Her name popping in social media as she was gunned down near the wendys where Rayshard Brooks was killed by police. The citys mayor is warning enough is enough. It all happened during a heartrending News Conference with her mom. You cant blame this on a police officer. You cant say that this is about criminal justice reform. We didnt mean no harm. Maybe we didnt mean no harm. Harris meanwhile, President Trump tweeted the federal government is ready to step in if chicago and new york request help. Love for us in new york with this part of the story, aisha . Harris come here in new york city, mayor de blasio said in the last two hours that the violence is directly related to the after effects of coronavirus while Police Leaders are saying and complaining about bail reform laws now. On sunday alone, 40 were shot in 30 shootings across the city. 44 total shootings over the Holiday Weekend with 11 dead. On sunday, a police car struck by gunfire in the bronx. Officers were sitting inside. One was injured. Heres the ny pd chief on what he thinks the problem is. Is a combination of things. Bail reform, covid releases from prison, court shut down, which has rankings that half of where they were last year for the population. Ive said this before, the animosity toward police out there is tremendous. Even more alarming numbers coming out of chicago where 87 people were shot between thursday evening and sunday night, 17 died, including two children, a 14yearold boy and a 7yearold girl. That girl playing outside her grandmothers home, struck by a bullet in the head when three people started shooting. Police say it was a result of gang violence. In the News Conference this morning, chicago pd hitting on bail reform over and over again. These babies are being killed every weekend. Cops are putting thousands and thousands and thousands of gun possessors in jail only to be let out again, where witnesses say, im afraid for my life. These people dont have any consequences. Harris, as you mentioned, tragedy in atlanta. Four people killed, 22 injured in six shootings over the weekend, according to local reports. Among them that 8yearold girl shot and killed on the fourth of july near a protest site. Back here in new york city we are expecting to hear from police as a News Conference is scheduled in the next 30 minutes. Harris . Harris thank you very much, i shall. The New York Post today is summing it up with a dramatic cover, shot to hell. Noting at the time of eight people were dead, but that number obviously continued to rise. I want to bring a now former new York City Police detective pat brosnan. Pat, you and i have covered a lot of breaking stories. This one now not just happening in new york but other major cities. What is driving this and how do we stop it . Its unbelievable, harris. We have in fact discussed a lot of matters, but this is terrifying, actually. Its only one element of what the longfeared perfect storm is. Terry mann and touch on some of it. His prosecutorial indifference. It is a desiccated nypd. Not diminished, desecrated. It is a leadership that vilifies law enforcement, its inmates released from prison, the jails are empty, and on top of it all, the icing on the cake, call city from the nypd. Overnight, 1. 5 billion vanished from their operational budget. That is a kneejerk response. This requires, this demands pragmatic intelligent measured review of operational needs, capabilities and services, period. Everything else is madness and we sought over the weekend. Harris because i know you know the budget so well, and where monies go, what kind of a punch to the gut does to the nypd . Is north of 35,000 members of that police department. Do you lose some of them . What happens, pat . Well, hiring has come to a screeching halt. Like the roadrunner. That stopped. Promotions, transfers, other very serious elements and further moraleshattering aspects of the 1. 5 billion will certainly compound and make a bad situation worse. When he bowled it onto the very illconceived program to defund and actually eliminate 600 anticrime officers 15 days ago, the officers, the men and women who actually remove the guns from the streets, is really enormously illconceived. In totality, we saw this weekend, it reaped what it sowed. 48 shot, four stabbed, told dead. Its mindblowing. Its as bad as ive ever seen it, and i was there in the 80s and 90s in the south bronx. I was there for the opening day of crack. I was there when there was all the murders under mayor dinkins reign, which, by the way, in hindsight, was excellent. All he really had was the Korean Grocery strike as well as crown heights. This is systemic. Harris i know youre being facetious. Unbelievable bad. Harris i know youre being facetious, there was a horrible time. But what you are saying is the layering we have now. The former nypd commissioner, ray kelly, put it this way about defining the police. I will get your reaction on the flip side. De blasio, since hes been mayor, in terms of the most recent actions, his socalled billiondollar funding efforts in the department, that is kind of kabuki financing. Even so, it shows you where his head is at. Harris pat, what is your reaction . Mr. Kelly a spot on. Theres two aspects in my view. There is operational side, other than any defunding that is traditional and well thought