CSPAN2 Senator Rand Paul Support Not There Yet For GOP Health Care Bill June 22, 2017

Actually believe they may exceed or at least equal obamacare. As we look at the expense of the bill, we actually believe in the first year or two that it may well cost more than obamacare. As we look at some of the things like a brandnew Panel Program to pay insurance companies, as a stabilization fund, we think the idea that are going to allow the death spiral of obamacare to continue but will subsidize it is just not a republican notion. Im open to voting for it but i think with the group of people we have a better chance of getting it repealed. So, right now, youre a no vote . We cannot support the bill right now. [inaudible] cruz, senator lee, and senator johnson and myself. [inaudible] the intention is to make the bill better and not take it down. I believe the leverage an account of poor people is enough that hopefully those who read the bill will say, we want some or all of their votes and, therefore, will try to make the bill look more like a repeal bill and less like a reiteration of obamacare. There is a choice to beat this or obamacare . Are you willing. [inaudible] i dont think theres anybody in america in a america thats against obamacare that ive seen the ravages of it and ive seen 42 states a repeal of obamacare. I didnt run on obamacare. I did run on replacing it with more government programs. I didnt run on allowing the death spiral of obamacare to continue just to subsidize with taxpayer money. We are 500 billion in debt right now and there is no money to keep subsidizing insurance. There is no money to expand medicaid unless you want to raise taxes. For cutting taxes. You have to be honest with people and it has to be paid for. If were not going to pay for it, then well keep a lot of the stuff that was in obamacare, i think we can do better than this. My hope is not to be developed but to make the belt better. [inaudible] i think will happen and the reason we are coming out now is that now the discussion begins. If people that are in favor of the current belt know that its not both or, perhaps, the discussion will begin in earnest to make them feel better. [inaudible] we were given a draft and it supposedly a draft form and an army this morning everyone said theyre open to changes. I you only get changes if you show that you have the power to not vote for the current bill. Thats where we are. [inaudible] it seems like a short time. Ive been in favor of reading the bills so its on my desk and i havent started it yet and i will read it but i will regular says you should wait one day for speed we need to read it and negotiate over whats good or whats bad and what we can get to make it better inaudible question. You have to get to 50 votes. If you only got 48, that means youll need some more. There is no what . [inaudible] i was in favor of having committee but that is not a do or die. Ill vote for the bill on the content of the bill. We are no on the bill currently. [inaudible] my preference was always for Committee Hearing but after that, im concerned about the content. To my mind, the most important thing is that we promise to repeal obamacare. The current bill looks like were keeping large parts of obamacare. In fact one of the architects has said ray, looks like theyre not repealing obamacare and hes probably accurate. Were keeping the subsidies, were boosting the subsidies for stabilization or risk pools and i think it looks like obamacare. [inaudible] the wall street journal reports that the Senate Health care bill repeals hundreds of billions of dollars in taxes on businesses and high income households. And include the retroactive cut in Capital Gains taxes. The story says the tax portion of the draft proposal are very similar to the elements in the version of the house passed last month. The plan operates like the 2010 Affordable Care act but in reverse. Instead of raising taxes to pay for expanded insurance coverage, it reduces coverage and cuts taxes. Here are senators today talking about the draft proposal. Seven years ago democrats imposed obamacare on our country. They said it would lower costs. It didnt. From 2013 to 2017 premiums have doubled on average. D the vast majority of states on the federal exchange. Next year, obamacare premiums will go up across the country, once again
