In the face of existential threats and the Runway Development of artificial seem powerless to act together. As climate breakdown begins, countries remain hellbent on raising emissions. Our pne is heading for a scorching increase in global temperatures. Storms, fires, and floods are hurting countries and communities. Talks in dubai, i saw for myself the dramatic receding of the himalayan glaciers in the accelerated melting of the ice sheet in antarctica. Glaciers are disappearing before our eyes. Some are gone forever. Others have lost 10 of their volume in just the past two years. Xristurb us all. 2023 went down as the hottest year on record. But it could be one of the coolest years on the future. The o media has recently reportd they have launched yet another multibilliondollar campaign to keep the oil and gas flowing indefinitely. Let me be very clear aga■x■d. Ths essential and inevitable the phaseout of fossil fuels is essential and inevitable. Lets hope change does not come too late. We must now act to ensure an equitable transition to renewable energy. At the same ti, interaction of e risk of unintended consequences. Technology has enormous potential for sustainable n but as the founders just warnd us, it is very likely it will worsen inequality in the world. Powerful companies are already pursuing profits with a readisr, personal privacy, and social impact. This is no secret. These two issues, climate and ai, are exhaustively discussed n davos. And yet, we have not yet an effective global strategy to deal with either. The reason is simple. Geopolitical divides are preventing us from coming together around Global Solutions for global challenges. Little wonder people everywhere are losing faith in government,d Economic Systems. Dear friends, at times of existential peril in the past, the world was able to come risks. Even during the cold war, with terrible regional conflicts, moments of danger, there were systems in place to promote predictabili, initiatives on ard nuclear hotlines. Today, many of these systems have been eroded or undermined. Instead of of nuclear rearmamen. States are spending billions making Nuclear Armaments faster and more accurate. Superpowers was followed by a brief period of [indiscernible] now, some analysts predict we are moving into a totally chaotic situation in which geopolitical divides at all levels prevent Global Response to global threats. But i strongly believe it is possible to prevent this disastrous confident we can buiw multipolar global [indiscernible] with new opportunities for leadership and balance and justice in relationships. Left to itself, it could deepen fault lines between the g20 and erthe only way to manage this complexity and avoid the slide into chaos is through a reformed, Inclusive Network new this requires a strong frameworks and effective mechanisms of global government. Without them, further fragmentation is inevitable and the consequences are clear. We see an epidemic of impunity around the world. We see some countries doing whatever it takes to further their own interests at all costs, from russias invasion oe trembling on the Geneva Convention and even violating the United Nations charter. Is standing by civilians, mostly women and children, are killed, mangled, and murdered and denied humanitarian aid. I repeat my callor ceasefire in gaza in a process for sustained peace for twostate solution. That is the only way to prevent suffering andcould send the entp in flames. I also call for a piece accordance peace in accordance with the u. N. Charter d internationadear friends, geol decisions affect our globally faltering economy. Economic instability is adding and quality inequality and injustice are a serious obstacle to Sustainable Development. The worlds five richest men thr fortune since 2020 at the rate of 14 million u. S. Per hour. At the same time, more than half of the world, nearly 5 billion people, have become poorer. The World Bank Warns we are heading towards the worst outlook for growth in 30 years. Many of the same countries battered by Climate Chaos arethe distress. Interest pavements Interest Payments have quadrupled in recent years. Progress has slowed and in some countries gone into reverse. This is fueling resentment and anger. Dear friends, when global norms distrust. I am shocked by the systematic undermining of standards we used to take for granted. I am outraged so many countries and coupanies are pursuing their own interests without any consideration of our shared interest and common goals. Im certain unless we take action, we can expect much, much worse. ■ reBuilding Trust is not a slon or p. R. Campaign. It requires deep reforms through Global Governance doing a new era of multipolarity. It is central to building more safe and prosperous world. Institutions and frameworks of Global Governance system was crd 80 years ago. We cannot build a future for our grandchildren with a system built for our grandparents. The United Nations is fully engaged in efforo up to date, by and solidarity based on the charter and International Law. In september, we will host the summit of the future focused on solutions. Consider