Bo, i will start with you, walk me through what were seeing as were seeing pictures from our local affiliate, what is it police are doing as they try to secure the campus . Wealthy this thing is actively happening right now. The most important thing for any students in the school in any of the rooms, is they, that the best they can, any doorways, put desks against the doorways. Most important thing to try to get yourself into an enclosed space until we know what it is. Because we know one thing, some of these shooters go for body count. If that is what this is all about, you have to keep the shooter from people inside of the school right now. And it is unfolded so quickly, very hard for to us determine exactly what is going on because i dont believe the police know what is going on. Trish we have learned there are two victims. Given it doesnt seem the situation is contained what is it authorities are most worried about, bo . Im sorry, trish . Trish we know there are two victims. Given the situation has not been contained what are they most worried about . That there will be additional casualties . We dont know the motive the shooting. Whether this is boyfriend, girlfriend or possibly terrorist involved or isis person. If that is true we dont wait around we used to. You try to take the shooter out as fast as you can. But i think the most important thing for students in the school is to lock down, block the doorways, block yourself inside of the classroom as best you can to wait for the police to come because you cant be Walking Around there with the police out there. Most importantly is the victims. We have to get the victims out. We dont know what the trish we dont know status of them is, youre right around we saw some ems trucks there earlier. Mike baker, i want to to to you, as to go to you as bo points out we dont know the situation, whether romantic situation or terrorism. All the things until you know at play are being considered by authorities . Well, yeah, all these incidents, initially, start out much in the same manner which is, sort of a state of confusion, an effort to scramble and gather enough information but from the Law Enforcement perspective, including Campus Security all the way up to the fbi, these things follow certain protocols and so whether youre talking about a campus, enormous campus size of ucla or talking about a small elementary school, by this time unfortunately because of our recent past with active shooters they all have protocols in place and they work the scenarios. They develop containment procedures. Develop who has responsibility for what, how youre going to move in after you establish a perimeter. Part of problem with campus size of ucla people least familiar with the protocol are students and faculty themselves. Theyre not involved in the gaming scenarios or tabletop exercises. As bo said, others have said up to this point, the most important at outset is get alert out. They have a campuswide system out there, that works well it appears. Get everyone out there, shelter in place and let authorities do what they do well, the lapd. Trish can i ask a simple question here. Why is it they havent been able to catch them . You look at number of officers that swarmed into the building, given equipment and expertise and this is one lone individual, why cant they catch him . Starting with you and then over to bo. We dont know yet. They may have isolated him and they know where he is and they havent moved in yet because potentially other civilians are being held hostage nearby the site where the gunman is. They may still be looking for him. This is not easy exercise. You go into clear the Building Size of engineering 4 at ucla campus which is a sizable building. You have to move very methodically. They have gone through the process understanding what classes were in place, how many students, what faculty, to degree possible were in the building at this time. So they have got some information but we dont want to jump to any conclusion, well, they dont know where he is or what he is doing. They may very well have isolated him but they have to move in certain manner not to risk their lives or other students or faculty in place. Trish mike baker, stay with me. You know, when you have Something Like this, trish, the shooter could have been taken out already, we dont know that. The officers there are wanting to find out if it was a lone shooter. You might have seen one of them. There could be more. You have to be very cautious going through all the separate rooms because we found out other scents that have happened, other shooting incidents maybe there is more than one shooter. We dont know exactly. Were all guessing at this point. Im sure police have a pretty good retrospective what is going on right now. They may have taken the shooter out. They want to check to make sure there is no one else. The most important trish wint we know that, bo . To jump in, if they had taken out the shooter would they give us information that they have actually got the shooter . No. The police have all the time in the world to release that they want to make sure there is not a second shooter. And she say shooter into it trillionizes and there is second shooter, and starts up, you havent taken the safety aspect to take this thing out. I want to make sure this is a loan lone shooter before i say all safe for people to come out of the rooms. Imagine if people come out of the rooms and they take shooter out and say it is all safe, and there is another shooter there, that could be horrific tragedy. Trish one of the things you worry about in situations like this, mike, there could be Something Else going on as well. All hands on deck go to that one particular building there, boelter hall, a risk of Something Else if it were coordinated incident. Again we dont know anything to that effect at this point. Tough imagine these are things going through authorities heads right now. Right. Look, weve all become familiar from aviation disasters, that aviation phrase, avery eight, navigate, communicate. In situation like this on the ground, with the police and variety of Police Agencies involved, theyre in a situation, first concern is not getting updated information out to the general public and to the media. They have got to resolve this and then they get the information out in due time. Something obviously a constant worry but not constant enough because here we are a situation two are now dead as a result of shooting incident there at ucla . Forgive me, bo, first to you, and then over to mike. This is open campus, ucla. You have an open campus here. It is very difficult to shut down a open campus and keep a security perimeter. Tough do your best. When you have open campus like ont have walls or gates around it, people walk in and out of there and have pretty much access to ucla. My problem with this, you can minimize the risk but never be 100 keeping out somebody who want to get in there and hurt somebody. Trish isnt that the truth. Mike, your thoughts . Yeah. That is absolutely true. There is no way around it. Unsatisfying as an answer. Whether talking about terrorism or active shooter situation like this, you can minimize the risk but never drop it down to zero. This is not a zerosum game. We gotten to the point in our lives a lot of general public wants no risk, they want no risk in their life at all. That is unfortunately how it works on planet earth. Elementary school, you can put one point of access and ability to control it. Campus of ucla, a city within a city, 40,000 plus students, and faculty, and the need to move in and out of there, youre not going to redice this thing down to zero but what what they have done, you put in place and exercise and work protocols and plans, Crisis Management planning for situations such as this. And believe me, educational facilities all around the country have these sort of things in place. Doesnt mean you can prevent everything, but your goal at that point to disrupt or minimize as much as possible. What was he wearing . Where was he going . Then youre talking about approximately 40,000 people occupy this particular parcel of land, say hypothetically if its a student, if its a student how did you not a simulate him or assimilate himself into all the other student body leaving the campus. Theyre responding to it and they have to play catchup from the moment they get there. Create a perimeter and contain the situation and look for the shooter. And again, student have to lock down. We do the active Shooter Training tore corporations and schools and what most important thing is, you have to blockade the door and lock down. Until the police get there, as i said, if this is something that wants active body count, you dont want to give them any targets. Put desks against doors. Do whatever you got to do. Lock in place. You communicate with the police. Tell them what room youre in. These things should be in place at large campus like ucla.
