The president initiated major reforms to revitalize the countrys economy, to modernize the labor market and to transform the pension system. He is a very strong proponent and descendent of the European Union and works tirelessly for stronger, more united and resilient europe. Under your leadership, france has affirmed itself as a central pillar of the union and great promoter of integration and great defender of the common values of democracy, freedom and solidarity. President macron is always of reason and stability in a world affected polarization, he claims for multilateralism and international cooperation. In the fight against Climate Change, the promotion of peace and security or in the defense of human rights, the world needs your leadership. But i am back here six years later to try to say a few words and to tell you where we now stand. I am delighted to see a lot of familiar faces in the room. A six years to conduct a great many reforms in france and do things in europe to make it more united, sovereign and effective. And ive come here to today report about what we have achieved. And in delivering is what im going to tell you about today. Over the past few years, we have engaged in an important reform for the country, the tax environment, lowered by 60 billion euros, tax went from 33 to 25 we have the Capital Gains taxes and reduce and try to create green credit to attract to the country. We have simplified a great many and the processes, invested massively in healthcare education, the labor market, innovative reforms of the labor markets. Ralph reformed the Unemployment Benefits to make them comfortable to those of our neighbors and we worked on the pension reform in a very difficult context. We also conductedeform 2d carbonized energy with an environmental transportation in which we were engaged on two separate households and industries in the Agricultural Sector and we conducted the policy the public and private investments with new tools through more interactive ecosystems and also by investing massively in the Education System and the Research System with an ambitious european strategy. We shut down 600 factories after the financial crisis and he opened 300 in the past three years. This week will be decisive and france will be there to welcome. 2024 i hope many of you will come to celebrate the 80th anniversary of the landing in normandy. Our british americans, analyze and sometimes in the far reaches of the world and many of our african allies and we are going to celebrate that. Liberty, freedom and we shall try to make it useful from the diplomatic point of view and then we will have the paralympics in the summer which will be also a cultural event. First, we shall do everything we can to keep the world together. We must not fall victim to the risk of division. We need an agenda to ensure russia cannot and will not. It is the face of ukraine and also of our values and collective security. To achieve it, 2024 will be a pivotal year. We are proof that we can be visible and whatever may happen in the united states. We will also need to work on solutions in the middle east and fight to keep the terror groups that are destabilizing both security and also world trade. Humanitarian action from the masses and interventions to help on the ground in gaza and also calling for immediate ceasefire to provide humanitarian aid and then a twostage political solution. I think it is a challenge. Then on the diplomatic side, we will need to do everything we can to make sure the world is not divided. We started for those that seek to reconcile and sometimes cultures that are vulnerable we must reengage in public and private funding through an agenda in terms of Energy Transition but beyond that, we need an economic agenda based on innovation and re industrialization. Everything weve done are not sufficient because theres an acceleration so in addition to the results, what i would like us all to do we should consolidate to continue to do more and remain the leaders in that respect and then we shall be moving to a second a step in the reform in the labor market by making the rules tougher by simplifying, hiring everything we can transfer. And then again we shall be working on simplification and speeding up things, changing thresholds and renewables. We shall be also with new measures to make the country more attractive and we shall be stabilizing in the field of energy. The past six months were dedicated to the negotiation which have allowed us to obtain much better regulated and much less because we have a d carbonized entity to give greater visibility with one of the lowest in europe with longterm contracts. We shall also continue to invest in our Human Capital by encouraging people to work. We have reformed 250,000. We now have a million a year and shall be working with our special School System and reforming the University Systems so that education is more relevant to the labor market and the reform shall be initiated with investments. We shall be strengthening investments on centers such as ai, quantum or claimant. Beyond that of strategy, we shall be putting forth a european agenda and continue based on what has already been achieved on the right scale to act. Europe has done a l of good things in the past few years. No one thought that europeans would be able to agree on this but within just a few days they would find the current position and initiate sanctions against russia and stick to that position for two years. I truly believe we need to do more. We need a europe of investment that is much stronger. To me thats a priority. Everything i say about content or even the Defense Sector requires much more money. We need an Investment Strategy with two drivers. More European Public investment we must therefore open up a state of reinvestment and priorities again. The Prime Minister had the courage with the country that to suggest it should be issued for defense issues in ukraine. We must invest much more. And besides that, the union of the Capital Markets we absolutely must have a financial europe that is much more integrated. Theres a lot of savings but these savings are not circulating towards the right places or sectors. These composed a lot. If we can move forward all 27 of those, we should. Europe was also more ambitious based on the investments in innovation. Weve done a lot in terms of regulation and we are the only continent that has accepted the Carbon Neutrality to achieve that, but we cannot be the only ones to regulate and the ones who invest less. This year, europe through its elections and choices, for ukraine, the middle east, for its economic and social innovations will go off its own future. We can do this if we are ambitious. Lets be clear it is not good to be dependent and also this is the condition to preserve jobs, growth and to preserve our voice and speak with different countries. I want to speak with asia and africa and i think this is where i see good friends and leaders when its precisely because the European Unions are the projects of not being dependent but balanced equilibriums and this is the one i do share but it would request reforms and investments to avoid the escalation and tension that its clear because if we are listed today one of the weaknesses in this sovereignty we are one of the critical parts where we invest less family orders. Thank you. Clearly attractive and competitive country for ai. We have a lot of talent, we educate and train a lot of talent to a lot of our universities, we have a lot of mathematicians, scientists. A lot of them are employed all over the world. You go to silicon valley, i mean, you have a lot of ai and they are trained. We want to keep them as well. First test on ai. The second is strategy and now system. And this is the third i think competitive advantage of france. We provide competitive energy. Its super important for ai because one of the critical points would be to have a lot of processing and calculating capacity so a lot of calculators and data centers, so a lot of energy. Nuclear plants are great asset for that and all the regions are engaged. So we are competitive and create companies and we have more investments and big tickets are being launched in france and europe. [inaudible] because i think we do need strong convergence between u. S. And u. S. On this issue. As for the consequence of ai and the regulation, i see an edge which should be divided in different areas. I think ai should be accompanied with accelerate and clearly maximize growth and opportunity. Its quite clear that ai could be and probably much more than autoization was and this is strategy is put in a lot of programs. We should deploy fair, wellbalanced ambitious strategy in the field. Second, training. Ai will have and already have some impacts on a lot of education, science and so on and we have to invest much more in order to innovate and be part of the competition because it would create a lot of acceleration especially on health care. And its very important for a lot of the sectors. Third, we need regulation to be sure that preference on thish ovation i mentioned already. This is why one of the critical points we are working hard on is the regulation on deep fake and the regulation on critical impact on our democracy and we are coordinating with some leaders on that. I hope that we will manage to have a gathering in the months to come to precisely try to build the common framework to regulate deep fakes and ai issues and to regulate and my last point we will host this year, second conference on ai, focus on goals as well as safety and this is with the best it will be the best way to seek how to have a popular regulation for me Global Regulation not just a european one.