essential reforms to the Global Financial architecture to make it more responsive to todays challenges and representative of todays world. ■ncountries were under colonial rule with the system was created and today have minimal weight. Reforms to the Security Council and the proposed new agenda for peace would help to resolve conflict, rebalance geopolitical relations, and give developing countries a voice on the global stage. The Global Digital close the dil connectivity gap and build digital public goods. Private sectors full engagement in our multistakeholder effort to develop a governance model that is networked and adaptive. I believe the. N. The advisory bn Artificial Intelligence has already made preliminary recommendations on Ai Governance mitigating its risks. There is urgency to work with companies on Risk Management framework for current Ai Development to mitigate future harms. Increase successful ai so developing economies can benefit from its enormous potential. We need to bridge the Digital Divide instead of deepening it. Trust will not happen overnight. But i am convinced it is both essential and possible. I urge everybody, i urge you to influence to prevent further damage and to get our world back on track to safety, prosperity, and i thank you. [applause] thank you so much, mr. Secretary general. Importance of reBuilding Trust. In many ways, we are in a geopolitical recession. We are not yet in a geopolitical there are fine lines. But you also underline you still think there are possibilities when it comes to reBuilding Trust. If you look athalffull and not, there been some areas even in this polarized world where the happen possibility for collaboration. Was one cup 28 was one. There is the chance to establish rules around ai. You have the future of our ■ summit coming up in september. Where are the areas you still think there is the possibility s polarized world . First of all, we have in a difficult ment ■ a opolitical ■ before covid, we had divides among the g5 but those were not a threat to global peace and security. Difficult in different parts of the world could with the russian invasion of ukraine in the present situation in the middle east, e tuio risks to global peace. This is an area where i do not see much easy progress before we solve these problems. In my opinion, we must ukrainerussia problem with full respect to viewing charter and International Law. In my opinion, we need to solve the israelipalestinian question with the possibilityep take this problem and make it an opportunity for the twostate solution to finally be credible and something to mobilize for these communities to live am■k not optimistic about the immediate impacts. But i think a lot can be done on the economy, climate, and technology. But for that to be possible, i believe we need a very serious negotiation between developed countries and the emerging economies. Some people sayt o simplistic. The u. S. Does not represent the whole developed world. Europe and the u. S. Have different positions and issues. China does r countries. The truth is we live in an Economic System designed after the Second World War and basically designed by developed countries. You see the emerging economies with bigger weight in the Global Economy but not similar weight in the institutions that rule the Global Economy. There is an area of discussing. There is a serious negotiation on climate and technology. Two blocks need to be able to establish. The u. N. Is a platform for that. G20 is another platform for that. There was some progress in the last g20 on some aspects of reform go much further. We need to use the g20 and the summit of the future in these aspects. And especially ai, is the emerging economies in developed countries have contradictory tor to compromise and support each other. The other thing that is essential is someone in another meeting was saying we have the rich, the big, and the rest of the create the level of reforms and mechanisms to support those countries. And they are the majority of co. Smaller countries drowning in debt that have no chance to recover from the impact ukraine, that are in a very dramatic situation, unable to implement the Sustainable Development rules. I think a lot needs to be done. But a lot needs to be done in order to allow our International Financial system to be able to multiply the Resources Available for those countries and at the same time to support the improvement of governance, the capacity to find strategies that are bankable, and in the longterm overcome the present difficulties. I think we need serious negotiation between developed countries and emerging economies and we need a serious set of reforms to allow for the internationaleveloping countries that are excluded from the progress of the Global Economy to be able to catch up. Thank you. Speech that i am personally shocked by the systematic undermining of principles and standards we used to take for granted. I guess you are also referring to the period recall the postcold war period where countries mainly work sticking to this principle. ■kthat is now past. We are between orders. We had that