Continues. Host two members of the workforce committee, congressman Glenn Thompson republican from pennsylvania, and august men Raja Krishnamoorthi and congressman Roger Courson more krishnamoorthi. Guest career and Technical Education is an education path that may and fall certification course, it training up to an associate degree. Opportunity. It is estimated by 2020, 6 million jobs that will be open because of a skills gap. Where individuals are not qualified and trained to fill these positions. These are great emilysustaining positions. These are positions that drive our economy. Areout these positions, we going to face some pretty difficult economic times. Career and Technical Education is, basically skillsbased education is the easiest way to summarize it. Host you came together on legislation that passed in the house yesterday. Congressman, but which your legislation do question mark guest a couple of things. A couple in particular with noting. One is that it really moves a lot of the authority for technicalcareer and education from washington to state and local jurisdictions, especially high school and Community College districts. I think that is appropriate because we want to make sure this skills are being taught are consistent with the ones in need in the local areas. That iond big change want to tell your viewers about is that it requires that local employers be consulted when local School Districts are deciding what skills to train people on. It makes all of the sense in the world. At the end of the day what congressman thompson and i are trying to do with the bill is essentially get young people, as well as others and transition in their careers, into a job. It does not make any sense if employers are not at the table. This requires that they are. Host is there money attached to your legislation . Guest there is. It is a reauthorization of the perkins act, longoverdue. It has been more than 10 years. The important thing to remember is that the tolls of career and Technical Education, the types of skillsbased education, we are familiar with them, everyone is at home is familiar with them, the welders, the paint brushes, the farm instruments, the stethoscopes. These are all examples. The perkins act, to put it into perspective, the iphone was unintended when the perkins act was reauthorized. Sohnology has evolved quickly. This is about preparing individuals to work in those technology careers. Does, every year, it does increase the authorization levels over the course of the bill. To us, that is important. The return on investment, if you can take someone first of all, you helping young person launch a successful career as maybe they do not learn so well in a traditional education system, but if you put a tool of in their hand, they are inspired and do well. Maybe it is a person unemployed, underemployed, living in poverty and you can see where the return on investment is if we can provide more effective skillsbased education, the return on investment is amazing. Host we want to encourage viewers to call in about questions on career and Technical Education. Phone numbers are on your screen. If each of you could describe what is happening in your own districts, Community Colleges, and what this legislation would mean for those Community Tech schools, and what are jobs like in your area . Guest sure. I represent the north and northwest suburbs of chicago. One of congressman thompsons sons is one of my constituents. Host is that what sparked this bipartisan relationship . This know, we discovered when we came into it. Guest i will give you an example of the in demand positions we have. Between 40,000 and 50,000 hightech manufacturing jobs that are unfilled in what is called the ohare corridor. We have a shortage of people to take whitecollar jobs. For instance, in Cyber Security and science, claims that the local insurance companies. One of the programs they have started, which is interesting, our apprenticeship programs where they go to the local Community Colleges and say if you develop a curriculum that d be what we need in terms of, say, actuary science, we pay the cost situation come in the afternoon, they can work in our office, then they end up with a certification and her piece science, anot of paper called a job offer collegeand a community degree. These folks are the types of folks that we are trying to aim at. Cte programs theyre going to be available to everyone, regardless if you go to a cte high school or not. That is another big change. Host what are the salaries for these jobs . What are people starting out at . What is the potential . High. It is quite they range from anywhere from 40,000 to 60,000 at entry level, then it goes up. I i know in some professions it can go into six figures within a few years. What we arething is talking about our jobs where you become a specialist, not a generalist. You are less likely to be outsourced. In are more likely to be demand for a longer portion of your career. Also, if you choose to go to a Fouryear College after you get the initial certification, it is likely that your employer will help pay for that, maybe even graduate school, too. Host same questions to you. Districts 24 of the land mass in pennsylvania. It is very spread out. It gives you an idea of the demographics of the state. Jobs, the number one industry in pennsylvania is agriculture. Agriculture is all about technology and innovation today. The groundly central, the place where the oil industry was born, titusville, near one of mynia, is offices. The First Commercial Oil well anywhere. We still have the largest operating oil refinery in the world. Most people think texas p are proud that we predate texas in that industry. Have a lot of new technology through my alma mater, penn state university. They are coming out with fouryear and sixyear degrees and postdoctorates. They need technicians to do the work. Penn state has