order cool equipment get things together. To order equipment and things together. They will always have my support. The chief constable there said it is on the verge of collapse. Mr. Cameron i dont accept that. If you look at lincolnshire crime has gone down because the police are doing a great job and there is more that we can do using Model Technology to ensure that crime continues to fall under this government. If we do that, then we should be saving money as well. Where you happy with that . No comment. Its 20 years this year since the passing of the play discrimination act in the u. K. Yet it is getting harder year on year to get final social care support and attitudes toward disabled people are hardening. I would like to know what you would do going forward. Mr. Cameron i have a very simple view about this which is that we should give everything we can to help disabled people face as few disadvantages as possible and to have general have genuine equality in our country. A discrimination act was brought forward by my colleague William Hague 20 years ago. But the job isnt done. One of the things we need to focus on is getting more disabled people into work. This year i think hundred 40,000 more disabled people have jobs i think 140,000 disabled people more got jobs. I want to see those numbers rise but we need a culture change from employers. There are some employers who are absolutely brilliant who go out there and work to recruit disabled people because they know that if they dont they are missing out on some of the brightest talent in our country. We are trying to encourage all employers to take this approach. I would say that we have done some good work, we have more to do. But in the end, it all comes back to a Bigger Picture of a strong and growing economy. Are you happy with the response . I am partially happy with the response but i still think there is a lot more that needs to be done. Social care is final to help people get into and flourish in employment. Year on year that has become more difficult. Mr. Cameron it is important that local councils do this. We try to bring help together in our country and i could help with some of the issues you raised. How are you going to permit to convince the British Public not to leave the eu . Mr. Cameron thank you for the question and we were just getting into it with jeremy back there. I think britain is at its best when we are out there trading it cooperating with those trading and cooperating with those in the world. We are part of these networks whether it be g8 or the European Union. The European Union at the moment has some good aspects but too many things that drive people that. People see that is trying to become too much of a state i think what we need is a new deal with europe where we say we want that Common Market but we dont want to be part of an ever closer union may be other countries need to do that but we dont. And we are going to keep our currency if i am Prime Minister. If i can get a new deal with europe, if i can get that better deal, i think there is a major prospect to say to the british people, you choose, we can stay in or leave. But the British Public has to be given another choice. We havent had one since 1975. We have two more. Would you like to see more nhs Services Provided by private companies, yes or no . Mr. Cameron i am happy if there are charities or independent organizations that can provide a Great Service for free as part of the nhs. If it is good health care, that is what matters to me. I love the nhs. I will never forget taking my desperately hill son to the hospital night after night everything that they gave you, i want to make sure that that is always there for children in our country. The private sector, the independent sector is the tiniest proportion of the total. If there are organizations like the Marie Curie Cancer care who provide brilliant care, or hospices which are part of the nhs, and the nhs and our taxes are helping to pay for them, that is ok by me. Ask what would you like to say . Im a little bit confused because i remember five years ago you made some very serious pledges about the nhs. There has been huge topdown reorganization of the nhs. Where i live in my borough we had to take you in the government to court. So i feel very let down by conservative policy on the nhs. If you dont do what you say the problem is the promises you made last time has been broken. Mr. Cameron at a time when we had to make difficult cuts in public spending, we said we will not cut the nhs and we havent. We increase spending by over 12. 7 billion pounds. What we did in terms of changing the nhs is we got rid of 20,000 bureaucrats in the nhs and we put that money into 9000 more doctors and 7000 more nurses. If you take Something Like cancer, we are seeing many more people than we were five years ago. So the biggest promise that we made, more money, safeguarding that money, and treating our patients has been cap. Has been kept. She had lost her voice, she came here tonight to ask your question in person. If you could redo one thing in your time as Prime Minister what would it be . Mr. Cameron the thing i havent delivered, i promised less noise at Prime Ministers questions and more politeness. I think one thing that i really want to do is turn the occur is turn the economy around. I wish some of the things we have done, i wish we had done some of those things quicker and sooner because in the end, you are all going to have to make this huge choice in a few weeks time on who runs the country. I have learned in the past five years that nothing you want to do will work without a strong and growing economy. Ok. Would you like to show your appreciation . [applause] thank you, Prime Minister. Thank you very much indeed. Up next, ed miliband will be taking more questions from our studio audience. Welcome back to cameron and miliband live. Tonight, we have heard David Cameron take questions from mr. Paxman and the live audience. Now it is mr. Milibands turn. [no audio] [applause] lets see if they are still applauding by the end of this 18 minute section. My question is this, you sound gloomy most of the time are things really so bad . Mr. Miliband no, but they could be a lot better. I think this is a choice between those who think this is as good as it gets and those who think we can do a lot better. I dont think it is good enough that we have 700,000 people on zero hours contracts. Lets do something about it. Lets turn this country into a country where a few work month after month, year after year, that you dont end up in a zero hours contract. Labours messages ultimately feel demonized and ashamed of making a