order and we are embarking into a new order. You want to avoid the new order is like the jungle growing back. Are you worried about that or are you convinced the principles of reforms of the multilateral ■0 will build a more inclusive order or build on the main principles of International Law is possible . I remember right, in your speech to the General Assembly in september, you said something to the effect of multipolarity is fine but multilateralism andut International Law is not a good idea. We try to that in europe 150 years ago. We are no in the bipolar world. We are no longer in the unipolar world. I lived in the bipolar world when i was a young politician. The unipolarldi left very simpl. It is no longer i live very simply. It is no longer the case. It is no longer clear what kind of world wind to be. I multipolarity is positive. You have european union, the united states, japan, china, india. You have the africanthis is somy opinion creates conditions for equilibrium and opportunities for all. But it is alsorumultipolarity id by multilateral governmental mechanisms, the contradictions multiply. That is theg at the present moment. It is very interesting. With the lack of influencemembef the russian invasion of ukraine, if you look at what isappening in different parts of the world, you have to recognize that today you have mediumsized powers that have more influence in what is happening than the big powers. Countries l turkey have proven to be much more influential in the recent past than the p5 members of the Security Council. It takes weeks for them to agree on something. Influence on the ground is much smaller than tt it is an enviroe people think they can do what they want. This is a problem with principles. The charter must be respected. Retetoday, there is total impuny in relation to violations of the charter and of International Law. The laws must be respected. To, we see a trend to forget about those or put them into question. I think an essential component of Building Trust is exactly to make needed for the institutions, do those reforms but at the same time make sure you create the instruments and for the law to be respected, the charter to be respected, but stability to exist in international relations. It is not go be sy i think it d. [applause] you said International Law has to be the basis for peace in ukraine. You also said to really move forward on peace and reconciliation, one has to solve ukraine and then gaza. Lets deal with ukraine first. Is there any chance International Law and respect for territorial grwi in ukraine . You visited kyiv and moscow. You see how difficult this is. Territorial integrity of the country is expendable and will create chaos in the world. There are so many countries around the world■3 where minorin claim they should belong to another country. It is absolutely essential the principles of territorial integrity isespewe know states. It took centuries in europe to create the borders we have now. M i think they were wise when ty said it was essential to respect the borders, even if the borders had been drawn by the colonials. The moment we start thinking we can change, redesign, we ari the principle of territorial integrity of every country is essential. It is not going to be easy for the situation is difficult. But e need to preserve in all situations. I know you were speaking you are speaking at another event in five minutes. I alsoyou mentioned also a twoe solution. Based on the humanitarian catastrophe we are seeing unldg in gaza, do you possibly see new momentum coming out of this for a twostate solution . Also in a regional context . We know there is an arab peace plan that will also guarantee recognition of israel from all the arab states, and their security. But i think there are a lot of obstacles also down the road. Lets be clear. We have a part of the world a few million israelis and a few million palestinians. They need to be able to live together in that territory. I think the progressive relaxation of the International Community led to the situationce lost. What has happened was horrible. Horribleand gaza. This shows something drastic needs to be done to make sure these two communities can live together and the only way for these communities to live together in peace and security is if■1 eh state. I believe the present situation has demonstrated the twostate solution is an absolute essential way to solve this problem and absolutely essential weight to reserve way to preserve a minimum of peace and stability in the region. Spillover is already taking place. Full conflict would be a total st. We need to avoid it at all costs. It is very important to address the humanitarian situation in gaza. It is very important to ha ceit is very important to solve all of these problems. Need total commitment of the International Community for a twostate solution to exist in israel and palestine as the basis for a stable and peaceful middle east for the benefit of everybody. [applause] a big thank yo l. Thank you for joining us again. Thank you for your speech. Thank you for thisinteresting dd conversation with you. Thank you very much.
