Its a political defeat for the president and a practical sense it wont be because as john as mike pointed out, he will veto the resolution of disapproval if congress doesnt have the votes to override. The house may not even take a vote because theres so many moderates that this would be a difficult vote in red or purple districts and they dont want to be seen voting against the president s wall.
