There are there are recommendations in the Executive Branch that you notify effective agencies, but there is no provision anywhere in the law that says the president has to tell anybody or put it in writing. The proper remedy is for garland, who has sought the records through his subpoena, go to an impartial judge in a civil court because the Control Statute is a civil statute.