a great launch box, where they help entrepreneurs use intellectual information that they develop. What weaditional, traditionally think of, the roofers, the builders, health care. I dont care how you pay for health care, that is obviously a huge debate today, but the key thing is for health care is do we have the available supply of qualified, trained individuals in our communities to deliver the care . Career and Technical Education can help to address that. Apprenticeships are an important part of the legislation. The bureau of statistics issued interesting information. Involvereer paths that in printer ships pay that paylve apprenticeships 60,000 starting out. Some people, after a short time, thea few years, exception, but they can make over six hours working long hard hours, but being rewarded for the skills they bring that mee t the need. Host we encourage you to call in with your questions about career and Technical Education. Your question or comment for the congressmen. There should be career and Technical Education taught in schools. Father, years ago, my who was an educator, did provide such training for young people not collegebound. There were several types of courses taught in the schools for individuals who did not plan on going to college. We should go back to that. I would like to interject that if you will remember, president obama talked about the same thing. He encouraged the republicans to work with him on providing these types of programs for individuals, because everyone was not going on to college. Just think about what could have been now going on if the republicans had worked with him on these ideas. Why dont youman, take that one first. Is a unfortunately, it bipartisan issue. Yesterday, i was so proud that our bill passed unanimously in the house of representatives. We had a Big Press Conference afterwards with members from both sides of the aisle talking about the virtues of this bill. I agree that we probably should have been passing and implementing this law a long time ago, but we are here now. That is what we can control. Im so gratified we are able to Work Together to send this to the senate. Hint hint. It is time for action in the senate. And hope they take it up and it is signed into law. Our young people and others cannot wait. It is time to get the ball rolling. Host do you have Senate Colleagues willing to take the baton . Guest that is what i have heard. The caller must be very proud of her dad. Her dad made the difference in the lives of many young people, launching careers because of what he did. It is a bipartisan issue. I have been cochair of the education caucus, a strong bipartisan caucus. Been working on this ts. Ue for 9 yea week for nine years. We came close last year. I worked with president obamas secretary of education. Secretary duncan came to my office, i went to his office, we had good momentum. We actually passed a similar erm in the 114th congress. 5, a fairly strong vote, especially in an election year. It was bogged down in the senate and did not make it across the finish line. I was disappointed, but i saw it as an opportunity. Raja and i were able to Work Together to move this forward minor refinements. We listen to the stakeholders to make it a little bit better. It is a bipartisan issue, and it has been. Independent. Ee, caller i want to thank you for coming up with a commonsense bill that makes sense for a change for the country. I really appreciate it. I will let you go on with what you wanted to say. Thank you, very much. , democrat, ohio. Question or comment . Caller i never went to college. Classh School Provided a on woodworking, metalworking, auto mechanics. I started to work when i was 14 years old, learning how to work in the fields in the produce departments. We raised produce. I worked for . 40 an hour. Before i got out of high school, i had a job a few miles from home working on a dairy farm. I was trained on the dairy farm. On timet a point to be all the time and did my job better than anyone else. Always try to do better than anyone else. Learnedo the military, heavy equipment operating, truck driving. Got out of there. Became a herdsman on a dairy farm. From there, went to equipment operating on a feedlot in colorado. As a Service Manager at an auto garage. Then being a homecare provider. Host would you say that you ,ade a wage, a comfortable wage throughout your life . Caller i raised three children, put 2 through college. One became a computer tech. The other one right now is in. Harge of a science lab that their child did not want to go to college, so we did not force her to. She is successful in what she is doing. I have 20 acres of land here. Real successful. I even owned a Trucking Company for 14 years. Learned. Ow we host i would like to ask the emphasisen how much is being put on career and Technical Education at the High School Level and do have legislation that impacts Community Colleges, but these children dont get exposure like jerry did two technical work. How will they ever know they are interested . Jerry for quite a career. You have lived the american dream. Congratulations. Think both congressman thompson and i would agree that people need to be exposed as early in age is appropriate. Within this legislation, people down to seventh grade can be exposed. Thing is we allow local authorities to submit plans suitable for their jurisdictions and what makes sense for their kids. Anted to say that not 4year college is not for everyone, but an education is. Secondary education of some kind, getting some kind of skill, credential, certification, or Community College degree is necessary because a High School Diploma will not be enough. We are trying to find pathways to the post secondary world to make sure everyone has a chance to find their way into the middle class. Host do you have Fouryear Colleges in your districts . Guest we doguest . This bill is aimed at the