out and pragmatic is inherently dangerous and reckless. It is also a human side. The human side is what this defunding of the police does to a desecrated department. It is a body blow to the nypds morale. There is really two things going on. Its the operational and the human side. Very bad. Harris i believe the last time you and i spoke i was just coming off a police town hall. I covered the suicide rate that was popping in the nypd. Remember just last summer we were talking about the buckets of water and objects thrown at police who were sometimes responding, down in philly to a hostage situation, they were being pelted from behind as they created a barrier between the hostage takers and the citizenry in the streets. This has kind of been a perfect storm. The summer that we just saw previously, of all the problems were having across across the country, with a strained relationship between officers and the citizenry. Now we see video after video. You mentioned Terry Monahan there. There is a cultural and racial mix more so as week move across the country in some areas. You cant say this is about race, its about power, too. I want to talk about getting those people out, who everybody calls the bad apple. Not my favorite phrase. How do we do that . Ironically, harris, i recall with clarity our discussions on the water being thrown on officers. Which, by the way, everything being relative, looks like the good old days. When only water was thrown on the officers. It was the beginning. Its important to note it. Its a very cogent timeline. It picks up some speed on january 1st with an enormously illconceived elimination act, baylor form. Covid stumbled along on the 13t. Added some fuel to the fire. The bad guys knew enough to hunker down even then. They were opportunists. You have the incredibly indefensible, horrible killing of george floyd, and what that did was really it through fuel on a simmering fire to the extes amplified. Right on the heels of that, you have defunding, dismantling of the anticrime troops, and you have 800 Police Vehicles torched, 500 officers injured during the riots in new york. It is really astonishing. Harris you need somebody to jump in and start to negotiate something on behalf of everybody so we can pull together. Always great to talk to you, go deeper into these issues. Appreciate your time. My pleasure, harris. Thank you. Harris we are awaiting Kayleigh Mcenany, the press secretary, to step up for the White House Press briefing. We will go there live. And reports that susan rice is seeing her stock rise as a Vice President ial candidate for joe biden. So, hands in the air. He was going to ask her about benghazi . If we act smartly and we know what to do to prevent that, if we do those things, yeah, i think we can avoid it. If we dont and kind of let this go the way we are going, i think 100,000 is entirely possible and thats what we have to avoid. Harris a dire warning coming from one of the nations top experts on infectious disease. 14 states reporting new highs in the coronavirus case averages over the past week, and in hardhit texas, several cities they are worried they could run out of hospital beds in less than two weeks. President trump, over the weekend, appeared to downplay the virus. Watch. Now we have tested almost 40 million people. By so doing, we show cases, 99 of which are totally harmless. Results that no other country can show, because no other country is testing like we are. Harris when pressed about ththe president s claimed that 9 of covid19 cases are totally harmless, the head of the fda refused to back that up. Jonathan serrie has more in atlanta come home to the cdc, of course. High there, harris. Let me give you the good and the bad, s university, and what we found is that over the past month, the sevenday average showed an increase of 140 over last month, while deaths decreased 39 during that same time period. What does this mean . Experts say much of this is because fatalities can lag more than a week after hospitalizations, but also patients getting infected in the second wave tend to be younger and doctors are improving their ability to care for hospitalized patients. Florida set a record for new cases, 11,458 over the fourth of july holiday. The city of miami beach closed its beaches to discourage crowds over the Holiday Weekend. Texas, which closed bars as a precaution, reported its highest single day increase on july 4th. 8,258 new cases in a single day. And new york city, once the epicenter of the outbreak, is trying to maintain its downward trend in case counts by keeping restaurant dining rooms closed even as it enters its phase three reopening today. We got so much data from around the country, indicating Indoor Dining unfortunately became a real nexus for infection. In a way that other types of Economic Activity werent. Over the weekend, the World Health Organization announced it will discontinue Clinical Trials of the drug hydroxychloroquine and lopinavir as potential treatments for covid19 in hospitalized patients. The w. H. O. Says interim results of the studies showed little if any impact on mortality, but did raise some safety issues. Harris, back to you. Harris jonathan serrie, thank you very much. Nbc news is reporting the white house plans to adopt a new message on the pandemic in the coming