good salary. Mr. Miliband let me see if i can change your mind. I think that the thing that is happening in britain at the moment is that the very richest in our society are doing ok and lots of people on middle incomes are finding life very tough. The question is how we do something about it. Some people criticize me for wanting to lower the burden of tuition fees. I think lots of families are saying that leaving university with 44,000 pounds of debt is not a good situation. I want a country where you feel you are not struggling. If you are a socialist, does that mean you are antiWealth Creation . I think that Wealth Creation is a is an incredibly important part to building a more prosperous society. I think the way we succeed includes the people at the top doing well and all working people succeeding. But i say that when working people succeed, britain succeeds. It is a reality. If you get regular hours and you have some security while going out to work and doing the right thing for your country. That is better for the whole country, i think we all benefit. You are from Tower Hamlets . If you are Prime Minister after may 7, what will the budget deficit be in pounds at the end of five years. Mr. Miliband 75 billion, we will inherit and we want to balance the books by the end of parliament and cut the deficit every year. We will do it through three things. First of all, fair taxes. Second, there will have to be spending reductions in areas outside some priorities like health and education. We do need to get the deficit down and that will require difficult decisions. Thirdly, why the conservatives i want to draw a lesson. The reason why the conservatives havent balance the budget is because Living Standards and tax revenues have fallen. The key is the third element. We announced the tax raises and the spending cuts. But if we raise Living Standards we will get the revenue in and deficits down. Why is labour prepared to deny the people the freedom to choose whether they wish to see their country become a fully fledged member of the eu . Mr. Miliband it is not my priority to have a referendum on whether we should leave the European Union. My priority as Prime Minister would be to tackle the cost of living crisis, build a future for our young people. I think we rely on the jobs, trade. Strategically for britain, when you want to talk about terrorism or Climate Change or a whole range of issues, you have to be an outward looking country. I have said that a further transfer of power from britain to the eu could have a referendum. I dont want us to leave the eu so why would i call a referendum in 2016 in 2017 . Just to clarify, if you win you would not call a referendum . Mr. Miliband i said it is not likely to happen. I have said that if there is a transfer of power, it would happen. Do you not think that he was Better Qualified in better position . Mr. Miliband my answer is no. It was a difficult contest between me and david. I thought somebody needed to lead the labour party and i thought it was the time necessary for the country and party. I think this country is to unequal. I think new labor was too relaxed about inequality. I think we made mistakes on Foreign Policy and immigration. But i was the best person to move the party on. I think i am the right person for the job. I thought it then and i think it now. I wonder what regrets you have been creating such division in your family. Mr. Miliband hard. It was bruising for me, bruising for david. So you did fallout . Mr. Miliband we had a very difficult contest. Its other we didnt talk, but it was strained. I believe im the right person to be Prime Minister. I thought it when i stood in 2010. I wouldnt have gone through all that if i didnt have strong convictions about how we need to change britain. Hello lynn, what is your question . Mr. Miliband, do you think socialism remains an important and evident Labour Party Value . Mr. Miliband i call it democratic socialism. Yes is the answer. I believe in a fairer, more equal society. Each generation of labor politicians practice in their own generation. What i see in britain, this is the thing that countries all around the world are grappling with. Our we going to be a country that works for the rich and powerful only or is everyone going to get a fair shot echo is ever fair shot . Is everyone going to play by the same rules. . Lots of people are doubting that in britain. I think people are asking this country is supposed to work for me, why doesnt work for me anymore . I am doing everything im supposed to do. That is what democratic socialism means. What do you think . I think those values need to be revisited currently. Please just wait for the microphone. How are you going to be different from nick clegg and his broken promises or David Cameron and his broken promises . Are you just going to sugarcoat things or follow through on your promises . Mr. Miliband you will have to make a judgment tonight on whether i will do it. Let me give you an example that goes back to tuition fees. In 2011, i said i wanted to cut the tuition fees. And the parliament warore on, people thought i was given do just like collected. Like c legg did. Im doing it because trust in politics is so important. It is better to underpromise and overdeliver that overpromise and under deliver. I will come back in five years and we will see if i achieved it or not. These are promises i know i can keep. Kay interesting what politicians think about each other. We asked Matthew Brown what he thought in our town hall debate. What do you think David Camerons best qualities are given that you have previously called in a chicken and a bully . Miliband i will say to think that i admire. The first is the commitment to equal marriage. It was hard in his party and its the right thing to do for the country. [applause] and second, this isnt going to the universally popular. The overseas development. He took a risk in the conservative party by saying this is the right thing to do. Kay would you have a pint with him . Miliband i dont know that we would have a pint. It is hard when we share maybe share a bacon sandwich or something. [laughter] miliband its hard when you are in politics because we are shouting questions and its very edifying but if you said earlier, it is hard to avoid back and forth. Kay lets bring in jeffrey. Your made it difficult for your supporters and four people undecided. Miliband not a great start. You dont seem to be fighting for the values that your party stands for. Like the Labor Council because of the decimation of budgets. Miliband first of all, total austerity is happening because of the conservative government dec