Community Colleges and high schools. Guest absolutely. Large a very rural district and am blessed with educational institutions. At the same time, we are not Community Colleges are an important part, but the secondary schools. This applies to our legislation, it will apply to kids in school and adults at any point in their life. It is not necessarily Community College did it could be an apprenticeship program. Support for onthejob training. Great american. A sailor, a farmer, he does his part in the agriculture community. He is an entrepreneur with what he did in his Trucking Company, and it started with an exposure to career and Technical Education. It is a pathway to success. It allows you to grow. Still, going back to when i was in high school, may be a little earlier than raja, there is a stigma and bias against skillsbased education, career and Technical Education. Part of what this legislation does is put awareness down into the middle schools. Kids are exposed to so much through technology, we want them to be able to make good decisions. We want parents to understand this is a pathway to success, making a good familysustaining weight without school debt, besides a second mortgage coming out. Part of it is not just access, it is the effectiveness. Bringing industry to the table so we really drive the type of training and education around in demand jobs. At the end of the day, it is not about the certificate, it is not about the diploma, it is not about the graduation, which is incredibly important, it is about the job. We have done, implemented the right way, when people go through this training, this education, there will be a good familysustaining job. We know the skills gap exists. Those jobs are out there. Host raiment in silver spring, maryland. Democrat, welcome to the conversation. Raymond, silver spring, maryland. Democrat, welcome to the conversation. We are having trouble hearing you. You are breaking up. Caller i was saying a friend of mine at the Career Training institute trains. He tells me he has a lot of problem paying for the training. I want to find out if the legislation has money that can for assistantain jobs, which is highly in demand and the other problem is it is a because they rate are not paid high enough. Host ok. I will have congressman thompson take that one. Guest that is how penn state made tuition money during undergraduate. I worked as technically what would be a nursing assistant 11 00 to 7 00 and for the first year of college and then switched from 3 00 to 11 00. Those are wonderful jobs because you are serving people older adults and people with disabilities, but it is tough. It is hard work and yes, this would be the persons act would toable to provide assistance make that type of education more affordable. There is money today in other pots of money. A couple of years ago we passed a bill that i was able to help partsparts of it write of it. People who are underemployed go federalr there are dollars to assist with job training and quite frankly, especially given the demographics today with our. Caller i would like to thank both you gentlemen. I think this is an excellent topic. To give you an idea of how you can succeed on these programs. When i got discharged from the air force, i was i went to night school because i wanted to serve i went to service right after high school. I went there five years of night school while working a responsible job and my employer thought it was great. I was promoted, i was able to help people, i worked for 45 years and in those 45 years i have mentor to probably a couple hundred people and at least 1015 i got to go back to school to complete their twoyear associate degree or the bachelors degree. On top of that, we moved to virginia excuse me, and the company i work for down there was so impressed they offered me to go to James Madison university and is a paid for my tuition in my books and i went to another five years of night will to complete my bachelors thank and i just want to you guys because i can see you take the same interest in the this in trying to develop to really help our company. Careerin my last 10 year making a sixfigure salary. If you have the opportunity, you can be successful. Thats what our country needs. Apparently this a gentleman may have come from his district originally, but congratulations on an incredible career. It is really wonderful to hear of career paths such as yours and this is exactly what congressman thompson and i are talking about, which is, today, some 70 of High School Seniors are likely to go to college, but a lot of people are not. Bob, thank you for your service in the air force. You are an example of one of my principles that it is not so important where we start in life. Its where we end up. My dad came out of the navy and was able to leverage his g. I. Bill and apprenticeship and tool and die maker. An example bobs example really capitalizes this because it is not once and done. With Technical Education you get that initial training, you get in, you get a good, paying job, you work hard, you support your family. At some point we all desire maybe a promotion to do better, you are lacking some type of qualification or certification to do that. Skillsbased learning allows you to check back in and many times employers do support this because they need those individuals and they help people achieve that so they can get that promotion and will know better by your families. Glenn ins hear from florida, republican. Caller i went to a trade school in chicago. I got a good education. I am handson. We got three hours of shop every got me into an installation company. I spent years teaching and then and went into my own business with my wife. We did that for 27 years and i and my wife went to trade school. The teachers had more fire in their belly than most people have in their whole body. It really helped me. The reserved for 12 years and