20 to 30ith 223 years of experience in this area had never been invited to have a conversation about this. This is really an emotionally draining day. It is an incredibly difficult topic. But nothing compared to what the students have gone through. I saw a lot of pain today. But i also saw a lot of determination and resolve. I have two daughters and two sons, and as a mother, as a grandmother, i can only imagine the horrors that students and families have endured around this issue. I am struck by the courage of these students, the courage to come forward and share their stories. I want to thank each of them for wanting to be part of the solution. Heard from female students, from male students that female students, from bell students, i heard from female students, from male students, from straight students, as well as lgbt students. Heard from a student who is a survivor as well as a victim. Students who told their stories for the very first time, and all of their stories are important. No student should be the victim of Sexual Assault. No student should feel unsafe. No student should feel like there is not a way to seek justice and no student should feel the scales are tipped against him or her. We need to get this right. We need to protect all students, and we need to do it quickly. It is obvious the toll this places on everyone involved. We have three groups and today, our first group was a group of survivors. Hearing their stories, it reminded me of the disgusting behavior of some and our society. We must expect more of our young men and women. We cannot go back to the days when allegations were swept under the rug. I acknowledge there was a time when women were essentially dismissed. That is not acceptable. Our second group was a group of those who have been accused. It was clear their stories are not often told, and their lives that have been ruined, and lives lost in the process. It was clear there are failings in this process. A system without due process for protections ultimately serves no one in the end. Our third group were leaders of institutions of higher education, those representing k12 education, as well as scholars in this area. I need to acknowledge that there is a big burden thrust upon institutions. The department of education has said one thing, courts say another. There are substantively legal questions to be addressed, including due process and lack of public input. But i will also say, it is very clear from our conversations, and i am committed as well, that all of these institutions need to be our partners in the process of getting this right. Todays summit made it clear to me there is work to be done. This issue is hurting too many students. We will get to work to figure out the best way to solve this problem, to stop and reduced dramatically Sexual Harassment and assault while respecting due process and the rule of law. I will be happy to take your questions now. We start with the new york times. A twopart question. First, after what you read today, are you more or less inclined to change the evidentiary standard . Also, i wanted to hear from you. What did you learn today that you did not know before . Thatdevos thank you for question. I learned a lot of things firsthand from students today, from both of those who have been survivors, as well as those who have been accused. What i have learned from them as well as those in our third session, some of whom are her e with me, while there are some things that are working, there are many things that are not working. We need to get this right. We need to get this right for students, we need to get this right for families, we need to get this right for institutions and get it right for our country. Devos our focus is on students and protecting students and ensuring every student that has an issue to bring forward, that the issue is addressed. There have been too many investigations and too many cases that have had openended, nonconclusions. As has been said before, justice delayed is justice denied. Affect your department as you are considering how to change your policy . Sec. Devos i think she has actually sense then apologized and corrected her statement for that. What was your thought . Is that the mindset what is your opinion . Sec. Devos again, we are listening and we know that this policy has not worked in too many ways and in too many places and we need to get it right. We are determined through the course of conversation and the course of discussion with all parties to ensure that whatever is done in the future, we will address the issues and get them right. [indiscernible] my question for you is where you definition uthe nder title ix, whether that includes gender identity. Sec. Devos first of all, let me just say that i think all students deserve protection. All students. That is all students. I think that there has been a lack of clarity in this area. I think it is time for congress to address this. This department is not going to make laws. It is congress job to make law. I think it is high time for congress to look at a law that was passed in 1972 and address these issues and finally speak to them and clarify them. I have a question separate from title ix. Thatouse voted on a bill does not include the provisions that you would pitch. [indiscernible] do you still think you can get these things done, even though people in your own party are not decided on this . Sec. Devos as you know, the house process is one part of the process. The senate will also be a process and we are committed to working with congress to work on these budget items and issues and it is an ongoing process. So, that is about all i can say right now. Secretary, over here. How do you respond to survivors of assault and advocates who see the groups invited to the session today, a lot of them said that it undermines title ix. Earlier, i as i said think it is important for us to hear from all parties on this issue. Thatf you had been in session, i think you would have heard firsthand the pain of some of the individuals who, a couple of whom, actually told her story for the first time. As i said before also, this is an issue we are not getting right in its entirety today. And we need to ensure that we get it right in the future so, listening to all parties and all sides of the issue is an important part of the process. Some advocates have said that these groups blame victims and promote harassment of the victims. Does that concern you . Sec. Devos that is not what i heard today. Again, im committed to listening and getting as much possiblypossible as we c can. One final question. Cbs. White, in your opinion, is wrong with the protections for Sexual Assault victims under the Obama Administration . Did you hear anything today that change your mind . Sec. Devos i heard a lot from the students that have been a part of this issue and have been on both sides of the issue. I heard from both of them, both groups. They are interested in ensuring the process is fair for all parties and they have all the knowledge that in they have all acknowledged that in too many places it is not today. Again, part of the process of gathering groups together and having these conversations is to try to talk about what is the best way going forward, and if there are changes to be made, what should those be . But to make it a very collaborative process. As i said earlier, i think the partnership with those colleges and universities that are charged with actually enforcing and implementing is such an important part of it, as well.