weeks. Summing it up as we need to live with it. For my next guest, and excited to welcome former arkansas governor and Fox News Contributor mike huckabee. Ive been on vacation and id like to start things out with you. Good to see you. Its always great to be here, thank you thank you. Harris sure. When the president speaks about the medical information with regard to covid19, how much do you think that impacts what people do in terms of how they react or how they protect themselves and their own lives . Well, i think that ab it was a poor choice of words when he said totally harmless. People who have had covid will tell you it was anything but harmless, especially those that were hospitalized. I think the good news, as Jonathan Serries report pointed out, the death rate is down significantly. That is a good piece of news. It is affecting more younger people, mainly because i think they are living a little more recklessly than some of us older birds who are still being pretty darn careful out of necessity. I do believe that there is a sense in which people a combination of just not wanting to be locked down anymore, and secondly, feeling that they dont know who to trust. Because the very people who are telling them they must wear a mask now are the ones in early march and april who said, dont wear a mask, its very dangerous. That was hurtful. For all the people who say the president shouldnt say its harmless, i would also say those Health People really messed up by giving mixed messages early on and then later completely reversing course. Harris yeah, i dont member anybody saying the masks were dangerous, but i remember anthony fauci, dr. Fauci, saying they didnt have enough masks for medical professionals and the rest of us didnt need them like the people on the front lines. Now they are saying Everybody Needs them. I understand what youre saying. Hillary clinton, for some reason, is involved in things. She seems to think your opinion matters and all of this and is comparing herself to the current president. Lets watch and i will get your reaction. We sure could have done a better job saving lives. Modeling better, more responsible behavior. I dont think we necessarily could have or should have had a deep economic assault on livelihoods and jobs as we have. I feel like i know i would have done a better job. Harris governor huckabee . Thats like me saying i would have done a better job quarterbacking the super bowl if i had been there, but i wasnt there. And the truth is, the only way that i think she can say that is that she is delusional still in thinking she really won the election. Im glad she wasnt the one managing the crisis. She wouldnt have shut down tribal from china coming in. We would have lost a lot more americans. Im sure she would have taken some of the steps the president took. Painful steps to really arrest this, as the first wave, to flatten the curve. She is desperate to be heard and seen, and i think even democrats are kind of saying, hillary, you had your moment, its over. Its joe bidens turn. Lets let him do the talking. And i hope he does. The more he talks, the better it is for the president. Harris i know you like to see him emerge, as you say come from the basement. Real quickly, i want to get your take on the president having more events, this upcoming one in new hampshire, the talk about as we go into election season, with covid19 heating up in some areas. Look, i get the protests. I know, i saw those millions of people and i questioned it at the time. It felt like sometimes i was a lone voice asking, are they going to wear masks . Where is your take on where the president goes from here . I think hes got to be careful. If his rallies become a point of outbreak, then its going to look really reckless. Maybe this is a great opportunity to show that social distancing, maskwearing, being considerate of others, is not a bad idea. Not because we have to, but because we choose to. Harris, thats what i think maybe the messages. We are not going to do some things because the government tells us we must. We do it because we are respectful of other people, we dont want to get it, but we dont want to give it, either. Some of the things i am choosing to do, its because i just want to be respectful of other people and i dont want them thinking that i might be transmitting it to them. I want to be a Good Neighbor and a good citizen. I hope his rallies reflect that. Otherwise i think he is in for a lot of criticism, and he doesnt need it now. He needs to focus on the job he has done, which is a good one, and make sure the American People realize what is at stake in this election. Harris governor huckabee, great to have you on the program always. Thank you for those words. Ill see you soon. Thank you. Welcome back. Harris thank you well, we are moments away from the White House Press secretary giving us a briefing. Kayleigh mcenany set to take questions with reporters. Will bring you that live as it happens. Stay close. And susan rices stock reportedly rising in the joe biden veep pick. But there could be a setback. Her past comments about benghazi attacks, how they could make her a risky choice. The best assessment we have today is that, in fact, this was not a preplanned, premeditated attack. It was a spontaneous reaction to what had just transpired in cairo.