i got my education through a correspondence. Host thank you for the story. These stories are great from all of you. Glenn brings up one component we have not talked about and that is the teachers. Are there enough teachers at Community Colleges and what is the quality of them . Guest again, congratulations on quite a career. Ima in admiration of your callers this morning and thank you for your service. Thank you for calling in as somebody who received their education in chicago the chicago area. The teachers, yes, there is a in this of teachers area and i am hoping some of the resources we are providing through this bill will be utilized at the local level to hire the types of people they need. There is a shortage in part because of what some people said in the press conference yesterday, which is that these in inoftentimes are demand careers in the private sectors and the kind of try to court to them or woo them into the classroom and it may require they be paid a little bit more than others. Skillsy, the types of that you need to be taught is changing constantly. By definition, there is not ,oing to be a ready supply of x Artificial Intelligence programmers because that is happening right now so we need to hire people to teach those types of skill sets or Cyber Security, which there is a huge shortage of people in. , georgia, etta independent. Am 60 years old and i remember when i was going to school even in the seventh and eighth grade as girls we learned home ec which included cooking and sewing and the boys learned woodshop and when i went to high carpentry, offered auto mechanics, dry cleaning, cosmetology, in addition to those classes if you wanted to go on to college, so it was both. I dont understand why did that change because now it is like we are going back when we should never have stopped that in the first place. Guest i could not agree more. It should not have been stopped in the first place. I think it was that overreaching by us and stigma. At one time, our secondary career and education schools almost became dumping grounds for students with behavior issues. Trendsre unfortunate that have happened. We are not here to look backward and criticize. We are here to look forward and that as aze the fact result of the work we are doing and the work we have done, ive got to get this for the senate so we can get this to the president s daesch because i know he is supportive desk because i know he is supportive of this issue. I love also how we have broken the gender barrier. Some of the best mechanics and welders are young ladies that are just incredible. Both genders and the fact that we make it the goal behind as the congressman mentioned, we are providing more control and authority to local leaders and state leaders so they have the ability to pivot. They have a new industry coming in and a new innovation and a new business but they are not going to build it if they cannot find a qualified workforce, it allows them the flexibility to be able to set up those programs and set them up to be able to meet that need. To me, it is exciting and i will in terms of the instructors, that is incredibly important. Not so much the settings. There are different settings. You are going to find individuals that want to do journeyman programs and apprenticeships programs with unions or partners with career and Technical Education training. Its very creative and innovative where you find access to this education and it will only get better with our legislation. It really does come down to that talented, that inspired instructor. Longterm anyways, the students today that are in middle school and junior high who are not yet in one of these programs will be some point in the future will be tomorrows instructors if we do that do this right. 2 one thing we have heard a lot of feedback on is this is often a system used successfully in other countries. My district has the biggest concentration of Swift Companies in the country as well as japanesebased companies and what those folks tell us, especially Swiss Companies and german companies, is that this apprenticeship and learn and earn model has been used very successfully to make sure that young people are able to find a path to a job. Their youth unemployment rates are a lot lower than what we see and they are able to maintain very high wages and benefits despite the globalization and Technology Revolution we are seeing. We are not reinventing the wheel here. This is something that is tried and true. It has been used in the United States and now we are trying to have a renaissance, a revival of this. I am not putting down Fouryear Colleges or universities. Whatever people want to do, let them do it, we just need to get pathways. We are doing our very best as members of the House Education Committee to make fouryear and more than fouryear education affordable and accessible. There are many different pathways to success and they are all valid and important. We believe for too long we have provided the attention and resources to career and Technical Education training that we should be. Guest 2 and something congressman thompson said i want to highlight which is these career and Technical Education high schools did become someplace where they kind of sent certain students they thought somehow werent capable enough of being in the mainstream. We are trying to bring career Technical Education into the mainstream. To college, went on lets say, you have exposure to se so that you can see maybe carpentry or Cyber Security is for me. Maybe it is not. I know my wife would want me to have taken some of those cooking classes at some point. Culinary arts. Unfortunately, i did not. I am mainly a taste tester at this point. Guest who wouldnt want a professional engineer with a retroyear and sixyear degree that did not have experience with structural welding . I have to think that is going to be a better engineer in the end.
